BEAUTIFICATION BOARD, HELD ON THURSDAY, FEBRUARY 8, 2018 AT 8:15 A.M., AT
4141 BAILEY ROAD, PEARLAND, TX 77584.
I. CALL TO ORDER
The meeting was called to order at 8:15 a.m.

III. APPROVAL OF MINUTES — JANUARY 2018
A motion was made by Ms. Smith to approve the January 2018 minutes. Ms. Cade
seconded the motion. The motion was carried and the January minutes were approved.
IV. BOARD REPORT
Mr. Stevens — no report today.
Mr. Hernandez noted that he on behalf of the Board, would like to get a card for Cullen
Ondracek for his feature in a local publication. Ms. Lawson will have the card available at
the February meeting.
Mr. Mittica reported receiving positive feedback regarding the TAAF Winter Games.
Patrons noted the changing rooms for swimmers were comfortable. Mr. Mittica also noted
there was low attendance for Pickleball, but received positive feedback on Archery. Mr.
Mittica also received comments that signage was not clear for finding the locations of
some sports, and that Winterfest experienced low attendance this year, as well.
Ms Earl reported she was unable to make it to Winterfest, but did attend the TAAF Winter
Games. Ms. Earl attended swimming, martial arts, and gymnastics with her youngest child.
Mr. Wilson — no report today.
Ms. Smith also talked about parking being an issue for many, and noted shirts were for
sale at only two locations leaving patrons confused as where to go. Ms. Smith noted she
also received comments regarding lack of communication from Parks & Recreation staff to
host sites, and noted photo screens not being available at all locations. Ms. Smith talked
about the construction noise across the street from one of the Winter Games sites making
it difficult to hear.
Ms. Cade shared a letter from a youth addressing the need for a skate park in Pearland
Ms. Cade passed out copies of the letter to the Board and Mr. Stevens noted he would
write a note back to the youth.
V DISCUSSION AND POSSIBLE ACTION REGARDING COMMUNICATION STANDARDS
Mr. Orlea talked about creating a communication standard for the Parks Board. The group
then went into discussion regarding best practices for using the Parks Board email, and
discussion continued. Per Mr. Orlea, the Board is free to take action at the next meeting.
VI. DISCUSSION AND POSSIBLE ACTION REGARDING RULES OF ORDER AND BY-
LAWS
Mr. Orlea noted, currently, there have been no requests for changes to the Rules of Order
or By-laws from the Board. Mr. Orlea talked about adding a paragraph on communication
standards for the Board to formally adopt at next month's meeting. In regards to the Parks
Board email box, it is decided staff will reply directly to emails with the exception of emails
political in nature or comments made regarding staff — the Board will address these. All
external concerns will be routed directly to the Parks Help Desk at x8900.
Mr. Orlea commented he would present a document to the Board at next month's meeting
reflecting the addition of the new communication standard. Mr. Stevens entertained a
motion for staff to bring back suggestions to the Board for a new communication standard.
Mr. Hernandez then made a motion for suggestions to be brought back from staff to the
Board. Ms. Smith seconded the motion. The motion was passed.
VII. DIRECTOR'S REPORT
Mr. Orlea covered the following:
• RSAs. The same concerns from RISE Soccer continue to be brought before the
Parks & Recreation Department. Per a final meeting with Deputy City Manager
Jon Branson, a permanent resolve was made and would be adheared to.
• Staffing changes. Carry Capers is now Interim Communications Director. The
Athletics/Aquatics Manager position has been filled by Brandon Torres from Katy,
TX. The position for Program Manager will be reposted. An offer has been made
to a candidate for the Aquatics Specialist position. Interviews for the Parks &
Natural Resources Superintendent position take place on February 14.
• TAAF Winter Games. Turnout for athletes was 2,230.
• Father/Daughter Dance. A local rotary club reached out to Parks & Recreation to
sponsor the Father/Daugther Dance beginning next year.
FINAL COMMENTS
Both the Nature Center and Centennial Park are both slated to open on schedule. The
Forever Parks Foundation is having their annual fundraiser at Top Golf on April 14tn
