2017-12-14 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESMINUTES — REGULAR MEETING OF THE CITY OF PEARLAND PARKS, RECREATION, & BEAUTIFICATION BOARD, HELD ON THURSDAY, DECEMBER 14, 2017 AT 8:15 A.M., AT 4141 BAILEY ROAD, PEARLAND, TX 77584. I. CALL TO ORDER The meeting was called to order at 8:21 a.m. II. BOARD MEMBER ROLL CALL Buck Stevens Chair Ted Mittica Vice -Chair Bethany Earl Board Member Layni Cade Board Member Mike Wilson Board Member Adrian Hernandez Board Member Chris Orlea Parks & Recreation, Director Carry Capers Parks & Recreation, Assistant Director Melanie Lawson Parks & Recreation, Administrative Assistant Monica Montoya Parks & Recreation, Recreation Superintendant Lindsay French Parks & Recreation, Athletics and Aquatics Manager III. APPROVAL OF MINUTES — NOVEMBER 2017 A motion was made by Mr. Mittica to approve the November 2017 minutes. Ms. Cade seconded the motion. The motion was carried and the minutes were approved unanimously by the Board. IV. BOARD REPORT Mr. Stevens discussed attending the tree lighting ceremony, but was unable to attend the parade. Mr. Stevens also mentioned receiving comments from parade participants regarding not being able to pass out candy during the parade. Per Mr. Orlea, parade participants were allowed to pass out candy before the parade. Mr. Wilson gave kudos for the Parks & Recreation staff for putting on these holiday events. Mr. Mittica reported participating in the Knapp Center's holiday luncheon. Overall, it went well besides some issues with the serving line. Mr. Mittica also attended the tree lighting and parade; he enjoyed both events. Ms. Cade talked about attending a Christmas party she had in her neighborhood. V STAFF REPORT REGARDING ELECTION OF OFFICERS FOR THE PARKS, RECREATION, AND BEAUTIFICATION BOARD Mr. Orlea covered a few of the guidelines on electing officers and then handed the discussion over to the Board for voting. Mr. Stevens went on to entertain a motion for nominations to the Chair position. Mr. Mittica nominated Mr. Buck Stevens for Chair; Ms. Earl seconded the motion. Mr. Stevens was re-elected and will remain Chair until the expiration of his term in November 2018. Mr. Stevens then entertained a motion for nominations to the Vice -Chair position. Mr. Mittica nominated Ms Vicky Smith for the Vice -Chair position. Ms. Earl seconded the motion. Ms. Vicky Smith was elected to the Vice -Chair position. VI. STAFF REPORT — RSA OVERVIEW — Monica Montoya, Recreation Superintendant; Lindsay French, Athletics and Aquatics Manager Mr. Orlea presented the Board with the current RSA (Recognized Sports Association) applications. Discussion amongst the Board continued and questions were answered by both Ms. Montoya and Ms. French. VII. DISCUSSION AND POSSSIBLE ACTION REGARDING RECOMMENDATION OF RECOGNIZED SPORTS ASSOCIATIONS Mr. Stevens entertained a motion to approve the RSA application for Shadow Creek Soccer Club at Hickory Slough Sportsplex Mr. Mittica made a motion to approve the RSA application. Mr. Wilson seconded the motion. The motion was approved. Further discussion ensued and the decision was made that Shadow Creek Soccer Club's award of the RSA will be dependant on verificiaion of the clubs 990 status within 180 days. A motion was made by Mr. Mittica to amend the above mentioned motion, and Mr. Wilson seconded the motion. The motion was carried. VIII. DIRECTOR'S REPORT Mr. Orlea present the following: • Flutter flags for the TAAF Winter games will be replaced due to th size of the flags with a different type of signage • Jerry Bradshaw, Natural Resources, won the states photo contest • Parks & Recreation's request for an expidited CAPRA visit was approved. This will be a one and a half day visit. Independence Park construction continues to move forward © Shadow Creek Ranch shades will be installed this week o Almost $1 MIL is being put into parkland dedication • Council is asking for feedback regarding tree mitigation o Active shooter training taking place at the Recreation Center today (for staff) • HGAC approved work on two connectivity trails • Construction on Fite Road is currently behind schedule • Centennial Park has experienced some vandalism and city parks are being monintored closely IX.
