2016-08-11 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESMINUTES — REGULAR MEETING OF THE CITY OF PEARLAND PARKS, RECREATION, & BEAUTIFICATION BOARD, HELD ON THURSDAY, AUGUST 11, 2016 AT 8:15 A.M., AT 4141 BAILEY ROAD, PEARLAND, TX 77584. CALL TO ORDER The meeting was called to order at 8:18 a.m. BOARD MEMBER ROLL CALL Ted Mittica Vice -Chair Bethany Earl Board Member Mike Wilson Board Member Sean Ennis Board Member Chris Orlea Parks & Recreation, Carry Capers Parks & Recreation, Kassandra Casbeer Parks & Recreation, Melanie Lawson Parks & Recreation, Director Assistant Director Recreation Specialist - Programs Administrative Assistant APPROVAL OF MINUTES — July 14, 2016 Approval of minutes will be at the September 8th meeting due to lack of quorum. [V. BOARD REPORT Ms. Early talked about the heat and said she had not been out much, but ha,s not heard of any issues. Ms. Earl also noted she saw the alligator video and enjoyed it. Mr. Wilson has been out of town. Mr. Ennis noted he has been staying out of the heat as well. Mr. Mittica said he will be gearing up for the Birthday Bash this coming weekend. V. DIVISION PRESENTATION — Kassandra Casbeer, Recreation Specialist Ms. Casbeer talked about camps coming to an end. Ms. Casbeer noted each camp lasts 11 weeks beginning in June. Camp Kia currently has 70 children and Camp Mahalo 22 children. Camps include swimming, outdoor field trips, crafts, health and fitness events, and other activities. Camps closed in 2 weeks this year and will be looking at expanding camps in the future. Ms. Casbeer noted that other activities at camp include using cell phones, and the inclusion of technology will continue. Camps are first come; first served. Non-residents have a different price, but the priority is the same. In the Monday -Friday camps, kids bring lunches and two snacks. Ms. Casbeer explained that the regulation of care for kids can be similar to a daycare with a few exceptions. Camps, as opposed to daycare, are aimed at keeping children active throughout the day. Ms. Casbeer noted that if the board had questions, they are welcome to contact her. VI. DEPARTMENT UPDATES > Mr. Orlea discussed, and passed out, the list of funded supplementals that are being recommended to City Council. > August 15th is a special budget meeting and adoption of the budget will take place in September. ➢ The joint endeavor between the CVB and the City for the SuperbowllWinterfest event is currently the following: $144,000 from the CVB and $30,000 from the Donation fund at Parks & Recreation. $4.6 million expected ROI with Winterfest included and $1.9 million ROI without Winterfest. An 85% capacity for hotels rooms in Pearland is expected. Trolleys will run up and down Broadway for those needing transportation. ➢ A cultural plan in being formulated by Hannah Godsil, Special Events Coordinator and an outsourced consultant. Ms. Godsil is currently working with our GIS department to work on this, as well. The diversity of Pearland has steadily changed since 2010 with the largest changes being a decrease in the Caucasian population and an increase in the Asian population. Pearland's median age is 32. ➢ Shadow Creek Ranch contractor has ceased work because they could not provide the City with information regarding materials they were using at Shadow Creek. The opening of Shadow Creek Ranch has been pushed back to an undetermined date. ➢ The Nature Center plan has been sent to engineering and completion of project will be finished by late 2017. ➢ Independence Park is coming along well and on budget. ➢ The Centennial expansion will be under construction and going well. ➢ Fall camp registration is underway. ➢ Permitting will be available online soon. ➢ Birthday Bash from 10a.m. - 2p.m. this Saturday. This will be the last year for Birthday Bash. ➢ Mr. Orlea asked that the Parks Board please RSVP to outlook meeting invitations when received. ➢ There is currently a plan in place to accommodate transgender individuals by altering some of the facilities infrastructure for privacy.
