I. CALL TO ORDER
The meeting was called to order at 8:15 a.m.

III. APPROVAL OF MINUTES — March 10, 2016
Minutes were submitted and approved unanimously.
IV. BOARD REPORT
Mr. Ennis noted Paws in the Park was a lot of fun and was a great event. Shadow Creek
Ranch has a car enthusiast group that is putting together a car show and it will be held
at the Towne Center this coming weekend.
Ms. Cade noted she went to Paws in the Park and enjoyed the event.
Mr. Mittica went to Paws in the Park and enjoyed the event, as well. Mr. Mittica also
noted that he and Mr. Stevens went to the grand opening of JHEC and thought it might
be a good idea to have the trees labeled.
Ms. Earl was unable to attend the JHEC grand opening due to the date change. Ms. Earl
attended Paws in the Park and enjoyed the event. Ms. Earl also noted that her company
hosted an event the same day.
Mr. Stevens noted he went to the JHEC grand opening. Mr. Stevens discussed his
mother's property backing up to a group of trees that are in viewing range of an Eagles
nest and would be happy to supply the electricity to host a camera for public viewing. Mr.
Stevens also discussed his concern of not having dog clean-up stations for people
walking their dogs. Mr. Stevens noted the trees that were not used for the JHEC trail are
sitting out front and look like they are beginning to brown and needs to be addressed.
Mr. Stevens also noted the watering of the trees is taking place with a garden hose and
he believes there is a better way to water.
Mr. Stevens went on to discuss inviting Mr. Andrew Miller of Keep Pearland Beautiful to
attend the Parks Board meeting this morning. Mr. Stevens noted there was a proposal at
the next City Council meeting to select the design of the nature center. Mr. Stevens
asked if we were making sure to keep KPB heavily involved in this process. Mr. Stevens
noted the bond language was very specific on what the center should be used for and
KPB should be involved in this process due to the project being designed for KPB
originally.
Mr. Miller spoke on the knowledge that KPB has to offer and would like to be involved in
future meetings. Mr. Stevens added KPB had a huge part in selling this part of the bond
package and would like to see KPB heavily involved in the process of designing the
nature center.
V. DISCUSSION REGARDING TREE BOARD
Ms. Capers introduced Mr. Tyler Froberg, Parks & Recreation Urban Forester. Mr.
Froberg talked about the City of Pearland being designated as a "Tree City USA" and
talked about the requirement of having an active Tree Board.
Mr. Stevens noted that KPB was heavily involved in this and had a committee called
"Trees for Pearland." Mr. Stevens also noted there are members that might want to be
reactivated. Ms. Earl suggested appointing a Liaison so the Parks Board would always
know what was happening. Discussion continued regarding where the Tree Board
would fall. Mr. Ennis noted it made sense to fall with the City of Pearland. Ms. Cade
asked what the ultimate goal was of the Tree Board and Mr. Froberg explained it would
be to act as an advisory board to the Urban Forester. Mr. Froberg also noted the board
would only need to meet once a year.
Mr. Stevens noted he would like to make this an agenda item later in the year and the
Board would support Mr. Froberg as needed.
VI. DISCUSSION REGARDING EVENTS — Earth Day/Concerts in the Park
Ms. Mary Kate Ward passed out invitations for Earth Day as well as informational flyers
for Concerts in the Park. Earth Day will take place in the lot behind the Recreation
Center. Ms. Ward explained The Youth Action Council (YAC) and Kippers have had
ongoing involvement in Earth Day events over the years. Ms. Ward noted parking would
be located at Turner High School for the Earth Day celebration.
Ms. Ward also discussed the upcoming Concerts in the Park series. Ms. Capers noted
"Let Freedom Sing" auditions will be taking place simultaneously at Southdown Park.
Ms. Capers also noted that approximately 3,000 people attended Paws in the Park this
year. Final counts as follows: 126 entries this year and 138 last year; 25 vendors this
year and 36 last year. Ms. Capers explained the decrease in numbers were due to
space limitations. Ms. Capers also noted Paws in the Parks generated vendor revenue
of $1,000.00 this year and last year was $0 due to partnering with Pup Squad. Ms.
Cade suggested the addition of "Nose Works" to the Paws in the Park event next year.
VII. DISCUSSION REGARDING REDLINE ATHLETICS
Ms. Capers talked about Redline Athletics, who is actively seeking a partnership with the
Recreation Center. Redline would like to lease the space within the center to train their
athletes. Ms. Capers explained this would be a separate entity within the Recreation
Center and would provide a service that the Recreation Center does not.
Mr. Mittica noted some concerns regarding Redline taking over primary space from
paying members of the Recreation Center. Mr. Stevens talked about his concerns on
the stability of the company and what it would mean to the Recreation Center. Ms.
Capers noted discussions will continue as they move toward a decision.
VIII. DEPARTMENT UPDATES
> Our Recreation Center and Natatorium Manager has resigned and her last is
April 261h
> There was an incident on Friday, April 1st and one of our staff members was
harmed. Staff member will be pressing charges against the involved party.
• FYI 17 Budgets have been submitted. A supplemental for a new bus for the
Knapp Activity Center has been submitted. A supplemental for Super Bowl
events has been submitted. A supplemental for tuition reimbursement for
professional development have both been submitted. A current copy of the
budget was passed out to Board Members.
• The design contract for Independence Park will be going to City Council in May.
• Recreation staff is currently attending IC5 (Incident Command Systems) training
and gearing up for Hurricane season.
• The Clear Comfort system in the Natatorium is currently running. We are in a 72-
hour waiting period.
• UV sanitation system begins on April 18t".
➢ Spring Break Adventure camps are completely full.
• Archery group currently has 16-20 participants and will be building on their
program.
➢ Easter Egg Dive was on March 19' and went well.
• The John Hargrove Environmental Trail has opened; 300 trees were installed at
the trail site.
➢ Forever Parks Foundation meeting is tonight at 4:30pm. The Foundation will be
working towards raising money for an Inclusive playground.
➢ An air freshener, Scent Air, will be installed in the HVAC system at the
Recreation Center.
➢ Pearland Christmas Parade voted best Community Event for 2016 by the
Pearland Journal.
➢ Splash pads at both Centennial and Southdown parks are now open.
➢ Ted Mittica received the 2015 Volunteer of the Year Award by Pearland Parks &
Recreation.
➢ The City of Pearland Parks & Recreation Department won another award from
Alliance Renovation: Outstanding Achievement in Local Government -
Innovation.
➢ All grants are closed this year for possibly funding cameras in the ball parks.
➢ Parking for JHEC is available between the Recycling Center and the Nature
Center.
➢ Weekly Operations Reports will now be sent electronically to the Board.
