Minutes of the monthly meeting of the Pearland Parks, Recreation
and Beautification Board held Saturday, February 8_,_ 1992, at the
Pearland Community Center, 3523 Liberty Drive, Pearland Texas.
The meeting was called to order by Chairman Larry Juull with
Chairman Pro tem Retta Absher, Vince Bruno, Suzanne Elliott, Inez
Farmer, Tootie McComb, Secretary Bob Pond, James Skipper, Parks
Superintendent Barry Lastik, Council Liaison D.A. Miller and City
Manager Jim DeShazer present. Barry reported that Gary Walters
would be absent with an excused absence.
Larry Juull reported that representatives of the Westside Florist
would not be present to receive the January beautification award.
The minutes of the previous meeting were corrected as follows and
approved on the motion of Vince Bruno and second of James
Skipper.
Two sentences were removed: 1) The roof at the
Neighborhood Center is leaking and will have to be
replaced according to lease agreement. 2) The City
Manager will be reviewed in February.
During old business, Barry reported that efforts are under way to
install the footbridge over Mary's Creek at the entrance of
Independence Park.
He presented a plan to remove the basketball goals and install
a swing set, Bar-B-Que grill, spring horse and volleyball net in
Sonny Tobias Park at a cost of $2500. It is anticipated that
these changes along with turning off the lights will help solve
the problems of undesirable activity at Sonny Tobias Park.
A motion by Inez Farmer, seconded by Retta Absher, to proceed
with the presented plan carried.
Barry reported that the McLean Park grant application to the
State of Texas Parks & Recreation Board was denied. The
application may be resubmitted for consideration in August 1992.
Larry called a grant application workshop meeting February 12,
1992 at 7:00 P.M. to consider the State's comments and generate a
plan of action.
Vince Bruno representing the Board officer nominations committee
submitted the following slate; Larry Juull, Chairman; Retta
Absher, Chairman Pro-tem and Bob Pond, secretary. Tootie McComb
made a motion to accept the nominations and elect the officers by
acclimation. Suzanne Elliott seconded the motion and the motion
carried.
The addition to the Melvin Knapp Activity Center is coming along
and should be ready for usage at the end of February.
The 1991 Parks Dept. financial statement was reviewed.

After some discussion Vince Bruno moved to excuse the January
absences of James Skipper and Suzanne Elliott. Inez Farmer
seconded the motion and it carried.
During new business Barry presented the departmental reports.
The majority of the efforts was to remove the Christmas
decorations. The seniors dances have been well attended with
several favorable comments (great band and seasonal themes).
During open discussion Retta Absher reported on the Texas
Recreation and Parks Society Region IV Workshop held in Baytown,
TX. February 7, 1992. She enjoyed the workshop and learned about
several programs we might consider in the future. Retta
suggested the department notify seniors of activities scheduled
in the City facilities and that the department consider
sponsoring of seniors field trips and travel. She is gathering
data, identifying resources required and funding sources to have
a summer camp program for children. She requested the Department
consider providing cloth table covers to be rented with the
Community Center. Retta recommended that the Board member
nominating a business for a beautification award be in the
presentation picture at the place of business. There was some
discussion as the type and cost of the beautification awards we
present.
Retta Absher nominated the First Baptist Church for the March
beautification award.
James Skipper requested the Board re-evaluate the type and cost
of the beautification awards at the next meeting.
The next meeting will be held March 14, 1992 at 9:00 a.m.
Vince Bruno moved to adjourn. The motion was seconded by Suzanne
Elliott and the meeting adjourned.
