1992-05-09 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESMAY MINUTES
Minutes of the monthly meeting of the Pearland Parks, Recreation
and Beautification Board held Saturday, May 9, 1992, at the
Pearland Community Center, 3523 Liberty Drive, Pearland Texas.
The meeting was called to order by Chairman Larry Juull with
Chairman Pro tem Retta Absher, Vince Bruno, Suzanne Elliott, Inez
Farmer, Tootie McComb, Secretary Bob Pond, Administrative
Assistant Vira Moore, Council Liaison D.A. Miller present. James
Skipper was on vacation and Gary Walters was absent due to work.
The minutes of the previous meeting were amended to indicate that
Vince Bruno was present and that the Sonny Tobias Park playground
equipment has not arrived. The minutes were approved on the
motion of Vince Bruno and second of Tootie McComb.
During citizens to speak, Larry introduced Darrel Williamson who
gave the Board some insight to the activities in and around Sonny
Tobias Park. He requested that the Board consider 1) not putting
the Volley Ball net in Sonny Tobias, 2) installing the old
basketball goal in Sonny Tobias or somewhere, 3) moving the
picnic units nearer the basketball slab, and 4) install more
lighting for the west end of the park.
During old business, Vira reported that the approved changes,
to Sonny Tobias Park, of a swing set, Bar-B-Que grill,
and spring horse have not arrived.
A motion by Tootie McComb, seconded by Vince Bruno, to install
lights on the existing poles lighting the picnic tables and the
Sonny Tobias sign carried.
A motion to recommend to Council the adoption of currently
established Community Center rental agreement rules, deposits and
cleaning fees for the Melvin Knapp Activity Building and to
establish a fee structure of $250 for residents and $350 for non-
residents for the use of the new section of the Melvin Knapp
Activity Building including the kitchen was made by Tootie
McComb. The motion was seconded by Vince Bruno and the motion
carried.
Larry reported that modifying the beautification awards would be
tabled until sample awards could be obtained for the Board's
review. Samples should be available for the June meeting.
A motion by Vince Bruno, seconded by Inez Farmer, to schedule the
1993 Easter Egg hunt the Saturday before Palm Sunday with a rain
out date of the Saturday before Easter. The motion carried.
Vira reported the City has acquired the services of a contract
engineer to design the non -recreation items for the McLean Park
development.
The pool resurfacing is under way and ahead of schedule. It
should be completed in time for a June opening.
No activity reported on the efforts to install the footbridge
over Mary's Creek at the entrance of Independence Park. The

remaining items are installing hand rails, removing the planter
box, installation of a new gate and building the path to the
pool parking lot.
No report by Retta Absher on her activities regarding development
of a Department sponsored children's summer day camp program
targeted for 1993.
During new business Vira presented the departmental reports. The
majority of the effort was on dedicating the Melvin Knapp
Activity Building, preparing the pool for opening, custodial
coordination, preparing for the Easter Egg hunt and coordinating
the Seniors dance.
The Board reviewed the Pearland Police Department Incidents
Recorded at City Parks report. Sonny Tobias appears to be an
area which needs attention.
The Board took no action on a special request by Butch Troy for
the use of some Independence Park facilities on specific dates in
June. Larry noted conflicts with a scheduled event. The Board
agreed to consider this when further information was available.
During open discussion, Vira reported that Hyde Park located
on Westminister was donated to the City by the property developer
and the Department would start mowing it.
Retta Absher reported that the Kiwanis and ABWA were looking for
a landscaping project.
Vince Bruno moved that a letter be sent to Brazoria County
Actions requesting them to attend the next Board meeting to
discuss the meal program, Melvin Knapp Activity Building access
and defacing the facility. Tootie McComb seconded the motion and
the motion carried.
A motion by Vince Bruno that a letter be sent to Harry Vickers
requesting payment for the use of the Independence Park Softball
Facility for private use or proof that the facility was used by
the Dad's Club Girls Softball Association as a fund raiser as
outlined in the special request. The motion was seconded by
Tootie McComb and the motion carried.
Vince reported that the Lions Club has plans to improve the
property containing the lighted Christmas Tree at the corner of
Walnut and Broadway for community related activities.
The next meeting will be held June 13, 1992 at 9:00 A.M.
Retta Absher moved to adjourn. The motion was seconded by
Vince Bruno and the meeting adjourned.
