Parks
Recreation
and Beautification
Board held Saturday. July
11,
1992.
at the
Pearland
Community Center, 3523 Liberty
Drive,
Pearland
Texas.
The meeting was called to order by Chairman Larry Juull with
Chairman Pro tern Retta Absher, Suzanne Elliott, Inez Farmer, Tootie
McComb, Secretary Bob Pond, James Skipper, and Administrative
Assistant Vira Moore present. Larry reported that Gary Walters,
Vince Bruno and Council Liaison D.A. Miller would be absent.
The minutes of the previous meeting were amended to indicate that
the Melvin Knapp Activity Building rental fees of $300 for residents
and $400 for non-residents includes the use of the kitchen. The
minutes were approved on the motion of Inez Farmer and second of
James Skipper.
During old business, Vira reported that the approved changes, to
Sonny Tobias Park, of a swing set, Bar-B-Que grill, and spring horse
will be installed soon. Coenco Engineering is preparing bid packages
for the road and parking items for McLean Park, with an anticipated
award of August 10, 1992. The McLean Park grant application
decision should occur on August 27, 1992.
A motion by Inez Farmer, seconded by Tootie McComb, to survey the
subdivisions near Twin Creek Woods Park regarding its development.
The motion carried.
Larry reported that modifying the beautification awards would be
tabled until sample awards could be obtained for the Board's review.
No activity reported on the efforts to install the footbridge over
Mary's Creek at the entrance of Independence Park. The remaining
items are installing hand rails, removing the planter box, installation
of a new gate and building the path to the pool parking lot.
Retta and Tootie reported that activities regarding development of a
Department sponsored children's summer day camp program
targeted for 1993 are continuing.
Vira reported that the Board approved a special request by USTA
Twirling Association representative Kim Blair Bernardo to use the
Independence Park pavilion at the reduced fee of $150 plus deposits.

During new business Vira presented the departmental reports. The
majority of the effort was on grass mowing, park maintenance,
custodial coordination & maintenance, and coordinating the Seniors
dance.
James Skipper moved to grant the special request of the American
Cancer Society to use the Community Center August 13, 1992 free of
charge. Normal deposits and cleaning fees will be required. The
motion was seconded by Suzanne Elliott and the motion carried.
Inez Farmer moved to disapprove the special request of Kroger's
employees to use the Independence Park Pavilion free of charge, but
to offer the Bar-B-Que shelter free of charge. The motion was
seconded by Tootie McComb and the motion carried.
A motion by James Skipper to disapprove the special request of the
Springfield Homeowners Association to use the large room of the
Community Center free of charge, but to allow them to use it at the
reduced rate. The motion was seconded by Tootie McComb and the
motion carried.
During open discussion Vira reported the Department had been
reorganized and that she had been appointed as acting supervisor.
Park maintenance, fixing the park signs, mowing ditches and
mulching trees will be given a high priority second only to mowing
She received a response to the letter sent to Harry Vickers
requesting payment for the use of the Independence Park Softball
Facility for private use or proof that the facility was used by the
Dad's Club or Pearland Girls Softball Association (PGSA) as a fund
raiser as outlined in the special request.
A motion, to allow Harry Vickers to substitute PGSA for the Dad's
Club as recipient of the fund raiser profits under the condition he
provide proof of the transmittal of funds, was made by James
Skipper, seconded by Bob Pond and approved by the Board.
Several items were discussed including: Independence Park -
working on the foot bridge and putting flowers in the entrance
planters, fixing the pavilion slab so water won't stand on it, consider
a large swing set near the Bar-B-Que shelter, advertise that the pool
is open and swim parties may be booked, develop a seniors swim
session.

Hyde Park - development plan needed to include volunteer workers.
Buy a van for Seniors and summer day camp. Sponsor Special
Olympics.
The next meeting will be held August 8, 1992 at 9:00 A.M.
Tootie McComb moved to adjourn. The motion was seconded by
James Skipper and the meeting adjourned.
