Minutes of
the monthly
meeting
of the Pearland
Parks. Recreation and
Beautification
Board held
Saturday,
September 12,
1992, at the Pearland
Community
Center, 3523
Liberty
Drive, Pearland
Texas.
The meeting was called to order by Chairman Larry Juull with Chairman Pro -
tern Retta Absher, Vince Bruno, Inez Farmer, Tootie McComb, Secretary Bob
Pond, James Skipper, Gary Walters, Administrative Assistant Vira Moore,
Division Director Richard Burdine, Council Liaison D.A. Miller and Mayor Vic
Coppinger present. Larry reported that Suzanne Elliott would be absent.
Richard Burdine introduced Ed and Shelly Hersh. Ed is the new Parks
Director.
The minutes of the previous meeting were approved on the motion of Vince
Bruno and second of James Skipper.
During old business, Richard presented
the current
Community Center
Fees
and charges schedule He ask that the
Board review
them and suggest
rule
changes and fee changes required to cover operating expenses. Larry
ask that
the matter be tables until the November
14th meeting
to allow Ed to get
on
board and review the situation Vince
ask that the
Board be provided
facility
operating expense information.
The Mayor addressed the Board and staff, thanking them for their continuing
efforts in the absence of a superintendent. He challenged the group to
develop a "Concerts in the Park" program in the near future.
Larry introduced Bari Scherrer a Pearland citizen interested in Park
development.
Tootie moved to grant the special request of the ABWA to use the Community
Center on October 9, 1992 for a fund raiser for local scholarships at the reduced
rate of $150 per day along with the customary cleaning fees and deposits.
Vince Bruno seconded the motion and the motion carried.
Richard
reported that the City
did not get
the McLean Park grant.
He will
resubmit
a
modified McLean
Park grant
application by the end of
September
1992 to
be
considered in January 1993. Bids are in on the McLean
road and
parking
lot,
a contract should
be awarded
by the end of September
1992 and
construction
completed within
sixty five
days.
The Board reviewed the survey for the subdivisions near Twin Creek Woods
Park regarding its development.
Tootie McComb moved, seconded by Vince Bruno, to continue with the survey
presented in a special mailing including a self-addressed stamped envelope.
The motion carried.
Efforts to install the footbridge over Mary's Creek at the entrance of
Independence Park are underway. The hand rails have been installed. The
remaining items are removing the planter box, installation of a new gate and
building the path to the pool parking lot. It was suggested that the path skirt
the east side of the berm.

Retta and Tootie reported that activities regarding development of a
Department sponsored children's summer day camp program targeted for 1993
are continuing.
During new business Larry presented the departmental reports. The majority
of the effort was on grass mowing, tree mulching, hand rail installation, water
fountain installation, park maintenance, custodial coordination &
maintenance, and coordinating the Seniors dance.
Richard reported on a plumbing problem in the new section of the Melvin
Knapp Activity Building.
The Board requested a final FY-92 swimming pool attendance report.
Larry appointed Vince Bruno, James Skipper and Tootie McComb as Board
officer nominating committee with a report due at the next meeting.
James Skipper moved to grant the special request of the Association for
Retarded Citizens to use the Community Center on September 25 and October 16,
1992 free of charge with the customary cleaning and deposit fees. The motion
was seconded by Gary Walters and the motion carried.
Vira informed the Board that the City manager approved the use of the
Independence Park pavilion free of charge for a fund raiser to acquire
equipment for a local paralyzed child.
During open discussion Larry and Richard reported on discussions between
PISD School Board and the City Council regarding building a boulevard
between Independence Park and the new High School.
James Skipper presented a sample of his suggested future beautification award
with year dated seals representing the individual years in which the
beautification effort was sustained.
James Skipper moved to adopt the presented award for all future beautification
awards Gary Walters seconded the motion and the motion carried.
Tootie McComb nominated Salem Village Apartments on Broadway to receive a
sustaining beautification award.
Richard Burdine reported the City had possession of a key to the Melvin Knapp
Activities Building office area.
The next meeting will be held October 10, 1992 at 9:00 A.M.
Inez Farmer moved to adjourn. The motion was seconded by James Skipper and
the meeting adjourned.
