Minutes of the monthly meeting of the Pearland Parks Recreation and
Beautification Board held Saturday November 7 1992 at the Pearland
Community Center, 3523 Liberty Drive, Pearland Texas.
The meeting was called to order by Chairman Vince Bruno, with Retta Absher,
Bill Chase, Suzanne Elliott, Tootie McComb, Secretary Bob Pond, Bari Scherrer,
Chairman Pro-tem James Skipper, and Parks Director Ed Hersh present. Vince
reported that Gary Walters, and Council Liaison D.A. Miller would be absent.
Vince presented a Sustained Beautification Award to Marsha Adams, manager
of Salem Village Apartments.
Ed displayed a large current City map with PISD, City facilities including the
Parks clearly identified.
The minutes of the previous meeting were approved on the motion of Bill
Chase and second of Tootie McComb.
Staff reports: Ed reported that he had notified the State regarding him being
the point of contact for the McLean Park grant application. The application
will be considered in January of 1993. Pouring of the concrete road and
parking is underway.
The annual Christmas Tree Lighting Ceremony will take place on December
3rd at 7:00pm.
The berm in Independence Park will be planted with seasonal colors, such as
pansies in the fall and periwinkles in the summer.
No activity reported on efforts to install the footbridge over Mary's Creek at
the entrance of Independence Park are underway. The remaining items are
removing the planter box, installation of a new gate and building the path to
the pool parking lot. The path skirt the east side of the berm.
The financial and facility activity reports were reviewed. There appears to be
an increase in activity at the Melvin Knapp Activity Building.
Bob Pond reported that he has the Twin Creek Park Surveys that were returned
and would present a report at the next meeting.
Ed presented a special request by the Pearland Lion's Club to use the
Community Center December 12, 1992 free of charge.
A motion by Bill Chase, seconded by Tootie McComb, to reject the Lion's Club
special request and offer the Community Center at an estimated City expense of
$10 per hour and the customary deposits on the date requested. The motion
carried with one no vote.
Ed requested the Board study the Community Center rental fees and rules prior
to a special workshop meeting to review and recommend facility operation
guidelines to City Council. The staff will provide a Community Center and
Melvin Knapp Activity Building operating expense report to the Board prior to
the meeting.

Vince presented and reviewed the 1981 five year goals and objectives and
requested each member bring their ideas to the next meeting in order for the
Board to generate a current five year plan.
A local business is interested in donating funds for McLean Park development.
Ed felt that McLean park has adequate funding for the current plans and
suggest that the staff recommend appropriate alternatives for these and future
donations.
Ed reported the Council had approved the Boards recommendation to hire the J.
T. Duncan consulting firm to update the City Master Plan regarding Parks and
open space requirements.
Ed addressed the Board regarding his ideas for Park and Program development.
He reported on two new products under evaluation; 1) a Park equipment
graffiti removal paint and 2) a pool cleaning and chlorination system. The
pool operation, maintenance and staff are under review to provide a successful
1993 swimming season.
Retta suggested that all Parks Department programs be evaluated for
continuation and consideration be given to development of new programs
such as softball, arts & crafts, sports, cooking and pre & post school time
activities.
No beautification award nominations were made this month.
The next meeting will be held December 12, 1992 at 9:00 A.M.
Bill Chase moved to adjourn. The motion was seconded by Suzanne Elliott and
the meeting adjourned.
