2022-01-24 CITY COUNCIL AND PLANNING AND ZONING JOINT WORKSHOP MINUTES Pearland City Council and Planning and Zoning Minutes January 24, 2022 MINUTES OF A CITY COUNCIL AND PLANNING & ZONING COMMISSION JOINT PLANNED DEVELOPMENT WORKSHOP OF THE CITY OF PEARLAND, TEXAS, HELD ON JANUARY 24, 2022 AT 5:30 PM, IN PEARLAND CITY HALL COUNCIL CHAMBERS, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. I. CALL TO ORDER Mayor J. Kevin Cole called the meeting to order at 5:30 p.m. II. ROLL CALL - CITY COUNCIL AND CERTIFICATION OF QUORUM Mayor J. Kevin Cole Councilmember Luke Orlando Councilmember Tony Carbone Councilmember Alex Kamkar Councilmember J. David Little Councilmember Trent Perez City Attorney Darrin Coker Deputy City Secretary Leslie Crittenden Councilmember Woody Owens was absent. III. ROLL CALL - PLANNING AND ZONING AND CERTIFICATION OF QUORUM Chairperson Henry Fuertes Commissioner Layni Cade Commissioner Brandon Dansby Commissioner Jennifer Henrichs Commissioner Andrew B. Earles Commissioner Darrell Isenberg and Commissioner Ashlee Boswell were absent. IV. CITIZEN COMMENTS There were none. V. PURPOSE OF THE WORKSHOP Input and Discussion: A request by Jennifer Evans, Signature Companies, applicant, on behalf of Jachel Partnership Limited and Signature Companies, owners, for a Joint Planned Development Workshop regarding a proposed zone change from the Office Professional (OP) District and General Business (GB) District to Planned Development (PD) District to accommodate a proposed planned development consisting of a multifamily development on the north side of Magnolia Parkway and office and retail development including a carwash along the south side of Magnolia Parkway, on three tracts of land totaling approximately 37.32 acres; to wit: DocuSign Envelope ID: 11C2288B-DD13-4051-A3C5-D9E190FF70CE Pearland City Council and Planning and Zoning Minutes January 24, 2022 Legal Description: Tract (1): 15.0375 acres of land out of Kanawha – Texas Company Subdivision of Sections 18 and 22, according to the plat recorded in Volume 2, Page 51, Brazoria County Plat Records in the H.T. & B.R.R. Company Survey, Abstract No. 547, City of Pearland, Brazoria County, Texas. Tract (2): Lot 2, Block 1 of the Magnolia Commons Addition, being an addition in the City of Pearland according to the Minor Plat recoded in File No. 2019059903 in the Plat Records of Brazoria County, Texas. Tract (3): All of that certain 8.7166 acres out of Kanawha – Texas Company Subdivision of Sections 18 and 22, according to the plat recorded in Volume 2, Page 51, Brazoria County Plat Records in the H.T. & B.R.R. Company Survey, Abstract No. 547, City of Pearland, Brazoria County, Texas. General Location: North and South of Magnolia Parkway, West of Manvel Road, Pearland, TX. Mayor Cole read the purpose of the Workshop. Planning Manager Martin Griggs gave an introduction of the workshop. Senior Planner Mohamed Bireima gave an overview of the development. Applicant Jennifer Evans, 9337 B Katy Fwy #377, gave a presentation of the development. Developer Doke Brown, gave an update on the development. VI.ADJOURNMENT Mayor Cole adjourned the meeting at 6:21 p.m. Minutes approved as submitted and/or corrected this 14th day of February 2022.
