R2022-37 A Resolution of the City Council of the City of Pearland, Texas, appointing a Citizens Drainage Bond Program Advisory Committee and adopting a Committee Charge regarding Drainage Bond Program recommendations. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Council hereby appoints a Drainage Bond Program Advisory Committee and adopts the Committee Charge attached hereto as Exhibit “A”. COKER CITY ATTORNEY DocuSign Envelope ID: 11C2288B-DD13-4051-A3C5-D9E190FF70CE Exhibit "A" Citizens Drainage Bond Program Advisory Committee COMMITTEE MEMBERSHIP AND TERM The Committee, appointed by the City Council, shall consist of 19 residents of the City of Pearland serving a term through the work of the committee with a sunset to the committee no later than December 1, 2022. The membership shall include representatives from the following: • Mayor(1) • Pearland City Council member(2) • Brazoria Drainage District No. 4 (2)— One Board member and one staff member at choice of BDD4 • Pearland Planning & Zoning Commission (1) • Pearland Economic Development Corporation (1) • Independent School Districts, Alvin & Pearland (2) • Community Representative (8)— One appointee for the Mayor and each Council member • Pearland Chamber of Commerce (2)—Appointees of the Board of Directors of the Chamber of Commerce SCOPE The Committee shall perform the following tasks designed to evaluate the City's drainage system and identify drainage improvement projects to be considered for a Bond Referendum: • Complete a review of the drainage needs within the City of Pearland responsibility of the overall drainage system by: o Evaluate remaining projects identified in the "Hurricane Harvey Preliminary Drainage Assessment Report" March 2018. o Evaluate projects identified in the joint"City of Pearland-Brazoria Drainage District Number 4 Master Drainage Plan Update" July 2019. o Evaluate other drainage deficiencies within Pearland not identified within the above report/plan • Prioritize potential future projects for the City of Pearland to complete with recognition of the Harris County Flood Control District's Clear Creek Project and dependencies/relationships of City/BDD4 projects to the Clear Creek Project; and • Identify partnership opportunities with BDD4 and others along with cost sharing percentages; and • Evaluate the referendum size and duration including additional City resources necessary to implement the capital projects; and • Evaluate impacts of the possible bond amount and timing of the referendum to the City property tax rate; and • Provide a formal recommendation to the City Council for a Drainage Bond Referendum with a preliminary report no later than June 1, 2022 and a final report no later than August 3, 2022. If the committee has continuing work and desires to extend and provide any 2/14/2022 Exhibit "A" supplemental reports or recommendations, all such work must be completed by the sunset of the committee on December 1, 2022. MEETINGS The Committee shall meet no less than twice per month, except that the Committee, at its discretion, shall have the ability to meet more frequently. The City Manager or designees from the City staff will provide technical and administrative assistance to facilitate the work of the Committee. City staff will be available for sharing background information, technical expertise, and reports to assist the Committee. The Committee Chair shall be designated by the City Council as part of the formation of the Committee and the vice-chair shall be selected by the Committee members. RECOMMENDATIONS (VOTING) The Committee shall conduct a vote on the recommendation provided to the City Council. An affirmative vote of 14 Committee members shall be required to adopt Committee recommendations. 2/14/2022
