Minutes of the monthly meeting of the Pearland Parks, Recreation and Beautification Board held Saturday,
January 9, 1993, at the Pearland Community Center, 3523 Liberty Drive, Pearland, Texas.
The meeting was called to order by Chairman Vince Bruno, with Retta Absher, Bill Chase, Suzanne Elliott, Tootie
McComb, Gary Walters, Parks Director Ed Hersh and Council Liaison, D. A. Miller present. Ed reported that Bari
Scherrer would be absent. Also absent were James Skipper and Bob Pond.
The minutes of the previous meeting were approved on the motion of Bill Chase, and the second of Gary Walters.
Staff Reports: Ed reported on the completion of the concrete work at McLean Park, and discussed some options for
driveway dedication.
Ed reported that no current plantings are underway, but will resume in the Spring.
The excavation of the ball field was discussed. The project is now 95% complete, and should be ready for play in a few
weeks. February 5th is the target date for the new season to start.
The financial and facility activity reports were reviewed. Our current year is significantly ahead of the previous year
due to increased use.
Committee Reports: Doc Sellars was present to report on the Senior Citizens Dance. He informed us that 111 were in
attendance at the dance of January 8th. He was commended for his contributions to the dances.
New Business: The need for an engineering study of Independence Park Pool was presented for board action. The
repairs of the pool made last year were discussed.
A motion by Bill Chase, seconded by Gary Walter, to hire a professional engineer specializing in swimming pools to
study the problems of the pool tank passed unanimously.
The Independence Park Pool enhancements were presented for discussion.
A motion by Bill Chase, seconded by Tootie McComb, passed to go with the staff recommendation of proceeding with
enhancements as prioritized as funding allows.
Communications: Laura Barney was in attendance representing the Springfield Homeowners Association. They request
a waiver or reduction of fees for the large room at the Community Center on January 21, 1993.
A motion by Bill Chase, seconded by Suzanne Elliott, passed with Retta Absher abstaining, to deny any waiver or
reduction of fees for the Springfield Homeowners Association.
A request from the Pearland Area Republican Women's Club for a waiver of fees for the Community Center was
presented. They request the use of a room on the second Tuesday of each month, at 7:30 p.m.
A motion by Gary Walters, seconded by Tootie McComb, deny the request of a free room. Passed 5 - 0.
A request from Christian Helping Hands was presented for discussion.
A motion By Tootie McComb, seconded by Gary Walters, was to table this issue until after the January 19th meeting.
Old Business: Vince reminded us of the fees meeting on January 19th at 7 p.m.
Chairmans Report: Vince asked for the Board to be in attendance at the Monday night meeting of the City Council.
.•. The issue of the removal of the trailer house from Independence Park was on the agenda, and our presence would re-
emphasize our support.
Directors Report: Ed reported that the softball league registration begins on Monday, January 11,1993. The season will
run for 14 weeks. Ed reported that the works at the bath house at the pool has begun. They will begin painting all of
the buildings in the park soon. The parking lot at the pool has been restriped. New nets have been installed at the tennis
courts. The school district will pay for fifty percent of the cost of the new nets. Ed discussed the fact that his
relationship with the school seems to be going well. He is currently seeking applications for lifeguards. There is time
for them to be trained before the pool opens. The guards salary would be from $4.50 an hour up depending on
experience. Ed reported that the work has begun to install electric door openers that meet ADA standards. The doors
are being installed at the Community Center and at City Hall. Ed is currently developing a turf management program.
He is waiting for all the bids to come in and will be reporting further on this in the future. Ed reported that the consulting
firm of J. T. Duncan will be in on Thursday to begin to study the parks situation. Ed reported that two of our staff will
be attending Certified Pool Operators classes in Bryan later this month.
The next meeting motioned to adjourn. The motion was seconded by Bill Chase and the meeting adjourned.
