1994-11-15 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESNovember 1994 Minutes MINUTES OF THE MEETING OF THE CITY OF PEARLAND PARKS RECREATION AND BEAUTIFICATION BOARD, HELD ON MONDAY, NOVEMBER 15 1994 AT 7:0.0 P.M., AT THE PEARLAND COMMUNITY CENTER 3523 LIBERTY DRIVE PEARLAND TEXAS. The meeting was called to order at 7:00 p.m., with the following present: Bill Chase Vince Bruno Retta Absher Nell Fuller Bari Scherrer Bobby Stevener Larry Wilkins D. A. Miller, Jr. Ed Hersh Chairman Chairman Pro-tem (entered @ 7:05 P.M.) Board Member Board Member Board Member Board Member Board Member Council Liaison Parks & Recreation Director Absent from this month's meeting were Board Members Michelle Lilie and Rosella Webb who called in to say they could not attend due to illness and family matters. APPROVAL OF MINUTES: Larry Wilkins made a motion to accept the minutes of the October 17, 1994 Board Meeting as presented. The motion was seconded by Bari Scherrer. Motion passed 6-0. ABSENCE: Nell Full made a motion to excuse Retta Absher's absence from the September meeting. Bobby Stevener seconded the motion. Motion passed 6-0. PARK BOARD CHAIRMAN'S REPORT: Bill Chase announced that there would be no meeting in December due to the Christmas holidays. -1- Director's Report Centennial Park Project- The City Engineer has completed the revisions and will be sending these to the consultant this week. Hyde Park Project- The bids went out last Wednesday for construction of Phase I of the development of Hyde Park. Phase I will consist of grading, sidewalk, and possible irrigation. Pearland Recreation Center- The Recreation Center will open on January 3, 1995, at Pearland Junior High East Campus. Administration is in the process of hiring staff for the center. The Winter Brochure will list the classes and opportunities for adults and children at the Community Center and this facility. Fishing Derby- Fishing at Independence Pool was very successful with 273 children and adults that participated in the event catching over 880 fish. On January 7, 1995 trout will be offered for the Kidfish Derby. Tree Lighting Ceremony- On December 1, 1994, the City of Pearland will celebrate the third annual Tree Lighting Ceremony. Santa and his entourage will be here to greet the citizens of Pearland. Entertainment will be provided by the Pearland High School Brass Ensemble and Chorus. Tour de Lites Bicycle Ride- Clean Pearland and the Hike and Bike Committee will sponsor a bike ride on December 17, 1994, at 7:00 P.M. Riders will meet at Independence Park and travel through the Green Tee subdivision to view the Christmas lights. After the ride there will be hot chocolate and Christmas Carols at Independence Park. Proceeds from the ride will benefit the Hike and Bike Trail. Winter Brochure- The Pearland Today, City Report and Recreation Guide is due to be mailed out November 30, 1994. Classes will begin the week of January 9, 1995. Bill Chase asked Edward Hersh to interpret the map of the Parks system. Discussion was held on the various locations. Bari Scherrer wanted to know if mini -sessions were always held with the regular 8-week program. Ed Hersh stated that this year was the first year to initiate such a program. Committee Reports None Unfinished Business None -2- New Business Park Donation Fund - Ed Hersh addressed the Action Form entitled Proposed Park Donation Fund. If passed, this would allow citizens the opportunity to donate money through their water bill that would go to a fund designated for Park Improvements. Discussion followed. Vince Bruno made a motion to recommend this proposed ordinance to City Council. Larry Wilkins seconded the motion. Motion passed 7-0. Animal Ordinance- Ed Hersh discussed the Action Form entitled Proposed Ordinance: Animals in the Park. This would prohibit animals and livestock from entering the park. There would be exceptions to this as outlined in the ordinance. Discussion followed. Nell Fuller made a motion to recommend this proposed animal ordinance to City Council. Vince Bruno seconded the motion. Motion passed 7-0. ADJOURNMENT' Retta Absher made a motion to adjourn the meeting. The motion was seconded by Nell Fuller. Motion approved, 7 - 0. The next meeting is scheduled for the third Monday in January, (1-16-95). Meeting adjourned at 8:00 P.M. Minutes approved as submitted and/or corrected this day of , A.D., 1994.
