1995-01-16 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTES0 January 1995 Minutes MINUTES OF THE MEETING OF THE CITY OF PEARLAND PARKS RECREATION AND BEAUTIFICATION BOARD, HELD ON MONDAY, JANUARY 16, 1995, AT 7:00 P.M., AT THE PEARLAND COMMUNITY CENTER, 3523 LIBERTY DRIVE, PEARLAND TEXAS. The meeting was called to order at 7:00 p.m., with the following present: Bill Chase Vince Bruno Michelle Lilie Nell Fuller Bari Scherrer Bobby Stevener Rosella Webb Larry Wilkins D. A. Miller, Jr. Ed Hersh Chairman Chairman Pro-tem Secretary Board Member Board Member Board Member Board Member Board Member Council Liaison Parks & Recreation Director Absent from this month's meeting was Board Member Retta Absher. APPROVAL OF MINUTES: Larry Wilkins made a motion to accept the minutes of the January 16, 1995 Board Meeting as presented. The motion was seconded by Nell Fuller. Motion passed 8-0. ABSENCE: Vince Bruno made a motion to excuse Rosella Webb and Michelle Lilie's absence from the November meeting. Nell Fuller seconded the motion. Motion passed 8-0. PARK BOARD CHAIRMAN'S REPORT: None. -1- Director's Report Centennial Park Update- Ed reported that staff has directed the consultants to finalize the plans and specifications for Centennial Park. We should be able to go out for bids in late February. Hyde Park Update- The ground breaking ceremony was held on December 21, 1994 with a great turnout by the residents from the Banbury Cross Subdivision. Construction has started on the main drainage, and the contractor is setting forms for the walkway. We have received many positive comments regarding this park. City Council awarded the tree planting bid to Lacy Hollow Landscaping to plant 100 trees in the park, upon completion of the grading and concrete work. Pearland Recreation Center Update- The grand opening ceremony was held on January 3, 1995, at the Pearland Junior High East Campus, with City and School dignitaries present. Programs are underway and the numbers attending open -gym are growing. Ed Hersh stated Amy Andrews is the new Recreation Center Supervisor. He also reported that staff is in the process of hiring a Recreation Center Specialist, and it is anticipated that staff will announce this individual at the February meeting. Fishing Derby Report- The Kid Fish Derby was held on January 7, - 1995, with trout fishing at the swimming pool. The weather was great as staff worked with the State Parks and Wildlife Foundation to educate youngsters on fishing. Approximately 150 children participated in this program catching an estimated 500 fish on that first day. On the following Saturdays in January, the public is invited to fish from 8 A.M. - 5 P.M., at the cost of $1 .00 per person, as long as fish remain in the pool. Nell Fuller questioned the justification of the Director's Report since the Board has no determining factor upon projects that are underway. Ed Hersh responded that this report was an attempt to keep the board up-to-date on the various projects the Department is working on. Larry Wilkins and Rosella Webb both stated they felt this report was extremely important and they were very much in favor of keeping this report on the Agenda. Bill Chase called for a vote to see if the Board Members would like to continue or discontinue this report. The Board voted 8 - 0 to keep this report intact. Review of the Annual Tree Lighting Ceremony- The City held it's annual ceremony on December 1, 1995. Santa and his entourage arrived by horseback, and horse and carriage. The turnout was great as citizens were entertained by a wonderful performance by the Pearland High School band and choir. Kids and adults alike enjoyed this festive evening. Discussion was held on possibly changing the night of the ceremony. -2- Aawhk Restoration of Old Settler's Cemetery- The cemetery is under the supervision of the Parks Department. The Department has maintained it by mowing and weeding. Due to the fact that it is a historical cemetery, staff contacted a gentleman who restores historical cemeteries. He has come to Pearland and assessed our cemetery in order to give us a proposal to restore the headstones and the cemetery grounds. The Historical Society has expressed an interest in helping with the financing of this project. Winter Program Update- Programs began January 9, 1995, at both the Community Center and the Recreation Center. The classes at the Community Center are going well with the classes at the Recreation Center a little slow due to the fact that it is new. Ed reported on some other projects underway: City Council has awarded a contract to a company based in Conroe to do a tree survey. The company will survey the City grounds to determine what kind of trees we have, the largest trees, etc. Clean Pearland has agreed to fund the concept plan for the proposed tree grant application along Grand Avenue and Centennial Park. Clean Pearland also has agreed to fund the purchase of palm trees for Independence Park Swimming Pool grounds, and funding of a recycle bin for aluminum cans to be located at the swimming pool. Amsk Clean Pearland has funded the project to prune and remulch the trees along Highway 518. Committee Reports None Unfinished Business None New Business None Other Business Bill Chase reported that there probably will be a February meeting, and that if no meeting is going to be held, a memo will be sent out 10 days prior to the meeting date. -3- ADJOURNMENT: Vince Bruno made a motion to adjourn the meeting. The motion was seconded by Larry Wilkins. Motion approved, 8 - 0. The next meeting is scheduled for the third Monday in February, (2-20-95). Meeting adjourned at 7:42 P.M.
