1996-08-19 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESAUGUST 1996 MINUTES MINUTES AS RECORDED OF THE MEETING OF THE CITY OF PEARLAND PARKS RECREATION AND BEAUTIFICATION BOARD, HELD ON MONDAY, AUGUST 19 1996 AT 7:00 P.M., AT THE PEARLAND COMMUNITY CENTER, 3523 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order at 7:00 P.M., with the following present: Bill Chase Chairman Vince Bruno Chairman Pro tern Retta Absher Board Member (entered a:, 7:07) Nell Fuller Board Member Rosella Webb Board Member Edward Hersh Director of Parks & Recreation Sherry Reed Department Secretary Kate Brasko Athletic/Aquatic Supervisor Absent from the meeting, Board Members Bobby Stevener and John Duston. APPROVAL OF MINUTES: Vince Bruno made a motion to accept the minutes of the May 20, 1996, Board Meeting as presented. The motion was seconded by Rosella Webb. Motion approved 4-0. PARK BOARD CHAIRMAN'S REPORT: Bill Chase reported on the changes made to the Park Board By -Laws. City Attorney Amy McCulllough has revised the by-laws into guidelines, which was approved by City Council at their meeting on August 12, 1996. 1 DIRECTORS REPORT: /f'1 Personnel - Nicole Pressler replaced Sue DuBois as the Recreation Specialist at the Recreation Center on June 10, 1996. Sue left her position in May to pursue a career at Disney World. Nicole is a graduate of Texas A&M. 50 Summer Attendance Update - Ed reported on the attendance numbers for the Summer session of recreation classes and aquatics. Class attendance was up from 1,080 (1995) to 1,125 (1996). Learn -to -Swim enrollment went from 486 (1995) to 708 (1996). Pool attendance is the highest it has been in the last four years (23,934) thanks to our splendid 1996 aquatic staff. A final pool report will be given next month. Fall Registration - Registration began August 17, 1996 for Fall classes. Class registration will continue through September 4, with classes beginning September 9, 1996. Non -Resident Rates - The increase in rental rates for non-residents was approved by City Council and went into effect June, 1996. Recreation Center Resident Policy - The resident policy for the Recreation Center was approved by City Council and went into effect August 1, 1996 with only a few minor problems being reported. Budget Highlights - FY 1996/97 highlights for the Parks and Recreation Department include the opening of a Recreation Center which will be located in Jamison Middle School, the addition of a Park Superintendent/Urban Forester, and additional maintenance staff as the Department will now be in charge of mowing the City right-of- ways. Community 20/20 Program - This program has been underway with citizen -formed committees doing an internal survey on the future needs for the City of Pearland. COMMITTEE REPORTS: None. UNFINISHED BUSINESS: None. NEW BUSINESS: Appointment of Secretary - Bill Chase appointed Bobby Stevene'r to fill the position of Secretary which was vacated by Larry Wilkins who was elected to City Council. 2 Softball Field Policy - Kate Brasko, Athletic/Aquatic Supervisor, presented the policies ew and fees for renting the Centennial Softball fields for practice and tournament play. A question and answer period followed. Vince Bruno suggested that rule #4 be amended to read that no reservations can be made 48 hours before the date of the event. Nell Fuller made a motion to approve the Softball Field Policy with the amendment to rule #4. The motion was seconded by Rosella Webb. Motion approved 5-0. OTHER BUSINESS: Vince Bruno requested information on two issues: 1) Park donation fund 2) The status of Independence Park Master Plan Ed Hersh responded that he will pursue the park donation concept plan in early 1997. Regarding the Independence Park Master Plan, Ed stated that Council has approved the concept plan. ADJOURNMENTS: Nell Fuller made a motion to adjourn the meeting.
