1996-02-26 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESFEBRUARY 1996 MINUTES MINUTES OF THE MEETING OF THE CITY OF PEARLAND PARKS RECREATION AND BEAUTIFICATION BOARD, HELD ON MONDAY FEBRUARY 26 1996 AT 7:00 P.M., AT THE PEARLAND COMMUNITY CENTER 3523 LIBERTY DR PEARLAND TEXAS. The meeting was called to order at 7:00 P.M., with the following present: Bill Chase Chairman Vince Bruno Chairman Pro tem Larry Wilkins Secretary (entered @ 7:05) Retta Absher Board Member Nell Fuller Board Member Rosella Webb Board Member Edward Hersh Parks & Recreation Director (entered @ 7:05) Sherry Reed Department Secretary Kate Brasko Athletic/Aquatic Supervisor Absent from the meeting was Board Member Bobby Stevener. APPROVAL OF MINUTES: Nell Fuller made a motion to accept the minutes of the January 15, 1996 Board Meeting as presented. The motion was seconded by Rosella Webb. Motion approved 4-0. PARK BOARD CHAIRMAN'S REPORT: None. DIRECTOR'S REPORT: Congratulations P.I.S.D. - Ed congratulated Rosella Webb and P.LS.D. on the success of the School Bond election. Hyde Park Playground- Ed reported that the playground equipment has arrived and is under construction with completion date by the first week of March. The Homeowner's Association has contributed $15,000 towards the development of this park. 1 Park Ambassador Program - Staff is working in conjunction with Chief Mike Hogg and Officer Matt Zepeda, of the Pearland Police Department, to form a Park Ambassador Program. Volunteer graduates of the Citizens Police Academy would patrol our parks, and have access to hand held radios to contact police officers if needed. This will help our staff create more visibility in the park areas and discourage vandalism. Summer Aquatic Season 1996 - Staff is in the process of interviewing summer staff for its 1996 Summer Aquatic Season. The pool will open Saturdays and Sundays beginning May 18, and weekdays beginning May 27, 1996. Youth Sports Symposium - The Department held it's first Youth Sports Symposium, "Please Mom & Dad, Let Me Be a Kid", on Saturday, February 24,1996. The event was underwritten by Memorial Hospital Southeast and co -sponsored by P.I.S.D. and Dr. Mary Campbell -Fox. Speakers for the event were Dr. Joel Fish, Sports Psychologist from Philadelphia, Pennsylvania, and Pearland Pediatrician Dr. Deborah Gant. Even though the event was poorly attended (22), the evaluations were overwhelmingly positive. It is hoped that conditions will be favorable to offer this program again next year. Entry Sign - The City Entry Sign is complete! Lacy Hollow Landscaping completed the landscaping project the end of January. Centennial Park - At the present time the park is 90% complete. The majority of the work to be done is on the concession building. Staff is expecting a completion date late March. A dedication ceremony has been scheduled for April 12, 1996, at 10:00 A.M. Andy Sassom, Director of Texas Parks & Wildlife has agreed to speak at the program along with Jack Aaron, President of Texas ASA. Jamison Addition - With the addition of a gymnasium at Jamison Middle School, the School Board has approved a second City recreation center at this location. Staff is working with the school to develop this facility. Kids Fish Fest '96 - Athletic/Aquatic Supervisor Kate Brasko reported that this year's event was very successful, even with the freezing temperatures. We had an attendance of 273 kids compared to last year's attendance of 117. The next fishing event is scheduled for the first or second weekend of October. Youth Soccer - We are in the middle of registration for our first youth soccer league. The games will begin March 10, and continue through May S, 1996. Staff is planning to offer another league in the fall. Playground Safety and Maintenance Video - Westcott Communications selected the City of Pearland as a site for their video on playground safety and maintenance. We were selected due to the quality of equipment that is now located in our parks. The film crew taped the playground maintenance/equipment at various park locations throughout the City. This video will be used nation wide to train businesses on safety and maintenance. March Highlights - Ed reported that he will bring up a recommendation to increase non- resident rental fees. 2 COMMITTEE REPORTS: Second Reading of the Pavilion Names at Centennial Park: The second reading was held regarding the selected names for the Centennial Park Pavilions. Vince Bruno made a motion to reject one name and select a new name. The motion was seconded by Rosella Webb. Motion passed 4-0. Discussion was held regarding the selected names. Nell Fuller made a motion to reject both names and begin the selection process again. The motion was seconded by Vince Bruno. Motion approved 4-0. The Board selected the following names: Longhorn Liberty Tejas Bluebonnet The Board voted and approved the first reading of the names Longhorn and Liberty as names for the two pavilions at Centennial Park. The second reading will be held at the Park, Recreation and Beautification Board meeting on March 18, 1996. UNFINISHED BUSINESS: None. NEW BUSINESS: Park Facility Rentals: Ed read the proposed park facility rental form and pointed out each of the changes that had been suggested. Vince Bruno questioned the point regarding security at park rentals when alcohol is being served. Discussion was held regarding the negative aspects of this topic. Vince Bruno made a motion to accept eight of the nine changes that had been made to the rental agreement, and to table the alcohol security for further observation to see if this issue needs to be addressed. The motion was seconded by Nell Fuller. Motion approved 5-0. e*A 3 OTHER BUSINESS: None. ADJOURNMENT: Vince Bruno made a motion to adjourn the meeting. The motion was seconded by Rosella Webb.
