OF THE CITY OF PEARLAND, TEXAS, HELD ON THURSDAY, JULY 22, 1999, AT 6:30
P.M., IN THE COUNCIL CHAMBERS OF THE CITY HALL, 3519 LIBERTY DRIVE,
PEARLAND, TEXAS.
I. CALL TO ORDER
The meeting was called to order at 6:35 p.m. with the following present:

II. APPROVAL OF MINUTES
Commissioner Todd Iocco made a motion to approve the June 7, 1999 and July 8, 1999
minutes, and Commissioner Glenn seconded the motion.

III. NEW BUSINESS
A. CONSIDERATION & POSSIBLE ACTION — Final Plat of Southdown Section
Eleven, 8.905 acres of land out of the F.B. Drake Survey, A-510 Brazoria County,
Texas.
Variance Request:
1. Use of a 5-foot side building setback.
City Engineer Hargrove stated that staff recommends approval as submitted.
Commissioner Beltz stated that Chris Cookson's name needs to be deleted from the plat, and he
then made a motion to approve the Final Plat of Southdown Section 11, and Commissioner
Glenn seconded the motion.
Motion passed 4 to 0.
B. CONSIDERATION & POSSIBLE ACTION — Final Plat of The Lakes at
Countryplace Section Four, Brazoria County, Texas, Being 22.2551 acres of land located
in the F.B. Drake Survey, Abstract No. 503 (N. '/i Sec. 2) and the F.B. Drake Survey,
Abstract No. 510 (S. '/2 Sec. 2).

Variance Request:
1. Use of a 20-foot front building line on front access garages.
2. Use of a 15-foot building line on houses with garages that do not face the
street right-of-way.
3. Use of a 10-foot side setback between houses.
City Engineer Hargrove stated that staff recommends approval as submitted.
Commissioner Glenn made a motion to approve the Final Plat of The Lakes at Countryplace
Section Four with the variances, and Commissioner Beltz seconded the motion.
Motion passed 4 to 0.
C. CONSIDERATION & POSSIBLE ACTION — Final Plat of The Lakes at
Countryplace Section Six, Brazoria County, Being 13.2375 acres of land located in the
F.B. Drake Survey, Abstract No. 503 (N. 1/2 Sec. 2) F.B. Drake Survey, Abstract No. 510
(S. 1/2 Sec. 2).
Variance Request:
1. Use of a 20-foot front building line on front access garages.
2. Use of a 15-foot building line on houses with garages that do not face the
street right-of-way.
3. Use of a 10-foot aggregate side setback between houses.
City Engineer Hargrove stated that staff recommends approval as submitted.
Commissioner Beltz made a motion to approve the Final Plat of The Lake at Countryplace
Section Six with the variances, and Commissioner Iocco seconded the motion.
Motion passed 4 to 0.
D. CONSIDERATION & POSSIBLE ACTION — A final plat of West Oaks Village
Section 3, being 33.9473 acres of land located in the H.T.&B. RR., Co. Survey, Abstract
No. 241.
Variance Request:
1. Use of a 20-foot building setback line around the cul-de-sac streets for lots 4
through 9, Block 1.
City Engineer Hargrove stated that staff recommends approval as submitted with the comment
that he will hold his signature until the construction plans are approved.
Commissioner Iocco made a motion to approve the Final Plat of West Oaks Village Section 3
with the variance, with the comment from the City Engineer that his signature will be withheld
until the construction drawings are approved, and to remove Chris Cookson's name from the
plat. Commissioner Glenn seconded the motion.
Motion passed 4 to 0.

E. CONSIDERATION & POSSIBLE ACTION — The purpose of this replat is to
show building lines on each residential lot. Replat of Fairway Village Section 2, Phase 2
at Silverlake, a subdivision of 20.3042 acres of land out of the John W. Maxey Survey,
Abstract No. 721, and the A.C.H. & B.Co Survey, Abstract No. 415
City Engineer Hargrove explained that this is a replat showing the building lines that were
somehow left off the plat and staff recommends approval with a note that the signature block
needs to be removed.
Cathy Mitchell from Jones & Carter stated that Brazoria County is requiring the signatures of
the Brazoria County Drainage District and she will meet with them next Monday, July 26, 1999
to get their signatures.
Commissioner Glenn made a motion to approve the Replat of Fairway Village Section 2, Phase
2 at Silverlake with the City Engineer's signature withheld until all signatures are on the plat,
and Commissioner Iocco seconded the motion.
Motion passed 4 to 0.
F. CONSIDERATION & POSSIBLE ACTION — Preliminary plat of Willow Lake
Estates Section Two, 17.0570 acres out of lots 1 and 2 Narregang's Subdivision (Vol. 01,
Pg. 92, B.C.D.R) and being in the W.D.C. Hall League, Abstract No. 70, Pearland,
Brazoria County, Texas.
Variance Request:
1. Use of a cul-de-sac length greater than 600 feet on Stonecrest Court.
2. Use of a 20-foot building line of the cul-de-sacs.
City Engineer Hargrove stated that staff recommends approval with comments for the final
plat, and listed them as:
1. They need to add a street light at Lot 16, Block 1.
2. They need to change the street Stonecrest Court to Stonecrest Way.
3. They need to add the minimum floor elevation to the plat. He then explained that even
when the 100-year flood plain does not come into the subdivision, there are certain
areas inside the subdivision that are below the 100-year water surface elevation.
4. They need to remove the name"Fairwood Street" near the lift-station site.
Commissioner Beltz made a motion to approve the Preliminary Plat of Willow Lake Estates
Section Two with the variances and the comments outlined by the City Engineer, and
Commissioner Iocco seconded the motion.
Motion passed 4 to 0.

G. CONSIDERATION & POSSIBLE ACTION — Preliminary plat of Silverlake
Commercial Park Phase VII, a subdivision of 11.50 acres of land out of the R.B. Lyle
Survey, Abstract No. 539, Brazoria County.
City Engineer Hargrove stated that staff recommends approval with the comment that a 10 foot
utility easement be added to the back lot line.
Commissioner Iocco made a motion to approve the Preliminary Plat of Commercial Park Phase
VII with the comment made by the City Engineer to add a 10' utility easement, and
Commissioner Beltz seconded the motion.
Motion passed 4 to 0.
H. CONSIDERATION & POSSIBLE ACTION — Preliminary Plat of Brittany
Estates, being 9.681 acres being the west half of tract 125 of the A.C.H. & B. Survey
Section 1, A-147, Brazoria County, Texas as recorded in Vol. 2, Page 1, B.C.P.R
City Engineer Hargrove stated that staff recommends approval with the comment that before
the final plat is submitted the drainage and detention notes will require final design approval.
Commissioner Glenn made a motion to approve the Preliminary Plat of Brittany Estates with
the comment made by the City Engineer for the final design approval and to remove Chris
Cookson's name, and Commissioner Iocco seconded the motion.
Motion passed 4 to 0.
I. CONSIDERATION & POSSIBLE ACTION — Preliminary Plat of Villa D'Este
Section One, being 17.36 acres out of the W.D.C. Hall Survey, a-23, Harris County, Texas.
Variance Request:
1. Use of a 20-foot front building line on the cul-de-sacs.
City Engineer Hargrove stated that staff has comments and listed them as:
1. Note 15 needs to be changed. He stated that the northwest two lanes of Scarsdale Blvd.
will be constructed to Fortuna Drive of Villa D'Este, and the Southeast two lanes of
Scarsdale Blvd. will be constructed to San Marino Drive of Villa Verde. He then stated
that the schedule of Scarsdale Blvd. must pace the approval of the subdivisions.
2. Eight street lights need to be changed to eleven.
3. The final plat will have to show volume and page numbers with the recording dates of
the offsite drainage areas.
Mr. Hargrove then recommended approval but he suggested that note 15 should be reworded
before the Chairperson signs the plat.

Commissioner Iocco made a motion to approve the Preliminary Plat of Villa D'Este Section
One with the variances and with the comments outlined by the City Engineer, and
Commissioner Glenn seconded the motion.
Motion passed 3 to 0 (1 abstention).
J. CONSIDERATION & POSSIBLE ACTION — Preliminary Plat of Villa Verde
Section One, being 23.26 acres out of the W.D.C. Hall Survey, A-23, Harris County,
Texas.
Variance Request:
1. Use of a 20-foot front building line on the cul-de-sacs.
City Engineer Hargrove stated that the comments of this plat were similar to those for Ville
D'Este, and he recommended acceptance by the commissioners and the Chairperson's signature
withheld for this plat as well until a note is added regarding the construction of Scarsdale Blvd.
Commissioner Glenn made a motion to approve the Preliminary Plat of Villa Verde Section
One with the variance request and with the comment made by City Engineer, and
Commissioner Iocco seconded the motion.
Motion passed 3 to 0 (1 abstention).
K. CONSIDERATION & POSSIBLE ACTION —ZONING APPLICATION NO. 773
Request of owners for an amendment to the Land Use and Urban Development
Ordinance of said City from Classification Suburban Development District (SD) to
Heavy Industrial District (M-2) on the following described properties, to wit:
Zoning Application No. 773
Legal Description: Being Lot 33, Section 8, Allision Richey Gulf Coast
Home Co. Subdivision, H.T. & B.R.R. Co. Survey, A-
504, recorded in Vol. 2, pg. 23, plat records of
Brazoria County, Texas (1930 Garden Rd)
Owner: Anthony Welded Prod., Inc. and Frank Salvucci
Director of Planning& Community Development Dennis Smith stated that Lots 32 and 99 were
denied at the last meeting.
Chairperson Mary Starr questioned how far the other M-2 zonings are, and Commissioner
Iocco asked if this is the same company that tried to get Lots 32 & 99 approved.
Mr. Smith stated that further south of Garden Road is Industrial property and stated that it is the
same company.
Commissioner Glenn asked if staff had any recommendations.

Mr. Smith stated that staff would have to recommend denial since the other properties have
been denied and he also feels they need to be consistent.
Commissioner Iocco made a motion to forward zoning application no. 773 to City Council for
denial, and Commissioner Glenn seconded the motion.
Motion passed 4 to 0.
L. CONSIDERATION & POSSIBLE ACTION—ZONING APPLICATION
NO. 776 & 777
Request of owners for an amendment to the Land Use and Urban Development

Director of Planning & Community Development Dennis Smith stated that the hand out is from
Paul Brent Durrett and briefly went over the contents with the Commissioners.
Discussion ensued regarding how many oppositions there were at the Joint Public Hearing, and
Commissioner Beltz stated that there was little opposition for zoning application no. 776 and he
stated that this property was near the Incinerator site and would cause a traffic problem.
Commissioner Beltz made a motion to forward zoning application nos. 776 and 777 to City
Council for denial, and Commissioner Iocco seconded the motion.
Motion passed 4 to 0.

M. DISCUSSION ITEM — Silverlake Tract P Townhome Project
Director of Planning & Community Development Dennis Smith stated that Kerry Gilbert &
Associates would like to give a brief presentation for the Commissioner's input on townhomes
in Silverlake.
Kerry Gilbert of Kerry Gilbert & Associates went over the different types of Townhome
projects he was considering for the Silverlakes area and he stated that his concern was fitting
into the City of Pearland's land regulations.
Mr. Gilbert showed four different diagrams to Planning & Zoning and gave a brief description
on what type of Duplexes he could use and different styles of projects showing different numer
of lots, different lot widths and open space acreage. He stated that the price range would be
$170,000—$180,000. Mr. Gilbert then stated that Tom Wilcox was there and is supportive of
the idea.
Commissioner Beltz made a comment on the one entrance, and City Engineer stated that there
are currently subdivisions out in Silverlake that are similar. Tom Wilcox also stated that
Cambridge Cove, which consists of 78 or 79 lots, has a one way entrance.
Chairperson Mary Starr stated that this would be good for Silverlakes and questioned what the
average square footage would be for the townhomes. Mr. Gilbert answered that the average
square footage would around 2,000 feet. He then stated that this would be ideal for those who
do not want a big lawn and want to live in a high-priced home.
Commissioner Iocco stated that he personally has no problem with the proposal, and the
Commissioners had no further comments.
IV. ADJOURNMENT
