COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON NOVEMBER 16,
1998, AT 6:00 P.M., IN THE SECOND FLOOR CONFERENCE ROOM OF THE CITY
HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
I. CALL TO ORDER
The meeting was called to order at 6:04 p.m. with the following present:

Planning and Zoning Secretary Jennifer Mattingly
H. APPROVAL OF MINUTES
Commissioner Mathis made a motion to approve the November 2, 1998 minutes and and
Commissioner Beltz seconded the motion.
Motion passed 4 to 0.
M. NEW BUSINESS
A. CONSIDERATION AND POSSIBLE ACTION — Preliminary Plat of The
Enclave at Mary's Creek, being a total of 13.0629 acres out of the T.D.
Yocum Survey, Abstract 399, in Brazoria County, Texas.
City Engineer John Hargrove recommended approval with the following changes be
made:
1. On the vicinity map Pearland Parkway needs to go to Main Street.
2. The survey needs to be signed.
3. The word abstract is mispelled in the title block.
4. There needs to be acreage for the reserve.
5. On the general notes, Note 1 needs to be completed.
6. On note 6, SSE needs to read WSE.
7. Note 10 is duplicated in note 18.
8. Note 12 is incomprehensible.
9. Note 13 needs to have updated maps.
10. Curb radius needs to be changed at the north entry.
11. All references that read SSE need to read WSE.
12. The bankline besides Mary's Creek needs to be removed.

13. A building line needs to be added to the outside of the 200 foot right of
way of each side.
14. The zone X and zone AE lines need to be removed.
15. The HL&P easement requires information on the westboundary line.
16. The plat needs to be broken down into lots. Lot 1 being a majority of the
lots on the north side of Mary's Creek, and Lot 2 being the southern
corner.
City Engineer Hargrove then stated that even those these are minor corrections they do
need to be corrected before the final stages.
John Gilbert stated that there would be a tennis court and he asked if this needs to be
platted, and Mr. Hargrove replied that he would not need to plat this.
Commissiner Beltz made a motion to approve the preliminary plat of The Enlave at
Mary's Creek with the exception that all sixteen corrections outlined by the City
Engineer are corrected before final platting, and Vice-Chairman Scott seconded the
motion.
Motion passed 4 to 0.
B. CONISIDERATION AND POSSIBLE ACTION — Preliminary Plat of West
Oaks Shopping Center, being a 3.1076 acre tract of land located in the H.T.
& B.R.R. Company,A-241, Pearland, Brazoria County, Texas and also being
out of a called 39.2484 acre tract as recorded in Film Code No. 96-015983
D.RB.C.T., Brazoria County.
City Engineer Hargrove recommended approval with the exception that Don Baker's
name be removed from the mylar.
Commissioner Beltz made a motion to approve the preliminary plat of West Oaks
Shopping Center with the deletion of Don Baker's name, and Commissioner Mathis
seconded the motion.
Motion passed 4 to 0.
C. CONSIDERATION AND POSSIBLE ACTION — Preliminary Plat of
Sedgefield Section 3 at Silverlake, a subdivision of 28.5237 acres of land out
of the George C. Smith Survey, Abstract No. 548, Brazoria County.
Variance Request:
1. Use of 20-foot building line setbacks on lots fronting the bulb portion
of cul-de-sacs.
2. Use of 5-foot side lot building line setbacks.
City Engineer Hargrove recommended approval with the exception that a portion of a
ow. street does need to be renamed. He then explained that Glenhill drive intersects with

AM. Englewood Dr, and then a noname goes on to connect with Kennedy Drive, and he
recommended that they add Glenhill Drive where there is a noname so that lots 13, 14,
and 15 will be on Glenhill Drive and Englewood Drive would end at lot 15. He
explained that the reason for this need is that the numbering convention for north, west,
east, and south gets too complicated.
Vice-Chairman Scott then asked about the north end of the street, and City Engineer
Hargrove then replied that there are enough numbers to address the street all the way
through north and south.
Commissioner Mathis made a motion to approve the preliminary plat of Sedgefield
Section 3 at Silverlake with the correction that Glenhill Drive is added to the noname
portion of the street that intersects with Kennedy Drive, and Commissioner Beltz
seconded the motion.
Motion passed to 4 to 0.
D. CONSIDERATION AND POSSIBLE ACTION — Preliminary Plat of
Maryfield Section One, 35.89 acres of land situated in the northwest one-
quarter of section 11, H.T.& B.R.R. Co. Survey, Abstract 239, Brazoria
County, Texas.
Variance Request:
1. Use of a 20-foot front building line.
2. Use of 5-foot side lot building setback.
Steve Gardner from Ferro-Saylors requested that the variance request for the use of a 5-
foot side lot building setback be withdrawn.
City Engineer Hargrove stated that once again this is another plat that has been out for
awhile and there are a few changes. He then stated that the changes that needed to be
done are:
1. The pavements have all changed on Pearland Parkway and they need to be
updated.
2. A crossover needs to be added for the Wheatfield Boulevard entry at
Pearland Parkway.
Vice-Chairman Scott recommended approval of the preliminary plat of Maryfield Section
One with the requested changes outlined by the City Engineer and Variance Request
number 2 be withdrawn, and Commissioner Mathis seconded the motion.
Motion passed 4 to 0.
E. CONSIDERATION AND POSSIBLE ACTION — Final Plat of Southdown
Commercial Reserve, Tract B, 1.555 acres of land out of the survey,
Abstract-174, Brazoria County, Texas.
