COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON MONDAY,
NOVEMBER 2, 1998 AT 6:00 P.M. IN THE COUNCIL CHAMBERS, CITY
HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
I. CALL TO ORDER
The meeting was called to order at 6:05 p.m. with the following present:

H. APPROVAL OF MINUTES
Commissioner Beltz made a motion to approve the October 19, 1998 minutes and
Commissioner Mathis seconded the motion.
Motion passed 5 to 0.
III. NEW BUSINESS
A. CONSIDERATION AND POSSIBLE ACTION — Preliminary Plat of
Meister Place, a subdivision of 10.1118 acres out of the 30 acre tract
described in deed records, to B.M. Jamison, Vol. 663, Pages 99 — 102,
being a part of the T.D. yocum Survey, Patent No. 519, Volume 15,
Abstract 399, and part of section 1, A.C.H. & B. Survey, Patent No.
604, Volume 27, Abstract 147, Brazoria County, Texas.
City Engineer Hargrove asked Al Lentz from Lentz Engineering if the property
transfer note on lot 3 of block 1 applied to the whole tract or just that particular
lot. Mr. Lentz responded that the note actually applies to the whole tract, and Mr.
Hargrove stated that the note needs to be removed out of lot 3.
City Engineer Hargrove then stated that there are two dashed lines representing
flood plains, and one of them does need to be labeled the 100-year flood plain.
City Engineer Hargrove stated that a tree disposition plan does need to be issued
before final plat approval. He then stated that another concern he has is that he

feels there should be turn around at Nottingham Road. Mr. Lentz explained that
there were too many concerns for putting in a cul-de-sac at the end of the street.
Mr. Hargrove then stated that the comment came from Public Works and he felt
he needed to be concerned with this. Dennis Smith then stated that a major
concern was with the emergency vehicles being able to back out.
City Engineer Hargrove stated that he has not yet spoken with the City Manager
about the concerns for a turn-around. Mr. Lentz then stated that they would like
some cooperation from the City regarding this issue, and Bob Meister asked if the
City would pay for the cul-de-sac. John Hargrove replied there has not been any
discussion with either the City Manager or Alan Mueller yet regarding whether or
not there is even an opportunity for a cul-de-sac.
Don Stratton, a property owner of one of the lots, stated that he lives on Stratford
Street where they double park in a single lane. He stated that he feels if there is
an opening on the street then the parking will be out of control.
Commissioner Mathis made a motion to approve the preliminary plat of Meister
Place with the following changes made:
1. A tree disposition must be submitted.
2. They need to designate the elevation for the 100-year floodplain on the
final plat.

3. Typographical errors need to be corrected on item #8.
4. They need to take the note out of lot 3.
Commissioner Doan seconded the motion.
Motion passed 5 to 0.
B. CONSIDERATION AND POSSIBLE ACTION— Final Plat of Willow
Lake Estates Section One, 22.2236 acres out of lot 14 George W.
Jenkings Subdivision, Vol. 79, Pg. 616, B.C.D.R., and Lots 1 and 3
Narregang's Subdivision, Vol. 01, Pg. 92, B.C.D.R. and Lot 25 O.W.
Willits Subdivision Subdivision, Vol. 03, Pg. 65, B.C.D.R., and being
in the W.D.C. Hall League, Abstract no. 70, Pearland, Texas.
Variance Request:
1. Use of a cul-de-sac length of greater than 600 feet.
2. Use of a 20-foot building line on the cul-de-sac.
City Engineer Hargrove stated that on sheet 2 Darrin Coker's name is misspelled,
and he then stated that he has a big problem with the easement from Lloyd Brown
to Willow Partners. He stated that this is for a north access to FM 518 to provide
two access routes into the subdivision. He stated that that particular easement is
i•. an easement that has been executed, and it is not a right-of-way. He then stated

that he feels the legal language is incorrect and it does need to be looked at
carefully. He pointed out to Al Lentz that in the deed there is a 24-month
revertible easement that could be a legal mess, and there is no guarantee that the
work will be finished in 24 months. Mr. Hargrove then stated that what he is
looking for is a permanent unconditional right-of-way.
Mr. Lentz asked Mr. Hargrove if he could get Darrin Coker to look into this, and
Mr. Hargrove replied that he would. Mr. Lentz then stated that he would get in
touch with Mr. Hargrove the next day with the name and number of the attorney
responsible for the deed.
Vice-Chairman Scott made a motion to table the final plat of Willow Lake Estates
Section One until the legal documentation is taken care of, and Commissioner
Mathis seconded the motion.
Motion passed 5 to 0.
C. CONSIDERATION AND POSSIBLE ACTION — Preliminary plat of
Centurion Storage, a subdivision of 8.8700 acres out of Lot 20,
Allison-Richey Gulf Coast Home Company's Suburban Garden
Subdivision, Vol. 2, Pg. 107-108, B.C.P.R., in the H.T. & B.R.R. Co.
Survey, Section 85, Abstract No. 304, Pearland, Brazoria County,
Texas.

City Engineer Hargrove recommended approval of Centurion Storage as
presented with a note be made in the minutes that water and sewer will not be
available.
Commissioner Doan made a motion to approve the preliminary plat of Centurion
Storage, and Commissioner Beltz seconded the motion.
Motion passed 5 to 0.
