EXECUTIVE SUMMARY
The purpose of this workshop is to discuss the following modifications to the Unified
Development Code.
1. Requirements for City Facilities:
In the recent past city staff has realized that some requirements of the Unified
Development Code may not be appropriate for City facilities and cause undue hardship.
These requirements include locational restrictions, facade requirements, articulation,
landscaping, screening, parking, sidewalks, and such. City facilities include a number
of uses such as offices, service centers, plants (wastewater, water treatment, lift
stations etc.), animal control facilities, recreation facilities, fire stations, libraries, courts,
public safety, parks, and communication facilities. To address these varied uses, staff
is recommending a set of stand-alone regulations that would be based on the intensity
of use and adjacency considerations. These regulations would grant relaxation of

some requirements for city facilities. It is staff's opinion that this would be in line with
state exemptions for state and federal facilities.
•�- If the proposed recommendation is acceptable, then staff will proceed to draft new
regulations for review by City Council and Planning & Zoning Commission.
2. Adequate Maintenance of Site Improvements:
While the UDC requires certain improvements such as fencing, screening, landscaping
etc., there is no clear statement requiring appropriate maintenance of these site
improvements while the use in maintained on site. Therefore staff is proposing the
following language:
Any improvement required by the UDC for a use of property shall be maintained such
that said improvement continues to satisfy the requirement of the UDC, for the
pendency of said use on the property and any period after the use has ceased without
being replaced by a new use, if any building in which the use occurred remains on the
property.
3. Signage — Electronic Message Boards for Multi Tenant Signs:
Standards for electronic changeable message sign are included under On-Premise
Ground Sign, but omitted from Multi-Tenant Sign. Staff recommends that the following
requirements under On-Premise Ground Sign be added for Multi-Tenant Sign.
Add Section 4.2.5.4 (b)(6) — Electronic Changeable Message Sign: An electronic
changeable message sign that conforms to the size and locational requirements of this
section shall be permitted with adherence with the following:
a. Each message displayed on an electronic changeable message sign must be
static or depicted for a minimum of six (6) seconds. The scrolling of
messages is permitted, but must also conform to the minimum of six (6)
second display.
b. The flashing display (i.e., changeable message) portion shall not exceed
twenty five (25) percent of the total allowable effective sign area.
c. The flashing display (i.e., changeable message) portion shall be limited to
one (1) color, and shall be limited to white, gold, yellow, red, blue, or green.
The Planning Director shall determine whether proposed colors conform to
these colors.
d. The addition of any flashing display (i.e., changeable message) to any
nonconforming sign is prohibited.
4. Amending Plats:
Section 3.1.7.4 (f)(4) refers to 6 lots instead of 4 lots, as indicated elsewhere in the
UDC and required by state law. Change as follows-

subdivision:
5. Parkland Dedication:
Revise the section to be consistent and require one acre for 50 units.

6. Standards for Private Streets:
Currently lots are required to have frontage on a public or private street. This needs to
be clearly stated in the UDC. Modify as follows:
Section 3.2.14.2 (j) Access. Each lot shall have access to a public street, or a private
street built to city standards, by direct frontage on such street. _ __
