PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS,
HELD ON DECEMBER 5, 2005, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY
HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
CALL TO ORDER
The public hearing was called to order at 9:15 p.m. Mayor Tom Reid opened the
public hearing for the City Council, and Planning and Zoning Chairperson Ruby
Sandars opened the public hearing for the P&Z Commission simultaneously, at
9:15 p.m. with the following present:

Also in attendance: City Manager Bill Eisen, City Attorney Darrin Coker, Deputy
City Attorney Nghiem Doan, Assistant City Manager Nick Finan, Assistant City
Manager Mike Hodge, City Engineer Doug Kneupper, Project Director Joe Wertz,
Planning Director Lata Krishnarao, Senior Planner Theresa Grahmann, Plan and
Plat Administrator Richard Keller, Planner I Diana DuCroz, and Planning
Administrative Secretary Judy Krajca.
PURPOSE OF THE HEARING:
The purpose of this Public Hearing is to consider the proposed Old
Townsite Downtown Development District Plan — Regulating Code.
Planning Director Lata Krishnarao showed the Council and Commission
the existing zoning map, plus the proposed plan.
Mayor Reid asked if anyone in the audience wished to speak for or against
the OTS Regulating Code.
John Mark, of 2029 Isla spoke. He felt confused and overwhelmed with
what had been presented in the previous workshop. He felt this should be
scrapped and the City should start over on the Old Townsite Plan.

Dale Pillow, Executive Director of the Adult Reading Center spoke. Her
concerns were with the parking, for future expansion of their facility.
Luther Cunningham of 2416 S. Washington spoke. He felt overwhelmed.
His concerns were with parking, the zoning should be changed to
residential or general business, and not multi-family, as is currently zoned.
He also would like the option of fences put in the front yard.
Michael Klaus of 5016 Groveton spoke. He stated that H3 Studio in the
past had proposed a parking garage. He was also concerned with six to
eight story buildings, shade, curb cuts, cornices, parking and green space.
Larry Loessin of 3406 Nottingham spoke. He stated that economically this
plan would not work. He felt it was pathetic and ridiculous.
Alma Nolen of 2106 N. Galveston spoke. She originally thought this plan
would be like Old Town Spring. The two concerns were drainage and the
need to change the zoning.
There was no one else present to speak.
Councilmember Tetens stated this plan is so opposite and so new from
anything they have heard before.
Planning Director Krishnarao did state that this Regulating Code is on the
Website and in the Library. And as soon as a new Workshop or Public
Hearing date is set, staff would notify the Old Townsite residents and
businesses.
City Manager Eisen asked the Council and Commission for their input on
when they would like to meet on this again.
Mayor Pro-Tem Cole stated that it needed to be decided if the City was
going to move forward on this at all. He also stated that he wants
accountability from H3 Studio and why they wrote a code that was not
based on what was heard from the citizens and committee at the
workshop.
Councilmember Owens commented that he wasn't sure the City should go
any further.

City Manager Eisen stated that this was probably a good time to table this,
and have another workshop at a later date.
III. ADJOURNMENT
Mayor Reid adjourned the City Council hearing at 9:40 p.m., and
Chairperson Sandars adjourned the P&Z hearing at 9:40 p.m..
