MINUTES OF A REGULAR MEETING FOR THE PLANNING AND ZONING
COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON DECEMBER
6, AT 6:30 P.M., IN THE FIRST FLOOR CONFERENCE ROOM OF CITY HALL,
3519 LIBERTY DRIVE, PEARLAND, TEXAS
The meeting was called to order at 6:30 p.m. with the following present:
Chairman Ruby Sandars
Commissioner Neil West
Commissioner Sheryl Greiner
Commissioner Peter Dumont
Commissioner Joe McWhorter
Secretary Betty Foreman
Absent: Commissioners Todd locco, and David Ransom.
Also in attendance: Executive Director of Community Services Nick Finan;
Planning Director Lata Krishnarao; Senior Planner Theresa Grahmann; City
Engineer Doug Kneupper; and Plan and Plats Administrator Richard Keller.
Executive Director of Community Services Nick Finan has asked to speak at the
beginning of the meeting. Mr. Finan announced that there would be 3 workshops
for the Old Townsite, December 7, 2004; January 11 , 2005; and February 15,
2005. Mr. Finan also announced that there was a re-organization in the Planning
Department and plats, plat review, and the agendas would now be handled by
the Planning Department and Melisa Durham would be the new Planning &
Zoning secretary.
APPROVAL OF MINUTES
Commissioner Sheryl Greiner made a motion to approve. Commissioner Peter
Dumont seconded.
Voting "Aye" Commissioners Sandars, Greiner, Dumont, and West.
Motion to approve passed 4-0 with Commissioner Joe McWhorter out of
chambers.
NEW BUSINESS
The Public Hearing for Replat of Lot 5, Block 11 of West Lea was called to order
at 6:35 p.m.

A. CONSIDERATION & POSSIBLE ACTION — CONDUCT A PUBLIC
HEARING — Replat of Lot 5, Block 11 of West Lea, Section 2, Section 16, H.T. &
B.R.R. Co. Survey, Brazoria County, Texas'according to the map or plat thereof
recorded in Volume 11 , Pages 69-70 Plat Records of Brazoria County.
Plans & Plat Administrator Richard Keller stated this was zoned R-1 and this lot
meets and exceeds the R-1 zone. This is a two acre lot that is being divided into
two one-acre lots.
Virgil Moore, 3814 Bluebird Way, is opposed to the zone change. Mr. Moore
feels that this would deteriorate the values of the property in the area.
There were no public comments.
Commissioner Neil West asked what the average lot size.
Angela Vincent, applicant stated that these were originally one-half acre lots, and
her's was twice the size.
Mr. Moore stated that he had a letter from Dr. Butler, who was the previous
owner, and this was to be a low density area.
There was a discussion among the Commissioners and Staff to clarify the
meaning of the low density area.
Angela Vincent, applicant stated that she wanted to thank the Staff for all the
help in doing the replat.
There was a discussion and questions regarding if the deed restrictions or the
City ordinances take precedence.
The Public Hearing adjourned at 6:45 p.m.
A-1. CONSIDERATION & POSSIBLE ACTION — Replat of Lot 5, Block 11 of
West Lea, Section 2 containing 1 .9718 acres of land, being all of Lot 5, Block 11
of West Lea, Section 2, A subdivision of 65.03 acres of land out of Section 16,
H.T. & B.R.R. Co. Survey, Brazoria County, Texas, according to the map or plat
thereof recorded in Volume 11, Page 69-70 of the plat records of Brazoria
County, Texas, located within the City of Pearland City Limits.

Survey, Section 82, Abstract 565, City of Pearland, Brazoria County, Texas.
Plans & Plat Administrator Richard Keller stated that the Shadow Creek master
plan set aside several places for day care centers. The only outstanding item is
the tree survey.
Commissioner Sheryl Greiner made a motion to approve with staff comments.
