MINUTES OF A REGULAR MEETING FOR THE PLANNING AND ZONING
COMMISSION OF THE CITY OF PEARLAND, TEXAS, TO BE HELD ON MARCH 3,
2003 IMMEDIATELY FOLLOWING THE JOINT PUBLIC HEARING IN THE
SECOND FLOOR CONFERENCE ROOM, CITY HALL, 3519 LIBERTY DRIVE,
PEARLAND, TEXAS
I. CALL TO ORDER
The meeting was called to order at 7:37 p.m. with the following present:

II. NEW BUSINESS
A. CONSIDERATION & POSSIBLE ACTION—ZONE CHANGE
APPLICATION NO. 1086
Request for an amendment to the Land Use and Urban Development Ordinance of said
City from classification Suburban Development District (SD) to General Business
District — Specific Use (GB(S)) for mini-storage, on the following described property, to
wit:
Zone Change Application No. 1086 and Specific Use Application No. 124
Legal Description: 5.17 acres, situated in the John W. Maxey Survey, Abstract No.
721, City of Pearland, Brazoria Co., TX (Broadway Street)

Robert Scherrer asked if there was anything different with this application. Executive
Director of Community Development replied this is the exact same application presented
at the last meeting.
Ray Bacon made a motion to approve with a second made by Ruby Sandars.
Robert Scherrer asked if anything has changed. Gary Ferguson, agent, stated nothing has
changed, we just would like to address a few issues that were raised at the last meeting.
Mr. Ferguson stated one thing not discussed was as developers we are aware some
storage facilities are not visually pleasing, we plan to make this storage pleasing to the
community. He stated the City of Pearland requires a six-foot masonry wall in the rear of
the property, we plan to build brick wall/masonry fence around the entire property. The
storage facility will be behind the wall, and the out side will be heavily landscaped.
Sheryl Greiner stated she did not agree with the specific use. Mrs. Greiner stated she
would rather it be Office Professional, General Business, or Neighborhood Services.
Ray Bacon made a motion to approve with the brick wall and landscaping in front of the
wall, and second made by Ruby Sandars.
Todd locco stated why do we need a flagged lot. Tobin Maples stated it is their option on
how they want their land, as long as they have 150 feet frontage.
Gary Ferguson stated there are a least three different landowners.
Ruby Sandars stated she would like to see more restrictions.
Todd locco replied, construct masonry fence on the front, have a one-year time limit on
the specific use permit, landscape the property so it can be seen from the street.
Todd made a motion to amend the motion with the following restrictions with a second
made by Ruby Sandars.
Motion to approve with amendments failed 3-4.

B. CONSIDERATION & POSSIBLE ACTION- Amendments to the Thoroughfare
Plan of the City of Pearland Comprehensive Plan Ordinance
low Don Sederdal made a motion to split into separate items, seconded by Ruby Sandars.

Ruby Sandars made a motion to eliminate Rustic Lane with a second made by Ray
Bacon.
Motion to approve amendment#1 passed 7-0.
Robert Scherrer made a motion to approve amendment #2 with a second made by Ruby
Sandars.
Motion to approve amendment#2 passed 7-0.
Sheryl Greiner stated she had concerns with approving plats that are in conjunction with
these particular roads.
Ray Bacon made a motion to approve with a second made by Don Sederdahl.
Motion to approve amendment#3 passed 7-0.
Russ Selemon made a motion to deny this amendment, with a second made by Sheryl
Greiner.
Tobin Maples stated the intent is if the road is not funded, should it be developed, it is up
to the developer to develop egress and regress.
Todd Iocco stated we have to look at the vision of the future, it could be 30 or 40 years
before it is developed.
Robert Scherrer made a motion to deny with a second made by Don Sederdal.
Motion to deny failed 7-0
Robert Scherrer made a motion to approve amendment #4 with a second made by Don
Sederdahl.
Motion to approve amendment#4 passed 7-0
C. CONSIDERATION & POSSIBLE ACTION —Preliminary Plat of Tranquility
Lakes Section Three, a subdivision of 16.0163 acres of land located in the H.T. & B.R.R.
Company Survey, A-242 Brazoria County, Texas
Richard Keller stated staff recommends denial of this plat because of the number of
comments that need to be addressed.
Ray Bacon made a motion to deny with a second made by Ruby Sandars.

D. CONSIDERATION & POSSIBLE ACTION — Preliminary Plat of Stepping Stone
No. 3, a subdivision of 5.5394 acres of land located in the H.T. & B.R.R. Company
Survey, A-242 Brazoria County, Texas
Richard Keller stated staff recommends approval with the following corrections, delete
note 14, spell Don Sederdahl's name correctly.
Ruby Sandars made a motion to approve with a second made by Don Sederdahl.
Motion to approve passed 7-0
E. CONSIDERATION & POSSIBLE ACTION — Preliminary Plat of Sunrise Lake
Village a 8.42 acre tract, situated in the John W. Maxey Survey, Abstract 721, and being
part of sand out of a 208.10 acre tract described by deed recorded in Volume 1107, Page
859 of the Deed Records of Brazoria County, City of Pearland, Texas
Richard Keller stated we recommend approval with the following comments, label point
of beginning, change equilivent to equipment in note 1, curve segments for individual
lots do not add up to total arc length; data for curve does not match recorded plat for
Sunrise Lakes Section One, Traffic Impact Analysis required.

a subdivision of 8.11 acres of land, out of lot 46 of the Allison — Richey Gulf Coast
Home Companys subdivision of Section 80, H.T. & B.R.R. Co. survey, abstract 564,
Brazoria County, Texas, according to the plat as recorded in Volume 2,Page 98, plat
records, Brazoria County, Texas, part in the City of Pearland, Brazoria County, Texas.
Richard Keller stated staff recommends approval.

G. CONSIDERATION & POSSIBLE ACTION- Final Plat of Center at Dixie Farm
Road, a subdivision pf 1.940 acres of land out of and a art of Lot73, George W.
Jenkins Subdivision, as recorded in Volume 79, page 616, B.C.D.R. and out of the
W.D.C. Hall League, Abstract Number 70 Pearland, Brazoria County, Texas
Richard Keller stated this plat is the Walgreen's behind the Jack in the Box. He
stated the developer has paid $41,000.00 in tree dedication. Mr. Keller stated staff
recommends approval.

H. CONSIDERATION & POSSIBLE ACTION — Final Plat of Savannah Ridge
Section Three a subdivision of 19.50 acres of land out of the A.C.H. & B. Survey, A-
403 Brazoria County, Texas
Richard Keller stated staff recommends approval.
Robert Scherrer made a motion to approve with a second made by Ruby Sandars.
Motion to approve passed 7-0.
