MINUTES OF A REGULAR MEETING FOR THE PLANNING AND ZONING
COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON APRIL 7, 2003, IN
THE SECOND FLOOR CONFERENCE ROOM OF CITY HALL, 3519 LIBERTY
DRIVE, PEARLAND, TEXAS
I. CALL TO ORDER
The meeting was called to order at 6:37 p.m. with the following present:

Commissioner Ray Bacon made a motion to approve with a second made by
Commissioner Don Sederdahl.
Motion to approve passed 6-0
III NEW BUSINESS
A. CONSIDERATION & POSSIBLE ACTION—Final Plat of Pearland Parkway
at Towne Lake Estates, being 6.1946 acres of land out of the A.C.H. & B. survey,
A-507 and the H. Stevens Survey,A-594, Brazoria County, Texas Brazoria
County M.U.D. No. 18
Plats and Plans Administrator Richard Keller stated staff recommends approval of
this plat with four comments.

Commissioner Don Sederdahl made a motion to approve with a second made by
Commissioner Russ Selemon.
Commissioner Ray Bacon made an abstention due to business dealings with the
developer of Pearland Parkway.
Motion to approve passed 5-0 with one abstention.
B. CONSIDERATION & POSSIBLE ACTION — Amending Plat of Centennial
Village Section Two, being 11.3070 acres of land located in the H. T. & B.R.R.
Survey A-240 and in the City of Pearland, Brazoria County, Texas
Plats and Plans Administrator Richard Keller stated staff recommends approval with
three comments.
Commissioner Ruby Sandars made a motion to approve with a second made by
Commissioner Ray Bacon.
Sheryl Greiner arrived at 6:44 p.m. and did not vote on the following plat.
Motion to approve passed 6-0
C. CONSIDERATION & POSSIBLE ACTION — Final Plat of Towne Lake Estates
Section Two being a 30.3614 acres of land composed of two tracts in the L.W.
Murdock Subdivision recorded in Volume 29, Page 174 of the Brazoria County
Deed Records, and out of the A.C.H. & B. Survey, A-507 and the H. Stevens
survey, A-594, Brazoria County, Texas Brazoria County M.U.D. No. 18
Plats and Plans Administrator Richard Keller stated this plat adjoins Pearland
Parkway, staff recommends approval with two comments.
Commissioner Ruby Sandars made a motion to approve with a second made by Russ
Selemon.
Commissioner Ray Bacon abstained from the vote due to business dealings with the
developer.
Motion to approve 6-0 with 1 abstention
D. CONSIDERATION & POSSIBLE ACTION — Preliminary Plat of Savannah
Trace Section Three being 20.8 acres of land containing 64 lots and five reserves
in the three blocks, out of the A.C.H & B. Survey, A-403 Brazoria Colunty,
Texas.

E. CONSIDERATION & POSSIBLE ACTION— Preliminary Plat of Creekside
Section Two, 26.751 acres, being out of the D.H.M. Hunter Survey, abstract 76,
City of Pearland Brazoria County, Texas
Plats and Plans Administrator Richard Keller stated staff recommends approval with
two comments.
Commissioner Ray Bacon made a motion to approve with a second made by
Commissioner Don Sederdahl.
Commissioner Ray Bacon asked why doesn't the developer have to pay half of the
construction of Pearland Parkway. Planner I Theresa Grahmann replied she would go
and find out from someone down in the council chambers.
Sheryl Greiner stated her concern is with the R-3 zoning. Richard Keller replied it is
already zoned prior to platting.
Don Sederdahl made a motion to table with a second made by Robert Scherrer.
Motion to table was approved 6-1
F. CONSIDERATION & POSSIBLE ACTION—Amending Plat No. 1 of
Pearland Farms Section One 25.1037 acres out of section 12 in the H.T. B. R.R.
Co. Survey abstract No. 508 Brazoria County, Texas
Plats and Plans Administrator Richard Keller stated staff recommends approval with
with two comments.
Commissioner Ray Bacon made a motion to approve with a second made by
Commissioner Russ Selemon.

G. CONSIDERATION & POSSIBLE ACTION- Preliminary Plat of Racetrac F.M.
518, 1.1875 Acres in the H.T. & B.R.R. Survey Section 85 Abstract No. 304
Brazoria County, Texas
Plats and Plans Administrator Richard Keller stated staff recommends approval with
two comments.
Commissioner Sheryl Greiner made a motion to approve with a second made by
Commissioner Ray Bacon.
Motion to approve passed 7-0
Commissioner Don Sederdahl made a motion to untable item E and bring it back on
for discussion, Commissioner Ruby Sandars seconded.
Motion to untable item E passed 7-0
Planner I Theresa Grahmann stated the developer is not responsible for the partial
construction on Pearland Parkway. Mr. Hargrove stated we have committed funds to
put the road in, and Deputy City Manager Alan Mueller agreed.
Commissioner Don Sederdahl made a motion to approve the plat of Creekside
Section Two, with a second made by Ray Bacon.
Motion to approve passed 7-0
H. CONSIDERATION & POSSIBLE ACTION—Preliminary Plat of Bakerfield
being a replat of 2.141 acres of land out of lot 2 of Einar Hoidale's Subdvision,
recorded under volume 238, Page 13, B.C.M.R. out of the B.B.B. & C.R.R. Co.
Survey Abstract No. 160, Brazoria County, Texas
Plats and Plans Administrator Richard Keller stated staff recommends approval with
one comment. Mr. Keller stated the developer has given a lot of land to the railroad.
Commissioner Don Sederdahl made a motion to approve with a second made by
Robert Scherrer.
Motion to approve passed 7-0
