PEARLAND, TEXAS, HELD ON THURSDAY, NOVEMBER 1, 2001, AT 6:00 PM, IN THE COUNCIL

I CALL TO ORDER
The meeting was called to order at 6:00 PM with the following present:
Chairperson Gil Boyles
Vice-Chairperson Suzanne Tullis
Board Member Richard Cimprich

II NEW BUSINESS
A. V01- 14, PUBLIC HEARING AND CONSIDERATION AND POSSIBLE ACTION,
Request of Hita Dickson, President of Christian Helping Hands, Inc., for a variance from
Chapter 3, DEFINITIONS "Masonry" of the Land Use and Urban Development Ordinance,to
allow the use of IPS Rockwall panels, at 3402 and 3404 Swensen
Hita Dickson, 3017 Green Tee Drive, President and founder of Christian Helping Hands
spoke in support of the variance. She explained that no matter how small the stone on the
IPS rock panels are, they still create a stone façade. She showed how the IPS panels snap
together. She stated that this product is approved by the FDA to be used around foods.
Ms. Dickson also explained that the panels will withstand 100 mile per hour windload. In
addition, she stated that they are 24 gauge steel on both sides. She added that she has
looked at several buildings that used this product and still look great after ten years. Ms.
Dickson stated that she received a letter from City Council recommending approval of the
use of this product.
Mayor Pro-Tem Larry Marcott, stated that City Council unanimously supported the use of
this product. He added that Staff will prepare an ordinance amendment to allow the use of
this product on back roads, not on FM 518 or Highway 35.
Council Member Woody Owens, explained that City Council is totally in support of
Christian Helping Hands using this product. He reiterated the that fact that it would not be
appropriate for all areas, but it is for this area.
Bob Turner of Paisan Construction Company, stated that he has been working with
Christian Helping Hands to design their plans. He explained that he has worked in
construction for thirty five years and feels that this is a very good product.

Vice-Chairperson Suzanne Tullis made a motion, seconded by Board Member Richard
Cimprich, to approve V01-14.
Motion passed 5 to 0.
B. V01-15, PUBLIC HEARING AND CONSIDERATION AND POSSIBLE ACTION,
Request of Sam Lewis, agent, for Integra Texas III, L.L.C., for a variance from Section
23.2(f) Fence Regulations, of the Land Use and Urban Development Ordinance,to allow the
use of an existing fence instead of constructing a new masonry fence, at Broadway Street
@ Windfern Drive
Sam Lewis, 11403 Holly Cord, Houston, explained that he will be the contractor for the
proposed dialysis clinic. He stated that they plan to place the clinic as close to FM 518 as
possible. Thereby, creating a larger green belt between their business and the residential
properties. In addition, they are requesting to use the existing wood fence instead of
building the required masonry fence.
Board Member Marvin Elam asked what the hardship would be in providing the masonry
fence. Mr. Lewis answered that the hardship is the expense. Board Member Elam stated
that finances are not a hardship.
Mayor Pro-Tern Larry Marcott, explained that the City has an ordinance to be sure that there
is a distinct seperation between residential and business. He stated that he supports the
requirement for a masonry wall.
Council Member Woody Owens echoed Mr. Marcott's comments. He also agreed with
Board Member Elam that money is not a hardship.
Board Member Marvin Elam made a motion, seconded by Board Member Richard Cimprich,
to deny V01-15.
Motion passed 5 to 0.
III ADJOURNMENT
The meeting adjourned at 6:21 PM.
