PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, MONDAY,
NOVEMBER 02, 2020 AT 6:30 P.M., HELD IN THE COUNCIL CHAMBERS, 3519 LIBERTY DR.
CALL TO ORDER
Chairperson Layni Cade opened the meeting for the P&Z Regular Meeting at 6:33 P.M.
In attendance were:

Also present were Deputy City Attorney Lawrence Provins, Director of Community Development
John McDonald, Planning Manager Martin Griggs, Senior Planner Mohamed Bireima, Director of
Engineering & Capital Projects Robert Upton, Assistant Director of Engineering Rajendra
Shrestha, Assistant City Engineer Parviz Pourazizian, and Office Assistant Shelby Lowe.
Chairperson Cade read into the record the items on the consent agenda.
CONSENT AGENDA
All items listed under the "Consent Agenda" are considered to be routine and require little or no
deliberation by the P&Z Commission. These items will be enacted / approved by one motion
unless a commissioner requests separate action on an item, in which event the item will be
removed from the Consent Agenda and considered by separate action (ix. Matters removed from
Consent Agenda). Approval of the Consent Agenda enacts the items of legislation.
CONSIDERATION AND POSSIBLE ACTION —APPROVAL OF MINUTES
Approve the P&Z Regular Meeting minutes from October 19, 2020.
Planning Manager Griggs suggested that the commission makes a motion to approve the minutes
to reflect staff's changes.
Chairperson Cade read into the record the items on Consideration and Possible Action—Approval
of Minutes. Vice Chairperson Fuertes made a motion to approve the minutes to reflect staff's
changes, Commissioner Earles seconded the motion.
Motion passed 6-0
NEW BUSINESS
Chairperson Cade read into the record the items on Consideration and Possible Action — A
Variance to allow the creation of two flag shaped lots. VARP 20-00022.
CONSIDERATION AND POSSIBLE ACTION —A VARIANCE TO ALLOW THE CREATION OF
TWO FLAG SHAPED LOTS VARP 20-00022
A request of Donna Eckels, the applicant; on behalf of Ernest E Mooney owner; for approval a
variance to the Unified Development Code, Ordinance No. 2000-T: (1) a variance to allow the
creation of two flag-shaped lots per Section 2.6.1.1(b)(1) as permitted per Section 3.1.1.6 (f);
described to wit:
Legal Description:
A subdivision containing 5.283 acres being 3 tracts out of a 11.88 acre (called) tract of land out
of tract 1-C of the W.W. Stone Partition out of the W.T. Dobson Survey, Abstract 187, Brazoria
County, Texas, and being a portion of the same land described in deeds as recorded in Volume
1408, Page 383, Volume 562, Page 313 of the deed records of Brazoria County, Texas.
General Location:
7917 McHard Road
Planning Manager Griggs presented the staff report with exhibits. Planning Manager Griggs
informed the commission that there are four plats that are all residential lots. Planning Manager
Griggs stated that this variance does meet the criteria of a plat variance and staff does
recommend approval.
Chairperson Cade asked about the address number. Planning Manager Griggs stated that each
address number was within this plat.
No further discussion from Staff, P&Z Commission or Public input.

made a motion to approve, Commissioner Dansby seconded the motion.

CONSIDERATION AND POSSIBLE ACTION — PRELIMINARY PLAT OF RIVERSTONE
RANCH AT CLEAR CREEK SECTION 14 PLAT 20-00106
A request of Andrew Lang of BGE, Inc., on behalf of Meritage Homes of Texas, LLC, owner: to
approve the Preliminary Plat of Riverstone Ranch at Clear Creek Section 14 creating 54 single
family lots and 3 reserves on 20.06 acres, described to wit:

A subdivision of 20.06 acres of land located in the T.J. Green Survey, Abstract 290, City of
Pearland, Harris County, Texas
General Location:
North of Clear Creek; east of Hughes Road
Planning Manager Griggs presented the staff report with exhibits and informed the commission
that is the next section of Riverstone Ranch. Planning Manager Griggs stated that staff
recommends approval of this preliminary plat because it conforms to the UDC requirement for a
preliminary plat.
Applicant Andrew Lang was available for questions.
No further discussion from Staff, P&Z Commission or Public input.
Chairperson Cade read into the record the items on Consideration and Possible Action —

Dansby made a motion to approve, Commissioner Earles seconded the motion.
Motion passed 6-0

Robert Upton answered any questions the commissioners had.
