MINUTES OF THE REGULAR MEETING VIA TELEPHONE/VIDEO CONFERENCE OF THE
PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, MONDAY,
MAY 11, 2020 AT 6:30 P.M., HELD IN THE COUNCIL CHAMBERS, 3519 LIBERTY DR.
CALL TO ORDER
Commissioner Layni Cade opened the meeting for the P&Z Regular Meeting at
7:54 P.M.
In attendance were:

P&Z Commissioner Brandon K. Dansby
Also present were Deputy City Attorney Lawrence Provins, Planning Manager Martin Griggs,
Senior Planner Mohamed Bireima, Planner II Vince Hustead, Assistant City Engineering Parviz
Pourazizian
Commissioner Henry Fuertes made a motion to appoint Commissioner Layni Cade as Temporary
Chairperson. Commissioner Andrew Earles seconded the motion.
The motion passed 5-0
Temporary Chairperson Commissioner Layni Cade read into the record the items on the consent
agenda. No items for approval
CONSENT AGENDA
All items listed under the “Consent Agenda” are considered to be routine and require little or no
deliberation by the P&Z Commission. These items will be enacted / approved by one motion
unless a commissioner requests separate action on an item, in which event the item will be
removed from the Consent Agenda and considered by separate action (ix. Matters removed from
Consent Agenda). Approval of the Consent Agenda enacts the items of legislation.

Chairperson Cade read into the record the items on Consideration and Possible Action – Variance
to create irregular shaped lots. VARP 20-00016
CONSIDERATION AND POSSIBLE ACTION – VARIANCE TO CREATE IRREGULAR
SHAPED LOTS VARP 20-00016
A request by Jeff Boutte of Windrose Land Services, the applicant on behalf of Pearland Builders
II, LLC, owner; for approval of a Variances Permitted in Section 2.6.1.1 (b) (1) of the Unified
Development Code, Ordinance No. 2000-T, from the requirements of Section 3.2.14.2 (c) of the
UDC to allow approval of the creation of irregular shaped lots described to wit:

A Subdivision of 52.906 acres / 2,304,578 square feet situated in the H.T.&B.R.R. Survey,
Abstract No. 542 & 232 City of Pearland, Brazoria County, Texas.

Planning Manager Martin Griggs presented the staff report with exhibits and informed that staff
recommends approval of the requested variances per Section 2.6.1.1 (b) (1), from Sections
3.2.14.2 (c) which will allow the platting of irregular shaped lots for the following reasons.
1. The proposed irregular shaped lots provide large lots for industrial development with access to
Main Street and the railroad.
Commissioner Dansby informed the commission that he was familiar with the project.
Chairperson Cade read into the record the items on Consideration and Possible Action - Variance
to create irregular shaped lots. VARP 20-00016. Commissioner Wicker made a motion to
approve, Commissioner Dansby seconded the motion.
Motion passed 5-0
Chairperson Cade read into the record the items on Consideration and Possible Action –
Preliminary plat of Menon Enclave. PLAT 20-00049
CONSIDERATION AND POSSIBLE ACTION – PRELIMINARY PLAT OF MENON ENCLAVE
PLAT 20-00049
A request of Oanh Nguyen, of Windrose Land Services, the applicant; on behalf of Menon V & S
Family Trust, owner; for approval of the Preliminary Plat of Menon Family Enclave creating 11
single family lots, and 4 reserves on 2.883 acres of land located at 6962 Amie Lane.
Legal Description:
A Subdivision of 2.883 acres / 125,564 square feet situated in the H.T.&B.R.R. Co. Survey,
Section 25, Abstract No.245, Brazoria County, Texas.

Planning Manager Martin Griggs presented the staff report with exhibits and informed that staff
recommends approval of the Preliminary Plat of Menon Enclave as proposed by the applicant for
the following reason:

1. The Preliminary Plat of Menon Enclave conforms to the UDC requirement for a Preliminary
Plat.
Deputy City Attorney Lawrence Provins informed the commission of the annexation agreement
on the property. Commissioner Wicker questioned how the annexation agreement worked. Mr.
Province explained how the property would be annexed as soon as the property touched the City
limits. Commissioner Dansby questioned if the property would have City water due to the Reserve
A – named water well. Mr. Province answered that the applicant was not seeking City water at
the moment. Commissioner Fuertes questioned if the approval would only be for the platting of
the property. Mr. Province explained.
No further discussion from Staff, P&Z Commission or Public input

Preliminary plat of Menon Enclave. PLAT 20-00049. Commissioner Fuertes made a motion to
approve, Commissioner Dansby seconded the motion.

Chairperson Cade read into the record the items on Consideration and Possible Action – Final
plat of Highland Meadow. PLAT 20-00027
CONSIDERATION AND POSSIBLE ACTION – FINAL PLAT OF HIGHLAND MEADOW PLAT
20-00027
A request of Vanessa Piedra on behalf of Gehan Homes owner: to approve the Final Plat of
Highland Meadow creating 72 single family lots and 8 reserves, described to wit:
Legal Description:
A Subdivision of 23.83 acres out of Lots 31 and 32, Zychinski Subdivision (Vol. 29, Pg. 43 B.C.R.)
and also being located in the H.T. & B.R.R. Co. Survey, Section 1, A-233 and the R.B. Lyle
Survey, Section 2, A-542 City of Pearland in Brazoria County, Texas.
General Location:
West side of Old Alvin Road across from Jasperstone Lane
Planning Manager Martin Griggs presented the staff report with exhibits and informed that staff
recommends approval of the Final Plat of Highland Meadow for the following reasons:
1. The Final Plat of Highland Meadow conforms to the Old Alvin Bartlett Cluster Plan.
2. The Final Plat of Highland Meadow conforms to the UDC requirements for a Final Plat.
3. The Final Plat of Highland Meadow conforms to the Preliminary Plat of Highland Meadow.
Mr. Provins informed the commission that Bob Tran was available for questions.
