MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF
THE CITY OF PEARLAND, TEXAS, MONDAY, MARCH 2, 2020 AT 6:30 P.M., HELD IN THE
COUNCIL CHAMBERS, 3519 LIBERTY DR.
CALL TO ORDER
Commissioner Ron Wicker opened the meeting for the P&Z Regular Meeting at
6:30 P.M.
In attendance were:
P&Z Commissioner Ashlee Boswell
P&Z Commissioner Andrew B. Earles
P&Z Commissioner Layni Cade
Also present were Deputy City Attorney Lawrence Provins, Planning Manager Martin Griggs,
Planner Vince Hustead, Assistant City Engineering Parviz Pourazizian
Commissioner Cade made a motion to appoint Commissioner Ron Wicker as Temporary
Chairperson. Commissioner Earles seconded the motion.
The motion passed 4-0
Temporary Chairperson Commissioner Wicker read into the record the items on the consent
agenda. No items for approval
CONSENT AGENDA
All items listed under the “Consent Agenda” are considered to be routine and require little or no
deliberation by the P&Z Commission. These items will be enacted / approved by one motion
unless a commissioner requests separate action on an item, in which event the item will be
removed from the Consent Agenda and considered by separate action (ix. Matters removed from
Consent Agenda). Approval of the Consent Agenda enacts the items of legislation.

Ranch Cluster Plan.
2. The Final Plat of Riverstone Ranch at Clear Creek Section 11 conforms to the approved
Preliminary Plat of Riverstone Ranch at Clear Creek Section 11.
3. The Final Plat of Riverstone Ranch at Clear Creek Section 11 conforms to the UDC
requirements for a Final Plat.

Commissioner Wicker read into the record the Consideration and Possible Action – Approval of
irregular shaped lots and locked lot to allow platting of a property. VARP 20-00004
CONSIDERATION AND POSSIBLE ACTION – APPROVAL OF IRREGULAR SHAPED LOTS
AND LOCKED LOT TO ALLOW PLATTING OF A PROPERTY VARP 20-00004
A request of Chris Little of C.L. Davis, the applicant; on behalf of the City of Pearland, owner; for
approval of a Variance Permitted in Section 2.6.1.1 (b) (1) of the Unified Development Code,
Ordinance No. 2000-T, to allow approval of the creation of an irregularly shaped lot and to allow
approval of a lot that does not have frontage on a public street per Section 3.2.14.2 (j) described
to wit:

Planner Vince Husted presented the staff report with exhibits and informed that staff recommends
approval of the requested variance regarding the creation of irregularly shaped lots regulated by
Section 3.2.14.2 (c), permitted by Section 2.6.1.1 (b) (1), which requires approval by the Planning
and Zoning Commission for the creation of irregularly shaped lots and a variance from Section
3.2.14.2 (j) to allow the creation of a land locked lot for the following reasons:
1. The variance will allow the property to be platted as a minor plat application.
2. The properties will be developed for the public purpose of a surface water treatment plant.

A request of Hind Saad of RSG Engineering, the applicant; on behalf of Lucas Properties and
Investments, owner; for approval of the Preliminary Plat of Pearland Industrial Park creating 5 lots
and 3 reserves on 35.0175 acres of land located at the southwest corner of Main Street and
McHard Road, described to wit:
Legal Description: A Subdivision of 36.49 acres (1,525,364 square feet) of land being a 26.1909-
acre tract being part of Lot 44, and all of lot 49 of Zachlinski’s Subdivision in the H.T.&B.R.R. Co.

Planner Hustead presented the staff report with exhibits and informed that staff recommends
approval of the Preliminary Plat of Pearland Industrial Park for the following reasons:
1. The proposed preliminary plat conforms to the Unified Development Code requirements for a
Preliminary Plat.
2. The proposed lots conform to the lot area requirements of the M-1 Light Industrial Zoning
District.

A request of Jennifer Curtis, the applicant; on behalf Brian Gibson of Savannah Development,
LTD., owner; for approval of the Preliminary Plat of Stewart Heights at Savannah Section 10
creating 48 single family lots, and 3 reserve on ±26.3082 acres of land located on the west side
of Savannah Parkway at Banfield Hallow Drive, described to wit:
Legal Description: Being ± 26.3082 acres of land Containing 48 lots (70’ × 125’ type) and 3
reserves (11.26 ac.) in three blocks out of the J.S. Talmage Survey, A-566 Brazoria County, Texas

Planner Hustead presented the staff report with exhibits and informed that staff recommends
approval of the Preliminary Plat of Stewart Heights at Savannah Section 10 as recommended by
the applicant:
1. The plat will not have an adverse effect on surrounding development.
2. The plat conforms to the Savannah Lakes Development Agreement.
3. The Preliminary Plat of Stewart Heights at Savannah Section 10 conforms to the UDC
requirements for a preliminary plat.

A request of Survey 1, Inc., the applicant; on behalf of Manvel TME Holdings LLC, a Texas Limited
Liability owner; for approval of the Replat of Skyway Manor Lots 15 and 16 creating 1 non-
residential lot on 1.9992 acres of land located at 2919 Manvel Road, described to wit:

1. That the fees in lieu of parkland dedication be paid prior to recordation of the plat per Section
3.
2.10.1 (b) (6) of the Unified Development Code.
