Land and Water Conservation Fund
A RESOLUTION OF THE PARKS, RECREATION, AND
BEAUTIFICATION BOARD OF THE CITY OF PEARLAND, TEXAS,
SUPPORTING THE LAND AND WATER CONSERVATION FUND.
WHEREAS, the Parks and Recreation Department and City Council of Pearland,
Texas, is committed to preserving our natural resources and open spaces for our
citizens and for those tourists who visit Pearland each year; and,
WHEREAS, the Land and Water Conservation Fund (LWCF), a federally funded
program was originally conceived in 1964, as a federal-state partnership program
created to expand the Nation's park and recreation system through funds received
from off shore oil leasing fees, and,
WHEREAS, from the funds received from the LWCF each year, the Texas Park
and Wildlife Department implemented programs to distribute these funds to
mumcipalrties such as Pearland for the preservation, enhancement and expansion
of local park systems; and,
WHEREAS, the LWCF in past years has leveraged millions of dollars in local
funds with a one-to-one match for acquisition, restoration, renovation and
improvements; and,
WHEREAS,the Congress in recent years has taken action to reduce and eliminate
funding under the LWCF to the states intended for programs that provide for local
park acquisition, restoration, renovations and improvements, instead using the
funds for other federal priorities; and,
WHEREAS, a reinstatement of full statewide funding of the LWCF with
provisions for distributions to local park systems is important to the quality of life
Of Pearland citizens as well as citizens in other urban cities.

NOW THEREFORE, BE IT RESOLVED BY THE PARKS, RECREATION,
AND BEAUTIFICATION BOARD OF THE CITY OF PEARLAND, TEXAS
That the Pearland Parks, Recreation and Beautification Board
urges Congress to reinstate full statewide funding of the Land and
Water Conservation Fund with provisions to distribute funding to
local municipalities for the purpose of protecting vital natural-and
urban resources and open space in our City and cities across the
nation ensuring that our natural resources endure for future
generations.

Dear Representative DeLay.
Funding for local parks and recreation land acquisition and development is extremely
important for communities throughout the United States. Recreation programs and parks
contribute to the quality of life in communities. Parks and recreation provides our youth
with healthy choices, often eliminating their need to seek alternatives that may lead them
astray
Unfortunately, land acquisition for municipal parks has become extremely costly
Developing the land into quality parks with amenities such as swimming pools, tennis
courts, amphitheaters, fishing ponds and soccer fields is also very expensive. It is very
difficult for local governments to absorb this cost.
At the March 20, 2000 meeting of the Pearland Parks, Recreation and Board, the Board
voted to pass the enclosed Resolution supporting the Land and Water Conservation fund
Bill (HR 701). We hope that you will become a co-sponsor of HR 701 and help
champion HR 701 into law
Funding of parks and recreation is less expensive than funding the cost of prisons and
rehabilitation. Let us provide citizens of all ages with healthy alternatives—Parks and
Recreation.
