1998-11-16 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESCITY OF PEARLAND PARKS, RECREATION & BEAUTIFICATION BOARD NOVEMBER, 1998 MINUTES MINUTES AS RECORDED OF THE MEETING HELD MONDAY NOVEMBER 16, 1998, AT 7:00 P.M., AT THE PEARLAND COMMUNITY CENTER, 3523 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order at 7:00 p.m., with the following present: Bill Chase Chairman Michael Grisby Chairman Pro-Tem Rosella Webb Member Dwayne Lum Secretary Jerri Farmer Member Ronnie Pyle Member Edward Hersh Parks & Recreation Director Absent: Lisa Diese Member Paul Knoble Member APPROVAL OF MINUTES: Rosella Webb made a motion to accept the minutes of the September 14, 1998, Board Meeting as presented. The motion was seconded by Dwayne Lum. Motion approved 5-0 PARK BOARD CHAIRMAN'S REPORT: Mr. Chase welcomed the two new members to the Board. Jerri Farmer and Ronnie Pyle will serve until September 2001. DIRECTOR'S REPORT: ♦ Ed Hersh announced that Kathy Belicki, wife of Dave Belicki was killed in an auto accident about ten days ago in Des Moines. The Belicki's formerly lived in the Banbury subdivision and Dave was instrumental in raising funds for the development of Hyde Park. ♦ Kids Fish Fest , November 14 and 15, was a great success despite the bad weather. Saturday's attendance was 455 kids with 270 on Sunday for a total of 725. We had prizes for longest and biggest fish and most of the fish were caught. ♦ October 31, 1998 was the annual Dog Trot with 67 dogs and owners participating. This event is getting bigger and better every year. ♦ We received another donation in memory of George Panos toward the memorial in his honor begun by his wife. ♦ The Park Donation Fund now stands at $4,110.26, up $321.39 from August 31, 1998. ♦ There were two promotions in the Parks Maintenance staff, Van Roach promoted to crew leader (sports fields) and Henry Bryant promoted to crew leader (parks and playgrounds). ♦ Lala Razo was promoted to crew leader of the custodial crew, which is responsible for all city buildings and the police station. ♦ Our annual Tree Lighting Ceremony is scheduled for December 3, 1998 at 7:00. The Pearland Community Band will begin playing at 6:45. We anticipate snow in front of the Community Center and appearances by Santa Claus, Mrs. Claus, and Rudolph and the reindeer. We will be taking Polaroid pictures of kids with Santa at $1.50 each. ♦ The Parks Department is already decorating City Hall — because of the Thanksgiving holiday needed to begin in order to finish by December 3`d ♦ We have severe problems with the swimming pool; it is leaking badly and needs replastering. City Council has instructed the Director to investigate the extent of leaks and cost of re -doing the filtration system. A pool company will be out Tuesday to do more testing. Director will report to the City Manager and Council when all reports are received. ♦ Soccer season is coming to an end. Several of our teams will be advancing to higher levels of play. COMMITTEE REPORTS: None UNFINISHED BUSINESS: None NEW BUSINESS: ♦ The Nominating Committee presented a slate of officers to the Board for consideration. Michael Grisby, Chairman, Dwayne Lum, Chairman Pro-Tem, and Paul Knoble, Secretary. Motion was made by Rosella Webb and seconded by Michael Grisby to accept the slate as presented. Voted upon and accepted 5-0. ♦ Ed Hersh discussed the possible consideration and action in reference to the Community Center Rental/Clean Up Fees. Recommendation has been made that all rentals be charged the $125.00 clean-up fee since in the majority of the rentals in which the renter is supposed to clean the custodial crew is having to reclean anyway. This places the burden of cleanup fees directly on the renter, not on the citizens of Pearland. After discussion, Dwayne Lum moved that this be presented to City Council for possible action. It was seconded by Rosella Webb. Motion passed 5-0. ♦ Dwyane Lum made the motion to table the consideration of possible conflict of interest of Board member's involvement against the City until the next meeting since two members were absent. Motion was seconded by Ronnie Pyle. Motion passed 5-0. OTHER BUSINESS Michael Grisby, newly elected Chairman, presented Bill Chase with a plaque and a gavel in appreciation of his dedication and work on the Park Board. Mr. Grisby also read from a long list of accomplishments that were made during Mr. Chase's tenure. Mr. Chase served six years on the Parks Board of which one year was Chairman Pro-Tem and four years as Charmin. 1100 —. ADJOURNMENT: Rosella Webb moved to adjourn, seconded by Duane Lum. Motion approved 5-0. Meeting adjourned at 7:45 p.m. A cake and punch reception in appreciation of Mr. Chase followed adjournment.
