The upgraded model 5 pager equipment will replace existing model 2, 3 & 4 pagers used by the department. Background: This purchase is to upgrade the department to model 5 pagers which will replace the remaining model 2, 3 & 4 pagers currently used by the department. Motorola has informed the City that they will no longer repair or support model 2 pagers. Model 3 & 4 pagers are no longer being sold by Motorola and will discontinue support in the near future. The department has purchased ten (10) model 5 pagers as part of a planned replacement program but, after receipt ofthe discontinued support notice, must accelerate the replacement at this time. Pagers are used by the PVFD as a primary communication device to inform its members of current emergency situations. The benefits of utilizing Motorola pagers are: 1. Reliability (Have used the Motorola line of pagers for over 55 years with very little or no problems) 2. Currently set up in the PO dispatch office for toning of Motorola pagers, along with 3 other "off site" locations. 3. Rugged and durable. The new pagers are replacing 10+ years old pagers. They have performed in all types of inclement weather and fire conditions with little or no repairs. 4. We currently program our own pagers. We purchased the software and required cables to perform this function in-house last year, saving the city repeated cost on sending out for programming other paging . . compames reqUire. Page :2 of:2 5. With other paging companies, you rely on their systems to be up and operational. With these pagers, we control the sites and are responsible for making sure our site is up and operational. We currently have 3 sites that can page and will be doing a 4th next year. 6. The City currently has one repeater in service and a 2nd repeater is budgeted for purchase this year that work specifically with the Motorola paging systems. The H-GAC cooperative program was selected for this purchase because of the agencies traditionally low pricing on quality equipment meeting the City's requirements with favorable delivery time. The low pricing is directly based on the potential large volume of sales generated from their contract awards and cooperative partners. The City of Pearland has an inter-local cooperative agreement with the H-GAC to participate in their cooperative program. This program meets all the requirements of the Local Government Code 252 for competitive bidding. RECOMMENDED ACTION Recommendation: Staff recommends purchase of fifty model 5 pagers from Motorola, Inc., Houston, Texas under a contract with inter-local cooperative partner Houston Galveston Area Council (H-GAC) for in the amount of $26,308.80.
