CONTINUED PUBLIC HEARING ON THE PROPOSED AMENDED ZONING ORDINANCE AND PROPOSED AMENDED
ZONING MAP OF THE CITY OF PEARLAND, TEXAS. SCHEDULED HEARING FOR NEWLY ANNEXED TERRI-
TORY RESIDENTS.
INTRODUCTORY REMARKS BY MAYOR REID:
Mayor Reid introduced members of the Council and Members of the Commission present at
the Hearing.
HISTORICAL OVERVIEW:
City Manager Wicker gave synopsis of the Zoning Ordinance of the City and introduced
John Mason and Holly Rosenthal from the firm of Carter and Burgess, Planners on this
project.
Mr. Mason explained the various classifications proposed for the newly annexed areas
and pointed out the proposed zoning on the area maps displayed for the citizens.
CITIZENS:
Ms. Mary Brown, representing Lumis International, Box 6408, Pasadena, Texas, spoke on
three items concerning the zoning ordinance. She stated that she wished to speak on
the wording of some parts of the ordinance, zoning changes in the newly annexed area
and proposed zoning change which has been in the City for some time.
She referred to Section 13 and 14 of the proposed change under Commercial and M-1
(Light Industrial) where no single family dwellings are allowed. She stated that she
felt that if someone developed Commercial or M-1 property and wants to have a single
family dwelling for a caretaker, nightwatchman, etc., it would not be infringing on a
R-1 District. Ms. Brown also questioned Section 14-5, Section 22.4 and Section 20.2 of
the proposed ordinance.
Tom Alexander, Pearland, Texas - Mr. Alexander stated that under R-3 restrictions a
25ft. setback on front and a 20ft. setback in the rear would be required and he did not

believe there would be any way you could build patio homes with these restrictions.
City Manager Wicker stated that he felt that there should be some wording that would
say that a deviation from the normal standards in a PUD would be rear building line
setback.
Lum Twilligar, 14525 O -Day Road, Pearland, Texas - Question on R-1 Zoning;
Hector Ortez, 13242 Wilke Road, Pearland, Texas - Question on repairing fence;
Frank Perez, Pearland, Texas - Question on when garbage service will begin;
Bertha Banuelos, 6133 Silver Drive, Pearland, Texas - Question about continuing use of
trailer for home and conducting a business in R-1 zone;
Tom Alexander, Pearland, Texas - Questioned R-1 zoning proposed on the West side, and
felt R-2 or R-3 would be better for the area;
Jerry Wilkins, O'Day Road, Pearland, Texas - Statement that he felt part of area should
be zoned Mobile Home or Suburban District rather than R-1.
