AUGUST 16, 1999
MINUTES AS RECORDED OF THE MEETING HELD MONDAY, AUGUST 16,
1999, AT 7:00 P.M. AT THE PEARLAND COMMUNITY CENTER, 3523 LIBERTY
DRIVE, PEARLAND, TEXAS.
The meeting was called to order at 7:03 p.m. with the following present:

Parks & Recreation Director
Lisa Diese made a motion to accept the minutes of the February 15, 1999 Board Minutes
as presented. Paul Knoble seconded the motion.
Motion approved 7-0.
PARK BOARD CHAIRMAN'S REPORT:
No report.
DIRECTOR'S REPORT:
The Director's Report was sent in the Park Board packet. We will make this report part
of the minutes.
As of July 1999, the Park Donation Fund stands at $5,779.34, including the $199.12
donated in July.
Ed Hersh introduced Jack Click, the newest member on the Board who replaced Rosella
Webb. Mr. Hersh also introduced Greg Reynolds, the new Parks Superintendent.
Mr. Knoble asked who is responsible for mosquito control? Mr. Hersh responded that
Brazoria County Mosquito Control covers this area. Parks Department has a telephone
number if anyone needs it.
UNFINISHED BUSINESS:
None
NEW BUSINESS:
• Consideration and Possible Action: Recording of Board Meetings.
Ed Hersh recommended that the Board quit recording the meetings because of the
length of time it takes to listen and transcribe the minutes. In addition, a recording
secretary is available to take the minutes; it is redundant to record them A discussion
followed with both pros and cons discussed.
Ronnie Pyle made the motion to do away with tape recording the minutes. The
motion was seconded by Michael Grisby.
Motion carried 6-1 (Lisa Diese opposed).
• Consideration and Possible Action: Review of proposed C. J. Harris City/School
Parks.
Ed Hersh presented architectural drawings/concept plans of the proposed City/School
parks. Discussion included access, parking, public use, cost projections, time
projections, and responsibility of the parks maintenance. Plans for the passive park
include fruit trees, perhaps a garden that school children will maintain; use as an
outdoor learning center. Estimated cost of the passive park is $59,000; cost of the
school park is $198,000.
Lisa Diese made the motion that the Board accepts the concept of the two parks.
Dwayne Lum seconded motion.
Motion carried 7-0.
• Consideration and Possible Action: Review of old C. J. Harris Park (Old Town Park)
Ed Hersh presented architectural drawings/concept plan of the proposed park, which
is now called by some as "Old Town Park. Estimated cost of this park is $225,000.
Discussion followed, again covering same types of questions as with the C. J. Harris
Parks.
Lisa Diese made the motion that the Board accept the concept plan for this park. The
motion was seconded by Jack Click.
Motion carried 7-0.
OTHER BUSINESS:
Lisa Diese discussed some of the concerns of the Banbury Homeowner's Association
concerning their area park. (1) Have the two park benches be placed yet? Mr. Hersh
reported that the previous superintendent failed to install the benches as scheduled.
This installation will be done in the fall when the mowing season slows down. (2)
Lighting in the park? Mr. Hersh answered that he will be glad to meet with the
association and discuss lighting concerns. He asked that Lisa have the homeowner
association president call him regarding possible dates for the meeting.
ADJOURNMENT:
There being no further business to come before the Board, Lisa Diese motioned for
adjournment. Motion seconded by Mike Grisby. Motion carried 7-0 and meeting
was adjourned at 8:10 p.m.
