I. PRESENTATION OF MUNICIPAL SERVICE PLAN.
City Manager Wicker presented the proposed Municipal Service Plan for the area to be
annexed. The capital improvements (water & sewer) will be installed by the Developer
of this land.

ANNEXATION OF PROPERTY, AS DEFINED IN RESOLUTION NO. R83-26, SOUTH OF THE CITY, AND AS

be annexed. Mr. Dick Qualtrough, City Engineer, presented the Capital Improvement
Plans (water & sewer) for the area and exhibited on display.

IV. QUESTION AND ANSWER PERIOD:
Councilman Gray answered a question that had been presented on what the people would
gain by the annexation of this land. Mr. Gray advised that the City gains control
of the property outside of our City Limits. Presently, the only control we have is
under the Subdivision Ordinance, when land is divided. This would raise the
standards of development in this area since all City codes would have to be complied
with.
It would also help support the volunteer organizations that go out of the City Limits
that are presently being funded through the City's budget. Councilman Bost stated that
it was cost effective to annex before too much development has started since developers
inside of the City are required to install improvements at their expense.
In answer to the question posed on maintenance of the streets, City Manager Wicker stated
that the Service Plan stated that these would be maintained by the City Street Depart-
ment in accordance with its regular maintenance program.
In answer to the question about when water and sewer would be brought to the area, Council-
man Lentz advised that installation of the water and sewer lines construction would start
long before the two and one-half year period.

IV QUESTION AND ANSWER PERIOD:
Councilman Gray, in response to a question about use of the land advised that all land
annexed into the City would come in as Pre -Development, and anything existing would be
non -conforming. Councilman Mack advised that the mobile home parks would come in as
non -conforming, but any enlargement or extension would have to be approved. The Parks
could not be divided up for sale without platting. Councilman Frauenberger, in response

to a question regarding permits from the City, advised that building, electrical,
plumbing and air-conditioning permits by contractors were required by the City; how-
ever, Home Owner's Permits, under certain conditions, could be obtained from the
Building Inspection Department at lesser fees.

CALL OF SPECIAL. MEETING ON NOVEMBER 7, 1983:
Mayor Reid called a Special Meeting on November 7, 1983, for the purpose of reviewing
the bids received on the Dixie Farm Road Reconstruction Project, and any other business
that might need to come before the City Council.
MEETING RECESSED AT 9:00 P. M. - RECONVENED AT 9:25 P. M.
CLOSING OF DIXIE FARM ROAD FROM MCDONALD TO NORTH CITY LIMITS FOR RECONSTRUCTION:
It was moved by Councilman Bost, seconded by Councilman Frauenberger that the Staff be
authorized to close Dixie Farm Road from McDonald to North City Limits for reconstruction
beginning on November 15, 1983. Appropriate signs to be erected denoting this fact as
soon as possible.
Motion passed 4 to 0. Councilman Gray absent from the Chambers at this time.
Mayor Reid requested to notify Mr. Poorman of the Highway Department and Commissioner
Billy Joe Plaster.
AUTHORIZATION FOR CITY MANAGER TO PROCEED WITH EMERGENCY REPAIRS TO SEWER PLANT NO. 2:
City Manager Wicker advised the City Council that we have damage to the walls at Sewer
Plant No..2., and that an estimate of $30,000.00 has been made on the repairs. He re-
quested the Council to consider this on an emergency basis since it is imperative that
this repair be made as quickly as possible.
It was moved by Councilman Lentz, seconded by Councilman Bost that the City Manager be
authorized to secure emergency bids for repairs to Sewer Plant No. 2.
Motion passed 4 to 0. Councilman Gray absent from the Chambers at this time.
