CALL TO ORDER
P&Z Chairperson Daniel Tunstall opened the meeting for the P&Z Regular Meeting at 6:30
p.m.
In attendance were:

Also present were Deputy City Attorney Lawrence Provins, Associate Planner Vince
Hustead, Assistant Director of Engineering Richard Mancilla, Associate Engineer Matt
Brown and Office Assistant Alma Gonzales.
CONSENT AGENDA
P&Z Chairperson Daniel Tunstall read into the record the items on the consent agenda. P&Z
Commissioner David Selsky made a motion to approve the items on the consent agenda,
P&Z Vice -Chairperson Thomas Duncan seconded the motion. The motion passes by a vote
of 6-0.
CONSIDERATION & POSSIBLE ACTION — EXCUSED ABSENCE
1. Excuse the absences of P&Z Commissioner Troy Pradia from the March 06, 2017
P&Z Regular Meeting.
P&Z Chairperson Daniel Tunstall wished to remove the Preliminary Plat of Lake Park
Phase 1, Section 3. P&Z Commissioner David Selsky made the motion to remove and
P&Z Vice -Chairperson seconded the motion.

A request of Andrew Allemand, Windrose Land Services, the applicant; on behalf of
Robert E. Giles, Pearland Cullen Properties, LLC, owner; for approval of the Preliminary

Plat of Lake Park Subdivision Phase 1, Section 3, creating 1 lot on .9999 acres of land
located on the east side of Cullen Parkway about 1,000 feet north of Brookside Road,
described to wit:
Legal Description: A subdivision of 0.9999 acres / 43,557 square feet of land, situated in
the W.T. Dobson Survey, Abstract No. 187, City of Pearland, Brazoria County, Texas.
Location: East side of Cullen Parkway about 1,000 feet north of Brookside Road.
P&Z Chairperson Daniel Tunstall, Vice -Chairperson Thomas Duncan, P&Z Commission,
Deputy City Attorney Lawrence Provins and Staff opened a discussion regarding the need
for a preliminary plat for this property since a final plat had been approved previously. The
representative for applicant, Pahola Lopez, 3200 Wilcrest Dr., Houston, TX 77042
informed the reason Windrose Land Services has applied for the preliminary plat was due
to business issues they were having with the original developer. Mr. Provins gave an
explanation of the differences between the two plats, the owner and bank interests, and
concerns for the city of Pearland on the deed of trust for the plat. Mr. Provins gave
explanation of the platting and recording process. P&Z Commissioners commented that
once a plat has been approved it's done and finished. Mr. Tunstall & Mr. Provins felt that
both owner and developer should have been present for discussion and clarification.
Motion was denied 0-6.
P&Z Chairperson Daniel Tunstall read into the record the Preliminary Plat of Cypress Village
Section 3. P&Z Commissioner David Selsky made a motion to approve, P&Z Vice -
Chairperson Thomas Duncan seconded the motion.
CONSIDERATION & POSSIBLE ACTION — PRELIMINARY PLAT OF CYPRESS
VILLAGE SECTION 3
A request of John English, Rekha Engineering, Inc., the applicant; on behalf of Chad
Thuman, Sideline Investments, LLC owner; for approval of the Preliminary Plat of Cypress
Village Section 3 creating 69 single family lots and 4 reserves on 16.305 acres of land
located on the west side of Harkey Road about 275 feet north of Becky Lane, described to
wit:
Legal Description: A subdivision of 16.305 acres of land situated in the H.T.&B.R.R. Co.
Survey, Abstract No. 546, City of Pearland, Brazoria County, Texas.
Location: located on the west side of Harkey Road about 275 feet north of Becky Lane.
