STANDARD BRIDGE SCOPE OF SERVICES
Project Description
The City of Pearland (City) requested that GC Engineering, Inc. (GCE) provide professional engineering
services to design a pedestrian bridge over Mary's Creek at Woodcreek Park.
Exiting Conditions:
The project is located within the Woodcreek Subdivision, approximately 1,200 feet northwest of FM -518
and Dixie Farm Road intersection (Figure 1 — Project Location Map). The existing pedestrian bridge
over Mary's Creek is a two -span concrete slab beam structure which provides access from Crane Drive
to Woodcreek Park. The existing bridge is approximately 40 feet in length and consist of chain link fence
rails, 6' high, either side of the structure. Based on FEMA FIRM Map No. 48039C0065K for Brazoria
County dated December 30, 2020, the project area is located within the Zone AE, with a Base Flood
Elevation of 37.0 feet NAVD 1988. Based on the field measurements taken, bank to bank width of Mary's
Creek at the project location is approximately 65.0 feet.
Proposed Project:
The proposed project includes removal of the existing pedestrian bridge and construction of a new bridge
structure in the vicinity of the existing bridge. Work includes design of abutments, bridge approaches,
restoration of stream banks, and bank stabilization at the new bridge location. In addition, project
includes coordination with the City and Brazoria Drainage District No. 4 (BDD4), preparation of plans,
specifications, and cost estimates (PS&E), and bid documents.
Based on the site visit with the City personnel on August 17, 2021 and discussions with the City, it is
understood that the City intends to use a steel bridge structure currently stored at the City's yard located
at the Hillhouse Facility. The City also indicated that this structure has been removed from some
previous use and, may require some rehabilitation work such as, sand blasting, painting, and wood deck
repair/replacement.
The steel bridge structure consists of a steel truss with 4'6" to 5'3" in height, made of rectangular tubular
steel members. The structure is approximately 62.0 feet long and approximately 7.0 feet wide.
Based on the City's GIS mapping, the top of bank of Mary's Creek is approximately at El. 34.5 feet,
approximately 2.5 feet below the 100 -year Base Flood Elevation. As such, the proposed bridge structure
needs to be elevated in order to provide for the required clearances. In addition, the approach walkways
needs to be elevated in order to span the approximately 115 -foot -wide floodway. As a result, it is
anticipated that the approach walkway shall resemble a timber boardwalk, in construction. The approach
ramps shall follow Americans with Disabilities Act (ADA) requirements. Other proposed features shall
also include proper bridge railing for pedestrian protection.
Based on the meetings with the City on September 22, 2021 and November 1, 2021, and with BDD4 and
the City on September 23, 2021, it was agreed that the project design needs to focus on minimizing the
impacts to floodway and floodplain, and therefore, a timber boardwalk supported on piers as stated above
shall be utilized for bridge approaches. In addition, GCE shall assist the City in ascertaining a variance
from BDD4 to eliminate the 2 -foot free board requirement between low chord of the bridge and the 100 -
year flood plain.

drainage structures, visible utilities, neighboring developments, site access, condition
of the stream banks including scour and deposition patterns.
3. Perform a brief condition assessment of the steel truss bridge and ascertain bridge
geometry.
4. Review and compile the information gathered
B.Surveying
Field surveying work shall be performed by KUO & Associates, Inc. (Kuo). GCE shall administer
the survey work by Kuo and coordinate with the City.
Field survey work comprises of; topography, 4 cross sections of Mary's Creek, locating ROW
and property boundaries, and establishing horizontal and vertical control points.
The scope of work for surveying tasks by Kuo is enclosed.
C. Geotechnical
Geotechnical work shall be performed by Geotest Engineering, Inc. (Geotest). GCE shall administer
the geotechnical work by Geotest and coordinate with the City.

Reference: Proposal for Geotechnical Investigation
Woodcreek Park Pedestrian Bridge
City of Pearland, Texas
Dear Mrs. Rodrigo:
" 131 6' 0588
(713) 2w297" '
Proposal No. 1140540999
September 15, 2021
In accordance with your request, Geotest Engineering, Inc. (Geotest) is pleased to present
this revised proposal for the geotechnical investigation of the referenced project. Based on the
provided information, the scope of the project includes construction of a new single span
prefabricated steel pedestrian bridge (approximate 62 -feet in length, 7 -foot wide and height of
4.5 feet at each end and 5 feet 3 inches in middle above grade). The bottom of the bank is
approximate elevation of 28 ft and the top of bank is approximate elevation of 35 feet. The
pedestrian bridge is located at north of Woodcreek Park and cross over Marys Creek in City of
Pearland, Texas.
Purpose and Scope
The purpose of this study is to perform a geotechnical investigation and to develop
geotechnical recommendations for the proposed pedestrian bridge foundation and channel slope
treatment at the bridge abutments.
The scope of services is based on the information provided through your e-mail on
August 31, 2021, and our discussions with you on September 1, 2021, and consists of the
following:
• Drill and sample two (2) 60 -foot borings with one at each side and at the top
of the bank:
Proposed Boring Program is shown on Attachment No. 1.
• Perform laboratory tests including grain size distribution curves with D5o on
representative soil samples to evaluate the engineering properties of the soils.
Double hydrometer and crumb tests will be performed to determine the
erosion characteristics of the site soils.
• Perform engineering analyses to develop geotechnical recommendations for
the design of the proposed pedestrian bridge foundation and channel slope
treatment at the bridge abutment, in accordance with Brazoria County
Drainage District (BDD4) Guideline.
• Prepare and submit a final geotechnical report following BDD4 Guideline and
containing a plan showing the locations of the borings and recommendations
as outlined above.

Schedule and Fee
We should be able to start field work within one (1) week after receiving your written
authorization or one (1) week after staking the borings, whichever is latest. The field work will
be complete in about three (3) week, barring bad weather. The laboratory tests will be completed
in about four (4) weeks. The complete geotechnical report, which will include field and
laboratory data and design recommendations, will be submitted in about eight (8) weeks after
completion of the field work.
Based on the scope of work outlined above, the cost of the field investigation, laboratory
testing, engineering analyses, and a final complete geotechnical report will be a lump sum cost of
$12,683.00. The cost breakdown given in Attachment No. 2 is for additional information only.
The invoices will be billed on Lump Sum basis based on percent completion. This cost is based
on the assumption that the site is accessible to a truck mounted drilling rig and no site clearance
will be required.
We appreciate the opportunity to submit this proposal. Formal authorization is required
for our services. This may be provided by signing in the space provided below and returning one
copy for our files.
