Revised 7/08 DocuSign Envelope ID: C18D9168-D531-4099-A101-58AD328A5C3C STANDARD BRIDGE SCOPE OF SERVICES Project Description The City of Pearland (City) requested that GC Engineering, Inc. (GCE) provide professional engineering services to design a pedestrian bridge over Mary's Creek at Woodcreek Park. Exiting Conditions: The project is located within the Woodcreek Subdivision, approximately 1,200 feet northwest of FM-518 and Dixie Farm Road intersection (Figure 1 — Project Location Map). The existing pedestrian bridge over Mary's Creek is a two -span concrete slab beam structure which provides access from Crane Drive to Woodcreek Park. The existing bridge is approximately 40 feet in length and consist of chain link fence rails, 6' high, either side of the structure. Based on FEMA FIRM Map No. 48039C0065K for Brazoria County dated December 30, 2020, the project area is located within the Zone AE, with a Base Flood Elevation of 37.0 feet NAVD 1988. Based on the field measurements taken, bank to bank width of Mary's Creek at the project location is approximately 65.0 feet. Proposed Project: The proposed project includes removal of the existing pedestrian bridge and construction of a new bridge structure in the vicinity of the existing bridge. Work includes design of abutments, bridge approaches, restoration of stream banks, and bank stabilization at the new bridge location. In addition, project includes coordination with the City and Brazoria Drainage District No. 4 (BDD4), preparation of plans, specifications, and cost estimates (PS&E), and bid documents. Based on the site visit with the City personnel on August 17, 2021 and discussions with the City, it is understood that the City intends to use a steel bridge structure currently stored at the City's yard located at the Hillhouse Facility. The City also indicated that this structure has been removed from some previous use and, may require some rehabilitation work such as, sand blasting, painting, and wood deck repair/replacement. The steel bridge structure consists of a steel truss with 4'6" to 5'3" in height, made of rectangular tubular steel members. The structure is approximately 62.0 feet long and approximately 7.0 feet wide. Based on the City's GIS mapping, the top of bank of Mary's Creek is approximately at El. 34.5 feet, approximately 2.5 feet below the 100-year Base Flood Elevation. As such, the proposed bridge structure needs to be elevated in order to provide for the required clearances. In addition, the approach walkways needs to be elevated in order to span the approximately 115-foot-wide floodway. As a result, it is anticipated that the approach walkway shall resemble a timber boardwalk, in construction. The approach ramps shall follow Americans with Disabilities Act (ADA) requirements. Other proposed features shall also include proper bridge railing for pedestrian protection. Based on the meetings with the City on September 22, 2021 and November 1, 2021, and with BDD4 and the City on September 23, 2021, it was agreed that the project design needs to focus on minimizing the impacts to floodway and floodplain, and therefore, a timber boardwalk supported on piers as stated above shall be utilized for bridge approaches. In addition, GCE shall assist the City in ascertaining a variance from BDD4 to eliminate the 2-foot free board requirement between low chord of the bridge and the 100- year flood plain. Design 2 of 8 Page 16 of 35 D9. Revised 7/08 DocuSign Envelope ID: C18D9168-D531-4099-A101-58AD328A5C3C BASIC SERVICES: GCE shall render the following professional Civil Engineering services to the City in connection with Bridge design and construction. 1. Review and compile the information gathered B.Surveying Field surveying work shall be performed by KUO & Associates, Inc. (Kuo). GCE shall administer the survey work by Kuo and coordinate with the City. Field survey work comprises of; topography, 4 cross sections of Mary's Creek, locating ROW and property boundaries, and establishing horizontal and vertical control points. The scope of work for surveying tasks by Kuo is enclosed. C. Geotechnical Geotechnical work shall be performed by Geotest Engineering, Inc. (Geotest). GCE shall administer the geotechnical work by Geotest and coordinate with the City. Geotechnical study consists of; drilling 2 soil borings, each to a depth of 60 feet, soil sampling, and geotechnical lab testing, and providing recommendations for bridge foundation and slope stability. The scope of work for geotechnical tasks by Geotest is enclosed. Design 3 of 8 Page 17 of 35 D9. The contract scope includes the design and construction administration phases for the replacement of a pedestrian bridge crossing Mary's Creek. The contract is scheduled for presentation to Council on the December 13, 2021 meeting agenda. Staffs recommendation will be to award the contract, in the amount of $85,023.00, to GC Engineering. The project is within budget, and the expected completion date is February 2023. Background The Woodcreek neighborhood park is physically separated from Crane Drive by Mary's Creek and enjoyed by residents as a neighborhood park. The current bridge spanning Mary's Creek was identified by staff to be functionally obsolete. The current bridge construction consists of concrete slab sections on a header and posts built across the creek. The railings consist of chain -link fence posts mounted on the top of the deck. The bridge will need replacing to maintain safe access to the newly renovated park amenities. Inspection of this facility raised concerns for the safety of our citizens and the recommendation presented is to close it and to provide a total replacement. Staff salvaged a prefabricated welded steel frame pedestrian bridge, which ran from the Regency Park subdivision to the Jr. High School East parking lot when the street replacement project was performed in 2015. The street replacement project triggered the need to update the emergency response two -point access. Thus, removing the prefabricated welded steel frame pedestrian bridge and replacing it with a vehicular bridge, which included a gate and Knox box, only giving access to emergency personnel. The removed bridge is in good condition and still has many years of useful life. Preliminary inspections show that the decking will need to be replaced and the welded steel frame and handrails will need to be sandblasted and painted. The salvaged bridge will be installed as a replacement to the existing concrete bridge providing a safe modern means of access to and from the Woodcreek Park. Current Status Staff used the City's standard qualification -based selection process to select GC Engineering (GC) from a list of similarly qualified firms. GC has performed similar projects in the past and has a sound working relationship with Brazoria Drainage District #4, which is a critical element for this project. The scope of the design contract includes: the removal of the old concrete pier bridge, address any embankment issues, address BDD4 flood control requirements, design bridge abutments, coordinate construction inspection, and refurbishment and replacement of the existing welded steel frame pedestrian bridge over Mary's Creek with the salvaged pedestrian bridge. Because the construction scope does not include the cost of fabrication of the actual bridge, the design costs are slightly out of proportion with the normal design to construction ratio. The fees proposed by GC Engineering are broken down into the following components: I. Preliminary Engineering (Lump Sum) II. Design Phase Services (Lump Sum) III. Bid Phase Services (Hourly Not to Exceed) IV. Construction Administration Services (Hourly Not to Exceed) V.
