A Resolution of the City Council of the City of Pearland, Texas, authorizing
the City Manager or his designee to participate in the Texas BuyBoard
cooperative purchasing program with Progressive Commercial Aquatics,
Inc., for replacement of the Activity Pool plaster (Pearland Natatorium), in
the amount of $58,700.00.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That contract pricing has been obtained through the Texas BuyBoard, with
Progressive Commercial Aquatics, Inc. (pool plaster replacement), in the amount of $58,700.00.
Section 2. That the City Manager or his designee is hereby authorized to enter into a
contract with Progressive Commercial Aquatics .

A) RE-PLASTER: Project to include saw cutting around all tile inside of pool to preserve. Removal of existing plaster down to concrete shell. Clean and power wash concrete surface to allow
good adhesion with new plaster.
New white quartz aggregate plaster will be installed on entire inner surface of pool. Pool will be refilled and mechanical system will be restarted. Chemicals will be provided to balance pool for
new plaster. Brush and vacuum for 1 week following new plaster application.
Warranty:
Quartz plaster - 3 year warranty against delamination
White plaster - 1 year warranty against delamination
B) Zero Depth Entry: Tile 4 ft of the zero depth entry so that plaster is never exposed. Exposed plaster will crack and chip.
C) Remidation of Penisula/Wall: The penisula currently has exposed plaster. Progressive will chip out wall down to waterline and then cap with tile. Can discuss other options as well.

Re: Activity Pool Re-plaster
Executive Summary
The pool plaster in the Activity Pool at the Pearland Recreation Center & Natatorium has
surpassed its useful life expectancy and needs replacement. To ensure we are providing safe
and quality facilities, staff will be recommending approval to participate in an interlocal cooperative
pricing arrangement through Texas Buy Board for Progressive Commercial Aquatics, Inc. to
replace the Activity Pool plaster. A supplemental budget request in the amount of $54,500 was
approved as part of the FY22 budget. This memo provides background information regarding the
current Activity Pool plaster conditions in the Natatorium and highlights the project scope for
replacement. The original project quote was estimated at $54,500.00, however, the most recent
quote has increased to $58,700, due to material shortages. The updated quote is valid until
January 22, 2022. Adjustments will be made to the expense projections in the Parks & Recreation
General Fund budget to accommodate the additional $4,200 cost for this project.
Highlights
• Supplemental budget request for Activity Pool Replaster was approved in the FY22
Budget in the amount of $54,500.00.
• Project is available through BuyBoard. On October 8, 2021 Vendor, Progressive
Commercial Aquatics Inc. quotes project $58,700.00 and after discussion with staff, will
honor this price through January 22, 2022.
• To ensure an exceptional member experience at the RCN, it is important to continually
have high quality amenities that are in good repair, safe, and aesthetic.
• Through proper pool maintenance and chemical control, the original pool plaster exceeded
it’s 5 year life expectancy to 11 years.
• In addition to Activity Pool replaster, vendor will replace zero-depth entry and anything
above water line on peninsula wall with tile instead of plaster. These areas that are not
completely submerged in water are more susceptible to wear and chipping. Efforts will
help sustain pool surface longer.
Details
The Activity Pool in the Pearland Natatorium hosts numerous programs and operations such as
swim lessons, water fitness classes, youth camps, swim meets, open swim, member lap swim,
and aquatic specialty programs. Between all programs and operations, the activity pool sees over
20,000 patrons annually. With such high utilization and shallow water depth, the activity pool
plaster has significantly worn down, especially in high use areas making it very abrasive. This is
a cause for safety concern, resulting in patrons like swim lesson participants to sustain cuts and
blisters from the chipping texture. The existing plaster has surpassed its initial warranty of 3 years,
and based on average use, it’s projected lifespan of five years. In effort to extend the length of
time between replastering, vendor will install tile in areas of zero depth entry and existing portion
of peninsula above water level. The activity pool plaster needs resurfacing to continue meeting
the operational demands of the natatorium. Current pool plaster is from initial construction and
has not been resurfaced since facility opening in 2010. Photos below provide current conditions
and visible discoloration.
The project will consist of removal of the old pool plaster to expose the concrete shell. The
resurfacing of the Activity Pool will consist of a quartz aggregate plaster. Pool surface will then be
acid washed, followed by having the water refilled and chemically balanced. With proper
maintenance practices and chemical balancing, along with installing tile in portions above the
water line, this resurfacing is expected to sustain 8-10 years of use.
Staff has identified January 12th as the start date for the project in an effort to minimize impact to
overall Natatorium operations including programs, events, and priority-use group schedules.
Though the project is anticipated to take 10-12 days for completition, the Natatorium will only be
fully closed for 6-8 days of the total project timeline. Upon completition the City will invoice
Pearland ISD for 50% of the total project cost.
Progressive Commercial Aquatics is one of the premier aquatic companies in the country with
nearly 40 years in business. Progressive was involved in the design and construction of the
Pearland Natatorium and has consistently serviced the natatorium equipment since its opening.
City staff has trusted Progressive Commercial Aquatics for numerous projects such as sand
media replacement, UV system maintenance, and pool heater maintenance. Progressive has
demonstrated time and time again a high level of quality work and continue to be dependable.
Suggested Action Items
The Pearland Natatorium is a state of the art facility that hosts many events and programs every
year. Events include the UIL Regional Swim Meet, District Swim Meet, PEAK swim meets and
much more. Programs such as swim lessons, water aerobics, and more take place in the Activity
Pool and serve over 20,000 of patrons a year. The original plaster in the Activity Pool has reached
the end of its useful lifespan and is due for replacement. Replacement of the plaster will decrease
the risk of injury, help meet the operational demands of the facility, and improve the overall
aesthetic of the Natatorium.
Staff will be recommending approval at a future City Council Meeting, to participate in an interlocal
cooperative pricing arrangement through Texas Buy Board Cooperative for replacement of the
Natatorium Activity Pool plaster by Progressive Commercial Aquatics, Inc. in the amount of
$58,700.
