R2021-258 A Resolution and Order of the City Council of the City of Pearland, Texas, casting votes for candidates for the Fort Bend County Appraisal District Board of Directors for the 2022-2023 term. WHEREAS, V.T.C.A. TX Code, Section 6.03(g) provides that the governing body of each taxing unit is entitled to vote for members of the Board of Directors of the County Appraisal District, and shall determine its vote by Resolution and submit to the Chief Appraiser by December 15, 2021; and WHEREAS, the City of Pearland is entitled to vote and desires to cast votes for the positions to be filled on the Board of Directors of the Fort Bend County Appraisal District; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: I. That the Official Ballot for the candidates of the Board of Directors of the Fort Bend County Appraisal District, shown as Exhibit "A", is attached hereto and made a part hereof for all purposes. II. That said Official Ballot indicates thereon the number of votes for each candidate cast by the City Council of the City of Pearland. III. That the City Secretary is hereby authorized and directed to submit the Official Ballot containing the votes cast by the City Council of the City of Pearland, Texas, and a certified copy of this Resolution to the Chief Appraiser of Fort Bend County by December 15, 2021. The members of the FBCAD Board of Directors are appointed to two-year terms that start each even -numbered year. The Texas Property Tax Code establishes a formal process for the appointment of members to the appraisal district's Board of Directors. At this point in the process, nominating resolutions have been received by the appraisal district, the ballot has been created by the chief appraiser, and the ballot is now being distributed to the taxing units authorized to vote on the appointments so they may cast their votes in the election. This year, nominations were received for five (5) candidates for the five (5) hoard positions. The election ballot for the 2.021-2022 Fort Bend Central Appraisal District Board of Directors Election is enclosed. The number of votes for each taxing unit is indicated on the attached ballot. The taxing unit may cast their votes in the manner of their choosing. For reference, in previous elections, votes have. been cast for one or all of the candidates. Section 6.03 (k) of the Texas Property Fax Code states, "The governing body of each taxing unit entitled to vote shall determine its vote by resolution and submit it to the chief appraiser before December 15." In order for a taxing unit's votes to be counted in the election, the governing body of the unit must officially adopt a voting resolution indicating their voting decision. A governing body's resolution must identify the number of votes cast for the nominees) and must be signed. The Chief Appraiser must receive the ballot and signed resolution before Wednesday, December 15, 2021. Please make sure your ballot and signed resolution are received before Wednesday, December 15, 2021. Following the December 15' deadline for submission of ballots, the chief appraiser will count the vote totals for each member. The five (5) nominees who receive the largest cumulative vote totals will become the new board of directors. The appraisal district will announce the final result of the election before December 31, 2021. The five (5) candidates for the five (5) positions are: Darren Flynt -- I1 executive with extensive experience promoting innovation, growth, entrepreneurship, and security in complex business environments. As the current [:10 with lnhance technologies, Mr. Flynt led the integration of acquisitions in [Jermany, Mexico, and Australia, driving common anulytics and communications platforms. He also developed an approved multi year plan for growth centered around a full people, process, and technology analysis. Before joining lnhance i echnologies, Flynt spent time as the ACIO of Program Management at. the Barris County Appraisal District where he gained exposure to the appraisal process, 2021-2022 Fort Bend Central Appraisal District Board of Directors Election Page 2 periodically reporting to the Board of Directors. Flynt received his BA in Kinesio!ogy and MS in Computer Science from the Azusa Pacific University in California where he was a National Champion in Track and Field. Additionally, he obtained a MS in Finance from the University of Houston and AE3D in Management Information Science from Claremont Graduate University in California Pamiel J. Gaskin — Retired from KPMG, LLP, a Big 4 Accounting firm and from AT&T. Former Managing Partner of I pink-1 f Services, LLC a technology consulting firm providing Internal Audit and CIO Assist services. Mrs. Gaskin has served on the Missouri City Construction Board of Appeals and as a Board Member of the Houston League of Women Voters. She has been a licensed REALTOR for more than 20 years. Mrs. Gaskin is the founding member of the Missouri City Chapter of Alpha Kappa Alpha Sorority, Inc. and served as the inaugural President of Julia F. Thompson, Inc., a charitable .501(c)(3) organization that has given over $500,O00 in .scholarships to Fort Bend ]SD students since 2003. Mrs. Gaskin has lived in Fort Bend County since 1976. Jim Kij — Current Board Chairran, is a Business Development Manager and Facility Solutions Specialist. Activity involvement with the Fort Bend community includes Fort Bend YMCA, Exchange Club of Sugar Land, Child Advocates of Fort Bend County and City of Sugar Land Mayor's Leadership Council. He has been a resident of Sugar Land since 1991. Michael D. Rozell - Current Board Secretary, started his own company, Rozell Realty in 1987, after working in the gas and nil industry upon moving to Texas in 1974. Along with his extensive background in the real estate industry, he has a vast amount of political experience and business knowledge as a former Fort Bend County Judge and as Director of Economic Development for Harris County. He has served as a board member and president of Braz.oria/Ft. Bend MUD #1, served as a director/manager of the Baybrook MUD #1, and president of Fort Bend County LID 911. He has always been active politically and within his community having served as President of Sugar Land Rotary, Pres. of Houston Realty Business Coalition, lifetime member of Houston Rodeo and 1 ivestock Show, and has been a supporter of many other charities and organizations. He is currently serving as are HOA Neighborhood Representative for The Enclave. He has lived in Ft. Bend County for over 41 years with his wife, Barbara. Members of the board of directors other than a county assessor -collector serving as a nonvoting director serve two-year terms beginning on January 1 of even -numbered years. Section 6.03 "(I) Before October 30, the chief appraiser shall prepare a ballot, listing the candidates whose names were timely submitted under Subsections (g) and, if applicable, (h) or (i) alphabetically according to the first letter in each candidate's surname, and shall deliver a copy of the ballot to the presiding officer of the governing body of each taxing unit that is entitled to vote. (k) The governing body of each taxing unit entitled to vote shall determine its vote by resolution and submit it to the chief appraiser before December 15. The chief appraiser shall count the votes, declare the five candidates who receive the largest cumulative vote totals elected, and submit the results before December 31 to the governing body of each taxing unit in the district and to the candidates. For purposes of determining the number of votes received by the candidates, the candidate receiving the most votes of the conservation and reclamation districts is considered t❑ have received all of the votes cast by conservation and reclamation districts and the other candidates are considered not t❑ have received any votes of the conservation and reclamation districts. The chief appraiser shall resolve a tie vote by any method of chance."
