2001-10-29 PARKS, RECREATION AND BEAUTIFICATION MINUTESCITY OF PEARLAND PARKS, RECREATION & BEAUTIFICATION BOARD October 29, 2001 MINUTES AS RECORDED OF THE MEETING HELD ON MONDAY, OCTOBER 29, 2001 AT 7:03 P.M. AT THE PEARLAND COMMUNITY CENTER, 3523 LIBERTY DRIVE, PEARLAND, TEXAS Chairman Dwayne Lum call the meeting to order at 7:03 pm with the following present: Dwayne Lum Chair Kenneth Geyer, Member Trish Mathison Member Joseph Taylor, Member Jesse Gutierrez Member Christian Corl, Member Paul Habermas Member Kenneth Geyer made motion to excuse absences of Joe Taylor and Paul Habermas from September 10, 2001 meeting. Trish Mathison seconded. Letter of resignation from Jack Click was read by Dwayne Lum. Approval of Minutes Paul Habermas made motion to accept the minutes of the September 10, 2001 meeting, Trish Mathison seconded, motion carried 6-0. Consideration and Possible Action: Concept Plan for Proposed Veterans Park Mr. Lum introduced Terri Morgan and Tom Rives from the Rotary Club. Terri Morgan and Tom Rives presented a concept plan for the proposed Pearland Veteran Memorial Park. Tom described the park, as having a 260-foot star with a center star/pavilion, with 5 points, each representing the five wars. At the end of each point is a granite obelisk/fountain where water flows into a reflecting pond. Cost is approximately $2.6 million which will be raised by private donations and fund raising. The City is asked to donate the land and maintain the park. Roundtable discussion followed: Kenneth Geyer questioned presenters about maintenance/costs. Discussion on potential rental uses. Paul Habermas asked about location and lighting. Kenneth Geyer made the motion to support the project and Jessie. Gutierrez seconded. Motion passed 7-0. There will be a council workshop to present the concept to Council and Kenneth Geyer said he will attend. Election of Officers The Nominating Committee recommended the following candidates for 2002: Dwayne Lum, Chair; Kenneth Geyer, Vice -Chair, and Trish Mathison, Secretary Paul Habermas made the motion to accept the nominations of the nominating committee. Mr. A•. Geyer seconded, motion passed 7-0. Officers for the year are: Dwayne Lum, Chair, Kenneth Geyer, Vice Chair, and Trish Mathison, Secretary. Consideration and Possible Action on Re -Opening of Jasmine Street ''` Discussion followed on the pros and cons of a request from The Methodist Church to consider re -opening Jasmine to alleviate the flow of traffic on Sundays. Since this is next to the future Zylinski Park, concern was expressed by Board members. Motion was made by Mr. Habermas seconded by Mr. Geyer to recommend to Council not to re -open Jasmine Street. Motion passed 5-0 with Mr. Lum and Ms. Mathison abstaining. Consideration and Possible Action on Establishing Park Foundation Ed discussed the benefits of starting a foundation for the sole purpose of soliciting funds for the Parks and Recreation Department. He attended the NRPA conference and learned about foundations in existence that have funds to assist new foundations. After a roundtable discussion followed about forming a non-profit Park Foundation. Kenneth Geyer motioned to endorse concept of foundation, Joseph Taylor seconded, passed 6-0. No Chair Report Director's Report The City will receive an award from TML for the Parks Department innovative training program for their maintenance staff. The program began last year with nine workers taking a horticulture course. Houston Community College sent an instructor to Pearland twice a week. The class project was the rose garden by City Hall. Board members are invited to attend the Aook award luncheon on November 30. Dog Trot was held October 27 with 81 participants. Staff is working on a possible Veteran's Day Celebration with Len DePrang, at Nelson Auditorium at 2:00 pm. Greg Reynolds, Park Superintendent resigned to take a job in the private sector. There will be a Halloween Dance at Pearland Rec Center for 5 h - e grade, 6:30 pm to 8:30 pm. on Wednesday, October 31, sponsored by the Department. Three large live oaks were planted at the C.J. Harris Playground. More trees are planned for Pearland Parkway. Other Business None Adjournment Paul Habermas made motion to adjourn, seconded by Kenneth Geyer. Motion passed 6-0.
