THE CITY OF PEARLAND, TEXAS, TO BE HELD ON FEBRUARY 3, 2021 AT 5:30 PM, IN THE
TRAINING ROOMS 1 & 2, PEARLAND PUBLIC SAFETY BUILDING, 2555 CULLEN BLVD.,
PEARLAND, TEXAS. PLEASE NOTE, ALL ATTENDEES MUST HAVE AND SHOW A
TEMPERATURE LESS THAN 100.4 DEGREES AND WEAR A MASK, ENGAGE IN SOCIAL
DISTANCING AND SHOULD PRACTICE PROPER HYGIENE IN ORDER TO ATTEND THE
MEETING.

II. ANIMAL SHELTER ADVISORY COMMITTEE MEMBER ROLL CALL— Present Chad
Randall, Cathy Cupples, John Fischer & Mary Hickling. Absent — Larissa Gavin
III. DISCUSSION AND POSSIBLE ACTION REGARDING MINUTES FROM THE
SEPTEMBER 16, 2020 MEETING — No discussion motion by Fischer to adopt,
seconded by Cupples, unanimous 4-0.
IV. PUBLIC COMMENTS — There were no public comments.
V. DISCUSSION AND POSSIBLE ACTION FOR A RECOMMENDATION ON THE
HANDLING OF OWNER SURRENDERS AND THE PARAMETERS FOR ACCEPTING
THEM AT THE PEARLAND ANIMAL SHELTER — After discussion, Cupples made a
motion to recommend the Pearland Animal Shelter and Adoption Center adopt
the following policy with regard to handling Owner Surrenders: The shelter
should only accept surrenders from Pearland residents, the person should be
able to show some proof of residency, the surrendered animal must be both
sterilized and currently rabies vaccinated, the shelter should provide information
to the resident on other alternatives such as rescues, ownership, social media
for homing, etc., the resident must wait two weeks to turn over the animal, this
is to encourage the resident to find another means for the animal, and the
shelter should not accept surrendered animals if the Adoption Capacity is over
75%. A supervisor of the shelter may make exceptions for exigent
circumstances. The motion was seconded by Hickling. The motion passed
unanimously 4-0.

Volunteers: The volunteer program was suspended in March in response to the pandemic but was restarted
on a limited basis on January 19. Volunteer shifts filled up quickly. We will be returning to normal volunteer
operations over the next couple of months.
Staffing: We have filled the Animal Services Supervisor position. David Losoya. Field operations is fully staffed.
We have one open Shelter Attendant position
Training: All off site training has been suspended in response to the COVID 19 pandemic.

Needs of the shelter: Placement options for feral cats and dogs that don't get along with other pets. Exploring
more options in the northern United States for transport.
Social Media: Followers and "Likes" up approx. 3100 compared to 2019. We just surpassed 101< followers.
Shelter Operation: Business continues to be conducted curbside including adoptions, fosters, rescue, trap
loaning, and donations.
Status of 2019 Bond and new Shari D. Coleman Pearland Animal Shelter and Adoption Center - Demolition is
complete and preparation for the foundation is underway.
