R2021-233 A Resolution of the City Council of the City of Pearland, Texas, appointing a Short-Term Rental Advisory Committee and adopting a Committee Charge regarding recommendations for proposed Short-Term Rental regulations. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Council hereby appoints a Short-Term Rental Advisory Committee and adopts the Committee Charge attached hereto as Exhibit "A". COKER CITY ATTORNEY EXHIBIT A Short Term Rental (STR) Advisory Committee (Charge) COMMITTEE MEMBERSHIP • Mayor Kevin Cole • Councilmember Adrian Hernandez • Councilmember Trent Perez • Resident (CVB Board member/Hotelier) Manny Patel • Resident John Lampson • One member of the Planning and Zoning Commission SCOPE The Committee shall work with City staff to evaluate various STR regulatory options including, but not limited to: • Permitting/Revocation/Appeal • Inspection requirements/safety elements • • Occupancy/reservation limitations • Specific prohibitions • Advertisement regulations • Neighbor notifications/24-hour contact for complaints • Compliance with City regulations (i.e., UDC, HOT Tax, City Code of Ordinances) • Penalty provisions MEETINGS The Committee shall meet no less than once every two (2) weeks, except that the Committee, at its discretion, shall have the ability meet more frequently. The City Manager or designees from .the City staff will provide technical and administrative assistance to facilitate the work of the Committee. • The Committee Chair shall be designated by the City Council as part of the formation of the Advisory Committee. The Committee shall submit its recommendations to the City Council on or before December 31, 2021. RECOMMENDATIONS The Committee shall weigh the benefits of various STR regulatory options and provide recommendations to the City Council. The City Council will subsequently provide direction to staff' with respect to the regulatory elements it desires to include in a proposed ordinance.
