The Pledge of Allegiance was led by Councilmember/Mayor Pro Tem Dennis Frauenberger. It was moved by Councilmember Bost, seconded by Councilmember Tetens, that the Minutes of the Regular Meeting of June 23, 1986, be approved as submitted. Motion passed 5 to 0. None None None n Doris Collier, President of Clean Pearland, presented Mayor Reid with a proclamation from Keep Texas Beautiful Council, recognizing the City of Pearland as this year's Distinguished Governor's Award Finalist. Mayor Reid expressed his pleasure in receiving this award on behalf of the City and recognized from the audience the founding president of Clean Pearland, Fran Coppinger. NEW BUSINESS ORDINANCE NO. 517, ORDINANCE ADOPTING THE SO[Tl11EFN STANDARD PIIN GMU CODE City Manager Ron Wicker explained that the City operates from a set of codes dealing 287 with construction; and we are asking Council to adopt on a periodic basis new standards which have proven adequate for serving this part of the country. Most cities in this area use the Southern Standard Building code. Upgrading the codes to meet the new standards will keep our city the way we want it as new construction takes place, Mr. Wicker said. RATIFICATION OF CITY MANAGER'S REAPPOINTMENT OF JAMES GILBERT TO CIVIL SERVICE COMMISSION FOR A THREE-YEAR TERM City Manager Ron Wicker advised that James Gilbert has served on the Civil Service Commission for a three-year teen and he feels Mr. Gilbert has done a good job and he is recommending ratification of this reappointment. It was moved by Councilmember Bost, seconded by Councilmember Tetens, that the Council concur in the City Manager's reappointment of James Gilbert to the Civil Service Commission for a three-year term. Motion passed 5 to 0. ESTABLISHMENT OF PERMIT FEES TO BE CHARGED UNDER SOUTHERN STANDARD BUILDING CODE, 1985 EDITION Public Works Director Bill Thomasset mentioned that the recommended fees are comparable with the fees used by other cities in the area. It was moved by Councilmember Frauenberger, seconded by Councilmember Roberts, that City Council adopt the recommended supplemental permit fee schedule for the Southern Standard Building Code. Motion passed 5 to 0. BID NO. B86-15, SURFACE PREPARATION AND PAUMM OF PARK 1T1WM COURTS AND BASKETBALL COURTS Council reviewed the following bids: CLEANING, SURFACE CLEANING, SURFACE PREPARATION & PREPARATION & RESURFACING OF SURFACING OF BID VENDOR TENNIS COURTS BASKETBALL COURTS TOTAL BID BOND TENNIS TECH, INC. $12,232.00 $6,200.00 $18,432.00 X RELIABLE PAINTING CASHIERS CONTR., INC. 44,800.00 5,470.00 50,270.00 CHECK CASHIERS SERVICE GROUP, INC. 12,612.00 9,785.00 22,397.00 CHECK Assistant City Manager Gary Jackson advised he felt the most advantageous option for the City was to award this bid to Tennis Tech, Inc. for a total bid overall of $18,432.00. It was moved by Councilmember Frauenberger, seconded by Councilmember Bost, that Bid No. B86-15 be awarded to Tennis Tech, Inc. for cleaning, surface preparation and resurfacing of tennis courts in the amount of $12,232.00 and cleaning, surface prepa- ration and surfacing of basketball courts in the amount of $6,200.00, for a total bid of $18,432.00. Motion passed 5 to 0. APPROVAL OF THE FOLLOWING 1 MICE It was moved by Councilmember Tetens, seconded by Councilmember Frauenberger, that invoice from Walsh Engineering, Inc. for engineering services through June 15, 1986, on survey, design and construction of drainage outfalls associated with F.M. 518 widening project; intersection improvements, Old Alvin Road and Walnut -Barry Rose Road, in the amount of $3,482.43, be approved and payment made from the appropriate funds.
