2021-08-16 CITY COUNCIL SPECIAL MEETING MINUTESMINUTES OF A CITY COUNCIL SPECIAL MEETING OF THE CITY OF PEARLAND, TEXAS, HELD ON AUGUST 16, 2021 VIA IN-PERSON/TELEPHONE/VIDEO- CONFERENCE AT 5:00 PM, IN PEARLAND CITY HALL COUNCIL CHAMBERS, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. CALL TO ORDER Mayor J. Kevin Cole called the meeting to order at 5:03 p.m. II. ROLL CALL AND CERTIFICATION OF QUORUM Mayor J. David Little Councilmember Trent Perez City Manager Clay Pearson City Attorney Darrin Coker City Secretary Crystal Roan Councilmember Woody Owens was absent. III. CITIZEN COMMENTS There were none. I. NEW BUSINESS Mayor Cole changed the order of the agenda to discuss New Business Item No. 2 before New Business Item No. 1. 2. Utility Billing: UB Quarterly Update on process and procedural work. Water Billing &Collections Manager Nancy Massey presented the Utility Billing Quarterly Update. Council discussed the Utility Billing Quarterly Update. No action was taken. 1. Utility Billing Ad Hoc Advisory Committee to share their final report and recommendations to the City Council. Steve Sabo, Utility Billing Ad Hoc Advisory Committee Chair, presented the Utility Billing Ad Hoc Advisory Committee's final report. Pearland City Council Special Meeting Minutes -August 16, 2021 Patrick O'Day, Utility Billing Ad Hoc Advisory Committee Member, 3410 Parkside Drive, Pearland, Texas, stated his concerns regarding water meter consumption. Mark Smith, Utility Billing Ad Hoc Advisory Committee Member, 13020 Imperial Shore Drive, Pearland, Texas, spoke regarding the processes presented by the Committee. Ralph King, Utility Billing Ad Hoc Advisory Committee Member, 2805 South Galveston, Pearland, Texas, stated his concerns regarding the data validation of the meters. Denise Hewitt, Utility Billing Ad Hoc Advisory Committee Member, 3404 Blue Spruce Trail, Pearland, Texas, spoke regarding her personal water meter situations and stated her concerns regarding the testing methods for the meters and the 32/30 water billing plan. Julie Ward, Utility Billing Ad Hoc Advisory Committee Member, 2302 Harbor Pass Drive, Pearland, Texas, stated her concerns regarding the 32/30 water billing plan. Jimmy Davis, Utility Billing Ad Hoc Advisory Committee Member, 5004 Colmesneil St., Pearland, Texas, spoke regarding the Committee's recommendations. He also stated his concerns regarding the amount of billing cycles within each month. Discussion ensued between Council and the Utility Billing Ad Hoc Advisory Committee. No action was taken. IV. ADJOURNMENT Mayor Cole adjourned the meeting at 7:08 p.m. Minutes approved as submitted andlor corrected this the 13th day of September, 2021.
