1986-05-05 CITY COUNCIL PUBLIC HEARING MEETING MINUTES251 MINUTES OF TWO JOINT PUBLIC HEARINGS OF THE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON MAY 5, 1986, AT 7:30 P.M. IN THE CITY HALL, 2335 N. TEXAS AVENUE, PEARLAND, TEXAS The meeting was called to order with the following present: Mayor Tom Reid Councilmember/Mayor Pro Tem Dennis Frauenberger Councilmember Councilmember Councilmember City Manager City Attorney City Secretary Director of Public Works Stella Roberts Richard Tetens Charles Mack Ronald J. Wicker Luke L. Daniel Kay Krouse William Thomasset Code Enforcement Officer Ernesto Buenrostro Planning and Zoning Chairman Leroy Savoie Planning and Zoning Member Al Lentz Planning and Zoning Member Bill Teasdale Planning and Zoning Member Clyde Starns Planning and Zoning Member Jack Tyler Planning and Zoning Member Al Klosterman Absent from the meeting: Councilmember James Bost and Planning and Zoning Member Carlton Baker. NUMBER OF CITIZENS SIGNING ATTENDANCE REGISTER: 13 Mayor Reid opened the meeting with some introductory remarks. Mayor Reid explained that this was the first joint public hearing of the City Council and the Planning and Zoning Commission which is now permitted under our new Land Use and Urban Development Ordinance to receive testimony concerning an amendment to the Ordinance. Planning and Zoning Chairman Leroy Savoie commented that even though this is a joint hearing, the Planning and Zoning Commission will deliberate the issues that are presented tonight as a separate body. The hearings will be officially closed tonight and at a regular Planning and Zoning meeting tomorrow night, the Commission will discuss the testimony received tonight, reach a decision and make a recommendation to the City Council. Mayor Reid commented that after receiving recommendations, the Council will make their decision at their regular meeting next Monday night. DOCKETED PUBLIC HEARING NO. 1 PURPOSE OF THE HEARING: LAND USE CHANGE APPLICATION NO. 1, HARRISON L. WICKER, OWNER, FROM CLASSIFICATION MULTI -FAMILY (MF) TO GENERAL BUSINESS (GB) ON LOTS 30, 31, AND 32, BLOCK 35, PEARLAND TOWNSITE, BRAZORIA COUNTY, TEXAS, ACCORDING TO THE MAP OR PLAT THEREOF RECORDED IN VOLUME 29, PAGE 41 OF THE DEED RECORDS OF BRAZORIA COUNTY, TEXAS (2300 BLOCK OF SAN ANTONIO) PERSONS SPEAKING FOR THE PROPOSED CHANGE: Mr. Harrison Wicker explained he is currently the owner of a gift and antique shop, "Something Country," and is requesting this zone change from Multi -Family to General 252 Business because he would like to enlarge this business and move it to the three lots on San Antonio Street he has purchased. His plans are to build a two-story Victorian style building for this business. He stated he has contacted most of the neighbors and they all seem to be in favor of his plan. PERSONS SPEAKING AGAINST THE PROPOSED REQUEST: No one present spoke against the proposed zone change request. Lot 91 of the George W. Jenkins s/d in W.D.C. Hall League has been in my family since August 18, 1908. I am the present landowner of the property and wish to express my desire in having it remain zoned as "C" & "GB," that is Commercial and General Business Classification.
