BE IT. RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain amended contract,by and between the City of Pearland and •
CDM Smith, Inc., a copy of which is attached hereto as Exhibit "A" and made a part hereof for all
purposes, is hereby authorized and approved.
Section 2. That the City Manager or his designee is hereby authorized to execute and
the City Secretary to attest an amended contract with CDM Smith, Inc. •

AMENDMENT 4-SCADA SERVICES
FOR
PEARLAND SURFACE WATER TREATMENT PLANT PROJECT

INTRODUCTION
This scope of services for the Pearland Surface Water Plant(SWTP)is an amendment to add
SCADA Development and Commissioning services to be performed by the Engineer.This
overall project is broken into three design packages.The scope of the SCADA services apply to
Packages 1 and 2 in their entirety and the Ground Storage Tanks and High Service Pump
Station at the SWTP site that were designed under Package 3.The packages are defined below:
• Package 1-Intake and Raw Water Pump Station
• Package 2-Surface Water Treatment Plant
• Package 3-Ground Storage Tank,High Service Pump Station,and Off-site Transmission
System Improvements
Stakeholders for this contract include:
• CDM Smith Inc. and its teaming partners as"Engineer"
• City of Pearland as"City" or"Owner"
• Ardurra Group as"Owner's Representative".
• Construction Manager-at-Risk(CMAR)is Pepper Lawson Waterworks (PLW)
• Freese and Nichols as"Package 1 Consultant"
• Stantec as"Package 3 Consultant"
• Texas Water Development Board as"the funding agency"
The work is separated into the following five phases:
Phase 1-PROCESS EVALUATION AND DEVELOPMENT-Complete.
Phase 2-PRELIMINARY DESIGN-Complete.
Phase 3-FINAL DESIGN-Complete.
Phase 4-CONSTRUCTION SERVICES-In progress.
Phase 5-SCADA Development and Commissioning-Amendment 4.
Phases 1 and 2 were completed under the original authorization.Amendment 1 was a no-cost
reallocation of funds from the bench testing task to provide additional survey services.Phase 3
was authorized under a new Final Design Contract in the Pearland Manage-It system.Phase 4
services are described here as Amendment 3 to that Contract. This amendment will be
additional tasks added to the Phase 4 services as defined below.
PHASE 5 SCADA DEVELOPMENT AND COMMISSIONING:

CDM Smith is to serve as the application engineering services supplier(AESS) during
construction of the SWTP. Application Engineering(AE) Services consist of SCADA
development(Tasks 5.1 through 5.7) and SCADA commissioning(Task 5.8). AE Services for

SCADA Development,include:
• AE Kickoff Meeting and Work Plan
• AE Programming Plan
• SCADA/HMI/OIT Graphics
• SCADA System and Network Configuration
• Reports/Alarms/Historian Development
• Vendor Coordination
• Database Development
• PLC Programming and Development
The AE services will be applicable to work products delivered under Packages 1,2,and 3 but
are limited to areas that fall within or immediately adjacent to boundaries of the SWTP.Work
products located within the fence line include:
• Package 1 Raw Water Intake and Pump Station
• Package 2 Surface Water Treatment Plant
• Package 3 High Service Pump Station and Ground Storage Tank
Additionally,AE services will include programming to establish read-only data exchange
between GCWA and SWTP. SWTP to provide total daily volumes of raw water intake and
flows leaving SWTP and discharging into the American Canal. GCWA will provide water
quality readings from various-upstream analyzer locations.
Assumptions/Requirements:
Integration of external sites not listed above will be carried out under the City-Wide SCADA
Design/Build Project(SCADA-WP/WW/LS,PO#2020-00001681).
Task 5.1-Kick Off Meeting and AE Work Plan: Conduct a SCADA Programming kickoff
meeting to introduce key stakeholders,their roles and responsibilities,key points of contact,
and identify project goals,project procedure'protocols,and execution approach. Work with
CMAR,Owner's Representative,Engineer,and CITY to establish an AE schedule with
milestones coordinated with the established construction schedule and goals. Develop an AE
Work Plan based upon the contract documents.
Deliverables: Kickoff Meeting Agenda and Meeting Summary;Draft and Final AE Work
Plan,electronic documents only.
Task 5.2-AE Programming Executive Summary: Confirm and benchmark intent of contract
documents applicable to the programming effort. This includes P&IDs and Control
Narratives. Changes or clarifications will be documented and communicated to appropriate
parties.One all day in-person meeting for all Packages and vendor coordination in Pearland
to be scheduled after the Draft Submittal.
The workshop goal is to generate a consensus understanding with all parties on how the
system will be implemented and operated based on the contract documents. Only approved
control narratives will be implemented on the project.

Task 5.3-SCADA/HMI Graphics: Prepare outline list of graphics with their proposed •
functionality.The outline will include a brief description of the graphics purpose,major
equipment items included,layout features,and general orientations. Graphics layout
information will be based on the process mechanical drawings,P&IDs,and SCADA Standards.
The graphics outline will be provided for Stakeholder review.
Conduct graphics workshops with the operations staff to discuss the outline and graphic
content.The workshop will be in an all-day in person workshop for Packages 1,2 and 3
plus four hours of virtual meetings to review.
Based on the results of the graphics workshop,AESS will develop the static portion of the
graphics and issue for comment. Up to 80 HMI graphics for the VTScada. The graphics will be
submitted per groups of systems to be determined. Once approved,the graphics will be
configured for deployment.

Task 5.4-SCADA/HMI System Configuration: AESS will confirm information for server,
workstation,and switches for.Packages 1,2 and 3 detailing the network configuration,serial
numbers,licenses,and software required to be downloaded. The information will be
coordinated with City IT staff.
AESS will perform system setup in coordination with City IT for each I/O server,workstation,
and switch based on the following:

• Coordinate System Setup and SCADA/HMI Programming of:
• Up to 2\VTScada I/O Servers
• Up to 2 Historian Servers
• Up to 1 Thick-client Engineering Workstation .

Assumptions/Requirements:
• Configuration of SCADA/HMI will be capable of operating as a stand-alone system
without the need of an established City WAN connection during potential outages. The
HMI will pull plant data from four SCADA serves:two redundant servers at Public Safety
Building,SVR-SCADA-1 &2 and two redundant servers at SWTP,SVR-SCADA 3&4.
• All Ethernet switches will be configured by City IT group.
Task 5.5-Reports/Alarms/Historian Development:Based on the approved AE Programming
Narrative.Review,a list of alarms will be prepared and submitted for review.

A list of historian tags will be prepared and submitted for review.
Conduct one 4-hour workshop to discuss report form and content. Excel-based report
templates,graphical interfaces and(listing for alarms and historical tags will be developed based
do workshop results.

Task 5.6-Database Development: AESS will prepare an I/O list for Packages 1,2 and 3 and
update based on Vendor Submittals,RFIs,and Change Orders. AESS will develop.database
templates based on symbol type and prepare an excel-based database. AESS will create Peer-to-
Peer lists based on Vendor Submittals which will be maintained with the I/O list.
Deliverables: I/O List submittal,electronic document only.
Task 5.7-PLC Development:'AESS will select applicable function blocks,routines,and
associated guidelines for PLC programming. AESS will prepare a summary for each PLC that
demonstrates chassis configuration(done by the PCSS/Vendor),hardwired I/O(done by .
PCSS/Vendor),parent tag and their association with a function block,automatic controls,and
peer-to-peer communication.
AESS will develop PLC programming based on the following:

Task 5.8-SCADA Commissioning: AESS will provide AE commissioning services that
include:
• Commissioning Coordination
• Factory Testing
• Onsite Testing
• SCADA Training
• Onsite Support
Task 5.8.1-Commissioning Coordination: (Up to 96 hours included)Planning for testing will
begin prior to site work.AESS will participate in conference calls for coordination activity with
Contractor and PCSS sub-contractor as part of the commissioning planning process.
Deliverables: Review comments,meeting summaries as applicable,all electronic deliverables.
Task 5.8.2-Factory Testing:AESS will prepare a factory test procedure. It will be submitted to
• Engineer,CMAR,Owner's Representative,and City for approval.
AESS will conduct Unwitnessed Factory Test(UFT),System Integration Test(SIT),and
Witnessed Factory Test(WFT)based on the approved factory test procedure.
Deliverables: AESS Factory Test Procedures,Test Records and Punch List Reports for all
UFT,WFT and SIT,all electronic deliverables.
Assumptions/Requirements:
• PCSS will conduct all testing and support per Contract Documents Section 13612.
• Basis of level of effort is 20 man-days of testing for SIT at PCSS facility.
• Basis of level of effort is 10 man-days of testing for WFT at PCSS facility.
• WFT does not include vendor systems
Task 5.8.3-Onsite Testing:AESS will prepare onsite test procedures in accordance with
contract documents,SCADA standards,graphics,and control narrative submittals. Procedures
will be submitted to Engineer,CMAR,Owner's Representative,and City for approval.
AESS will participate in the Operational Readiness Test(ORT),Function Demonstration Test
(FDT),and Site Acceptance Test(SAT)based on the approved onsite test procedure as described
in Section 13612.
AESS will participate in bringing the equipment online and performing tuning and adjustments
in the SCADA system during the plant startup effort.
A weekly summary report will be provided to the Owner's representative/Resident Project
Representative(RPR) detailing AESS activity. Contents will include progress achieved as well

as impediments to progress due to circumstances beyond AESS control.The purpose of the
report will be to assist the RPR in assessing overall construction progress and to identify
potential problems that impact the AESS schedule.
Assumptions/Requirements:
• The level of effort assumptions reflects reasonable on-site activity based on the AESS
experience.
• AESS requires 15 business days of prior notice of mobilization.
• When scheduled to be on-site,AESS normal business hours are defined as 8am to 5pm,
Monday to Friday. Cases where the AESS is asked to be present onsite after normal
business hours will be considered on a case-by-case basis.
• AESS assumes the review of one factory test plan and one onsite test plan from the PCSS
and up to two submittal reviews(one initial and one follow-up)for reviewing for each
PCSS test plan.
• AESS requires that City will provide remote access to all applicable servers including
central servers for VTScada,Win911,and Historian as well as any new servers installed
on this project.
• AESS man-day are eight-hour days:
• AESS includes up to 60 man-days onsite for ORT.
• AESS includes an equivalent of 50 man-days for start-up support(equivalent to 400 total
hours).Whether the hours are virtual or in-person support to be coordinated with the
CMAR firm and Owners Representative at the time of implementation.
• AESS includes up to 15 man-days onsite for FDT.
• AESS includes up to 5 man-days onsite for pre-substantial completion testing. AESS will
remain onsite during normal business hours and maintain remote access capabilities
outside normal business hours during the 72-hour consecutive test.
• PCSS has completed all PCSS-oriented testing prior to notifying AESS of readiness.
• Two full-time dedicated PCSS team members and on-demand personnel in the field for
the ORT phase will be available from the PCSS.
• Vendors provide the appropriate personnel to conduct onsite SCADA integration testing
with the AESS.
Deliverables: AESS Test Procedures,Test Records and Punch List for ORT,FDT,SAT,
and Weekly Summary Report,all as electronic deliverables.
Task 5.8.4-SCADA Training: AESS will prepare a preliminary training outline with examples
of training aids and tools used during training. AESS will also prepare audience-focused
training courses in accordance with the contract documents and centered on the final developed
control system.
AESS will coordinate scheduling,attendees,classroom preparation,course work packages,and
technology requirements with all stakeholders no less than 15 business days prior to the
scheduled course.
AESS will conduct audience focused training courses per the following:

• Management Level-One (1)course up to two hours each for two sessions to cover a high-
level overview of the control system including system architecture,SCADA equipment,
graphics,reports,alarm management,and historical data.
• Operator Level-One (1) course up to 8 hours broken into two 4-hour segments to support
two shifts to cover an operator-level overview of the control system including system
architecture,SCADA equipment graphics,reports,alarm management,and historical data.
Will provide a deeper operator-level section covering the operability of the HMI,OTT,
reports,alarming,and all control strategies under scope. Basic troubleshooting and
diagnostic will also be included.
• Administrator Level-One(1)course up to 8 hours each for two sessions to overview of the
control system and control strategies. Provides an in-depth course covering troubleshooting
and maintenance of HMIs,PLCs,OITs,Reports,Alarm Callouts and Historian.
AESS includes training course materials for all attendees per class.
AESS will prepare record of attendance of each training course and submit as proof of
completion.

Assumptions/Requirements:
• Prerequisite: all City administrators for the SCADA system have completed all training
courses for PLC,HMI,and Historian under the contract documents.
• Suitable training location with Video Conferencing will be provided by Owner for
training.
• Owner will furnish 1 SCADA Servers,5 thick/thin clients,2 PLCs,and individual Tablet
processors for training sessions.
Task 5.8.5-AESS O&M Submittal: AESS will prepare a preliminary operational and
maintenance (O&M)outline and submit for review no later than 90 days before ORT.AESS will
prepare and submit draft O&M manual 60 days prior to starting the ORT. The O&M contents
will include:
