MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS HELD
ON FEBRUARY 17, 1986, AT 7:30 P. M. IN THE CITY HALL, 2335 N. TEXAS AVENUE, PEARLAND,

The meeting was called to order with the following present:

PURPOSE OF THE MEETING
UNFINISHED BUSINESS
BID NO. B86-1, HEAVY DUTY RESCUE VEHICLE
Al Lentz
Richard Tetens
Dennis Frauenberger
Terry Gray
Ronald J. Wicker
Luke L. Daniel
Kay Krouse
Assistant City Manager Gary Jackson explained that $124,000 was the low bid received
but after reviewing the bids it was determined there were several expensive non-
essential items included in the specifications. If these items were eliminated, it
would mean a savings of approximately $15,000. Therefore, the Fire Department would
like to recommend rejecting the bids received and rebidding with either eliminating
those $15,000 worth of items from the specifications or allowing deductive alternates
in the bid format.
It was moved by Councilman Lentz, seconded by Councilman Tetens, that all bids
received under Bid No. B86-1, Heavy Duty Rescue Vehicle, be rejected and that this
item be rebid at a future date using a system of deductive alternates.
Motion passed 5 to 0.
NEW BUSINESS
BID NO. B86-4, TELEPHONE SYSTEM FOR PUBLIC SAFETY FACILITY
Assistant City Manager Gary Jackson explained the bid format for the telephone
communication system for the new Public Safety Facility. We are looking, he said,
for the best service possible and in emergency cases of telephone outages, 2 to 3
hours response time is mandatory. Referring to a memo from City Attorney Luke
Daniel, Mr. Jackson stated that since the first and second lowest bidders failed to
meet specifications, Council could rightfully proceed with awarding the bid to the
third lowest bidder. There was a general discussion with Council concerning the
possibility of looking into an alternative system from Southwestern Bell called
Centrex System.
It was moved by Councilman Bost, seconded by Councilman Tetens, that Council decision
on Bid No. B86-4, Telephone System for Public Safety Facility be passed until the
next regular Council meeting.
Motion passed 5 to 0.
BID NO. B86-5, FURNITURE FOR PUBLIC SAFETY FACILITY
Assistant City Manager Gary Jackson explained that the Staff had outlined in the bid
format the basic furniture needs for the new Public Safety Facility and he is
recommending approval of absolute low bidder, Crawford Office Supply.
It was moved by Councilman Bost, seconded by Councilman Tetens, that Bid No. B86-5
for furniture for Public Safety Facility be awarded to Crawford Office Supply in the
201
amount of $15,163.98 and payment be made from the appropriate funds.
Motion passed 5 to 0.
The meeting adjourned at 7:54 P. M.
