Subsurface Utility Engineering (SUE)
CobbFendley will perform the SUE work requested for this project in general accordance with
the recommended practices and procedures described in ASCE Publication Cl/ASCE 38-02
(Standard Guidelines for the Collection and Depiction of Existing Subsurface Utility Data). As
described in the mentioned ASCE publication, four levels have been established to describe the
quality of utility location and attribute information used on plans. The four quality levels are as
follows:
• Quality Level D (QL "D") — Information derived from existing records (e.g., plans, GIS
databases, utility owner memory and recollection, etc.).
• Quality Level C (QL "C") — QL "D" information supplemented with information obtained
by surveying visible above -ground utility features (e.g., valves, hydrants, meters,
manhole covers, etc.).
• Quality Level B (QL "B") — Also known as "designating" this quality level provides the
horizontal position of subsurface utilities within approximately one foot. Two-dimensional
(x,y) information obtained through the application and interpretation of non-destructive
surface geophysical methods. Utility indications are referenced to established survey
control.
• Quality Level A (QL "A") — Also known as "locating", this quality level provides precise
three-dimensional (x,y,z) information at critical locations by exposing specific utilities.
D:\Departments\12_Municipal\Proposals\City of Pearland\Barnett Lift Station Consolidation\Proposal - East and West Barnett Lift
Stations.doc
EXHIBIT A
Non-destructive vacuum excavation equipment is used to expose utilities at specific
points. Utility indications are referenced to established survey control.
It is the responsibility of the SUE provider to perform due diligence with regards to records
research (QL "D") and acquisition of available utility records. The due diligence provided for this
project will consist of contacting applicable "One Call" agencies, reviewing any available utility
record information, and visually inspecting the work area for evidence of utilities. CobbFendley
is not responsible for designating and locating "unknown" utilities that were not detected while
scanning the work area. While uncommon, utilities possessing the following characteristics can
be missed while using the standard SUE procedures: utilities buried excessively deep beyond
the detection limits of standard locating equipment, abandoned utilities, utilities with no apparent
surface features and no records available, non-conductive utilities, and utilities buried in soil
unsuitable for detection. All past, current, or future contractors working on this project shall call
One Call before excavating as required by Texas Law.
The specific tasks to be performed by CobbFendley in conjunction with this project are limited to
the following:
1. SUE Quality Level A Test Holes: Coordinate site access with the Client and
with any respective easement representatives. Place 811 One Call tickets prior to
all excavations. If required by pipeline owners, conduct advance planning, and
make arrangements to schedule SUE QL A excavations when pipeline
representatives are available to be on site. Obtain and review all available record
drawings to plan efficient field excavation operations. Perform four (4) test holes
on three pipeline owners' facilities and one (1) test hole on a sanitary sewer main
as outlined in Barnett Lift Station_SURVEY_SUE_ABSTRACT.pdf. The non-
destructive test hole excavations will obtain top of utility/pipeline elevations and
will include backfill of the hole. CobbFendley's survey crew will field verify a
known survey monument and collect all SUE test hole data for processing and
generation into the Test Hole Reports. If a project survey topographic file is
available from the client, the test hole location will be plotted according in the
final report. If no project topographic file is available, an aerial image will be
utilized to orientate and plot the location of the test hole in the final reports. The
deliverable will be five signed and sealed Test Hole Reports.
Geotechnical Investigation
1. The geotechnical investigation will be performed by Geotest Engineering Inc., in
accordance with the attached proposal.
Exclusions from the Scope of Services:
The services described above are the identified BASIC AND ADDITIONAL SERVICES for
this assignment. Other items that may arise during the course of the project that the CITY
may wish to add to the scope of services shall be deemed as SUPPLEMENTAL

Proposal No. 1140532399
May 1.8, 2021

Re: Proposal for Geotechnical Investigation
Barnett Lift Station Improvements
City of Pearland, Texas
Dear Mr. Lackey:
In accordance with your request, Geotest Engineering, Inc. is pleased to submit
this proposal for geotechnical investigation for the referenced project.
The project calls for the design and construction of approximately 1,500 linear
feet of new gravity sanitary sewer and sanitary forcemain along FM 518 in Pearland,
Texas. The project also includes construction of a new sanitary lift station connecting the
gravity sewer and sanitary force main. The proposed sanitary sewer will be placed at
depths ranging from 5 to 10 feet and the lift station will be placed at a maximum depth of
15 feet. The proposed sanitary sewer will be constructed by both open cut and trenchless
(auger; possible casing under pipeline crossings) method of construction.
Purpose and Scope
The purpose of this investigation is to evaluate the soil and water level conditions
along the project alignment. The scope of this investigation is based on the information
provided to us in your email on May 17, 2021 and will consist of the following:
• Providing utilities clearance for boring locations.
• Coring existing pavement along the project alignment for boring access.
Mr. Kerry Lackey, P.E. Proposal No. 1140532399
Page 2 May 18, 2021
• Drilling and sampling of two (2) 15-foot and one (1) 25-foot soil borings. The
details of the boring program are provided in Attachment No. 1.
• Convert one (1) 25-foot boring to piezometer, to monitor long term water
level measurements.
• Performing appropriate laboratory tests in accordance, with ASTM methods on
selected samples to develop engineering properties of the soil.
• Perform engineering analyses and to develop geotechnical recommendations
for the proposed lift station, open cut and trenchless excavations for the
proposed sanitary sewer lines, groundwater control, pavement repair (if
required) and construction considerations.
• Prepare a geotechnical investigation report including the recommendations
outlined above.
It is assumed that the drilled borings will be tied -in by your firm or your survey
subconsultant.
Project Schedule
The study will commence within one (1) week after receiving your written
authorization. The field work will be completed in about one (1) week barring bad
weather. The laboratory tests will be completed in about three (3) weeks after
completion of field work. The draft report, which will include field and laboratory data,
and geotechnical recommendations will be submitted in about eight (8) weeks after the
receipt of written authorization.
Cost
Based on the scope of work outlined above, the cost of the field investigation,
laboratory testing, engineering analyses and a geotechnical investigation report will be a
lump sum of $10,567.00. The cost breakdown provided in Attachment No. 2 is for
additional information only. The invoices will be billed on Lump Sum basis based on
percent completion.
