RESOLUTION NO. R2021-93 A Resolution of the City Council of the City of Pearland, Texas, authorizing a design contract with Freese and Nichols, Inc., associated with the Old Town Site Sanitary Sewer Rehabilitation Project, in the estimated amount of$399,372.00. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That certain contract for design services associated with the Old Town Site Sanitary Sewer Rehabilitation Project, a copy of which is attached hereto as Exhibit "A" and made a part hereof for all purposes, is hereby authorized and approved. Section 2. That the City Manager or his designee is hereby authorized to execute and the City Secretary to attest a contract for design services associated with the Old Town Site Sanitary Sewer Rehabilitation Project. Exhibit A CONTRACT FOR PROFESSIONAL SERVICES THIS CONTRACT is entered into upon final execution by and between the City of Pearland ("CITY")and Freese and Nichols,Inc.("CONSULTANT"). The CITY engages the CONSULTANT to perform professional services for a project known and described as a Sanitary Sewer Rehabilitation (Old Town District & Barry Rose) ("PROJECT"). (Project#WW2 101) SECTION I-SERVICES OF THE CONSULTANT The CONSULTANT shall perform the following professional services to CITY standards and in accordance with the degree of care and skill that a professional in Texas would exercise under the same or similar circumstances: A. The CONSULTANT shall perform engineering services. See Exhibit A,attached, for a detailed SCOPE OF WORK and PROJECT schedule.The PROJECT schedule shall be submitted in digital and hard copy form in the Microsoft Project for Windows format. B. The CONSULTANT shall prepare and submit a detailed opinion of estimated cost of the PROJECT. C. The CONSULTANT acknowledges that the CITY (through its employee handbook)considers the following to be misconduct that is grounds for termination of a CITY employee: Any fraud, forgery, misappropriation of funds, receiving payment for services not performed or for hours not worked, mishandling or untruthful reporting of money transactions, destruction of assets, embezzlement, accepting materials of value from vendors, or consultants, and/or collecting reimbursement of expenses made for the benefit of the CITY. The CONSULTANT agrees that it will not,directly or indirectly;encourage a CITY employee to engage in such misconduct. D. The CONSULTANT shall submit all final construction documents in both hard copy and electronic format. Plans shall be AutoCAD compatible and all other documents shall be Microsoft Office compatible. The software version used shall be compatible to current CITY standards. Other support documents,for example, structural calculations, drainage reports and geotechnical reports, shall be submitted in hard copy only. All Record Drawings electronic files shall be submitted to the CITY in T1F format. E. The CONSULTANT recognizes that all drawings,special provisions, field survey notes,reports,estimates and any and all other documents or work product generated by the CONSULTANT under the CONTRACT shall be delivered to the CITY upon request,shall become subject to the Open Records Laws of this State. F. The CONSULTANT shall procure and maintain for the duration of this Agreement, insurance against claims for injuries to persons,damages to property,or any errors Design I of 7 D2.Revised 04/2019 Page 28 of 555 City Council Regular Meeting - May 24 2021 Agenda Item #B. and omissions relating to the performance of any work by the CONSULTANT,its agents,employees or subcontractors under this Agreement,as follows: (1) Workers' Compensation as required by law. (2) Professional Liability Insurance in an amount not less than $1,000,000 in the aggregate. (3) Comprehensive General Liability and Property Damage Insurance with minimum limits of $1,000,000 for injury or death of any one person, $1,000,000 for each occurrence, and $1,000,000 for each occurrence of damage to or destruction of property. (4) Comprehensive Automobile and Truck Liability Insurance covering owned, hired, and non-owned vehicles, with minimum limits of$1,000,000 for injury or death of any one person, $1,000,000 for each occurrence, and $1,000,000 for property damage. The CONSULTANT shall include the CITY as an additional insured under the policies, with the exception of the Professional Liability Insurance and Workers' Compensation.The CONSULTANT shall agree to waive its Right to Subrogation. Certificates of Insurance and endorsements shall be furnished to the CITY before work commences. Each insurance policy shall be endorsed to state that coverage shall not be suspended, voided,canceled,and/or reduced in coverage or in limits ("Change in Coverage") except with prior written consent of the CITY and only after the CITY has been provided with written notice of such Change in Coverage, such notice to be sent to the CITY either by hand delivery to the City Manager or by certified mail,return receipt requested,and received by the City no fewer than thirty (30) days prior to the effective date of such Change in Coverage. Prior to commencing services under this CONTRACT,CONSULTANT shall furnish CITY with Certificates of Insurance, or formal endorsements as required by this CONTRACT, issued by CONSULTANT'S insurer(s), as evidence that policies providing the required coverage, conditions, and limits required by this CONTRACT are in full force and effect. G. The CONSULTANT shall indemnify and hold the CITY, its officers, agents, and employees,harmless from any claim,loss,damage,suit,and liability of every kind for which CONSULTANT is legally liable, including all expenses of litigation, court costs,and attorney's fees,for injury to or death of any person,for damage to any property,or errors in design, any of which are caused by the negligent act or omission of the CONSULTANT,his officers,employees,agents,or subcontractors under this CONTRACT. H. All parties intend that the CONSULTANT,in performing services pursuant to this CONTRACT, shall act as an independent contractor and shall have control of its own work and the manner in which it is performed. SECTION II-PERIOD OF SERVICE This CONTRACT will be binding upon execution and end June 30,2023. SECTION III-CONSULTANT'S COMPENSATION A. The total compensation for the services performed shall not exceed the total noted in Section B. B. The CITY shall pay the CONSULTANT in installments based upon monthly progress reports and detailed invoices submitted by the CONSULTANT based upon the following: 1. Basic Services(Lump Sum) $166,792.00 2. Additional Services shall require independent and specific authorization and shall be billed as(Not to Exceed): $202,434.00 3. Bid Phase Services(Hourly Not to Exceed) $9,51.6.00 4. Construction Phase Services(Hourly Not to Exceed) $20,630.00 5. Reimbursable Expenses(Not to Exceed) $0.00 6. Total: $399,372.00 C. The CITY shall make payments to the CONSULTANT within thirty(30)days after receipt and approval of a detailed invoice. Invoices shall be submitted on a monthly basis. D. CONSULTANT shall invoice for work performed during the preceding thirty day period("Billing Period"). The Billing Period shall run from the 26th day to the 25th day of each consecutive month. Invoices shall be submitted to CITY not more frequently than once every 30 days. CONSULTANT shall be responsible for timely submittal of all invoices and CONSULTANT shall not be entitled to payment for invoices in arrears. All invoices shall reflect most recent single Billing Period only and represent the true,correct and accurate account of work performed during the Billing Period. E. For an agreed contract amount identified as "Lump Sum", Not to Exceed" and "Reimbursable"the CONSULTANT shall not exceed the fixed contractual amount without written authorization in the form of a Contract Amendment. CONSULTANT shall provide 45 days prior notice to the CITY in the event contract fees may exceed the fixed contract amount. CONSULTANT shall be responsible for ensuring that such authorization is complete and executed by all parties performing any work or submitting any invoices for work that exceeds the fixed contract amount under any expense category. Allowable Reimbursable Expenses CONSULTANT shall identify and include in the proposal any anticipated Reimbursable Expenses, and shall itemize Reimbursable Expenses by work category. Reimbursable Expenses shall be invoiced AT COST without subsequent markup by the CONSULTANT. All invoices containing a request for Reimbursable Expenses shall include copies of the original expense receipts itemized per the allowable category. Allowable Reimbursable Expenses include: • Hard copy reproductions,copies and/or binding costs • Postage • Mileage,for travel from Consultant's local office(within a 25 mile radius) to meetings at the City or job-site. Mileage shall be charged at the current IRS rates. • Travel expenses, mileage from local office to State or federal regulatory agency office beyond 100 miles. • Lodging expenses,for destinations beyond 100 miles from the Consultant's local office AND when business hours exceed eight hours within one business day OR requires more than one eight hour day. F.2. Disallowed Expenses Disallowed Expenses include travel expenses for professional expertise traveling • into the greater Houston area from Consultant offices outside of the greater Houston area. SECTION IV-THE CITY'S RESPONSIBILITIES A. The CITY shall designate a project manager during the term of this CONTRACT. The project manager has the authority to administer this CONTRACT and shall monitor compliance with all terms and conditions stated herein. All requests for information from or a decision by the CITY on any aspect of the work shall be directed to the project manager. B. The CITY shall review submittals by the CONSULTANT and provide prompt response to questions and rendering of decisions pertaining thereto, to minimize delay in the progress of the CONSULTANT'S work. The CITY will keep the CONSULTANT advised concerning the progress of the CITY'S review of the work. The CONSULTANT agrees that the CITY'S inspection,review,acceptance or approval of CONSULTANT'S work shall not relieve CONSULTANT'S responsibility for errors or omissions of the CONSULTANT or its sub- consultant(s)or in any way affect the CONSULTANT'S status as an independent contractor of the CITY. The CITY,at its sole discretion,may terminate this CONTRACT for any reason-- with or without cause--by delivering written notice to CONSULTANT personally or by certified mail at 11200 Broadway Street,Suite 2320,Pcarland,Texas 77584. Immediately after receiving such written notice, the CONSULTANT shall discontinue providing the services under this CONTRACT. B. If this CONTRACT is terminated, CONSULTANT shall deliver to the CITY all drawings,special provisions,field survey notes,reports,estimates and any and all other documents or work product generated by the CONSULTANT under the CONTRACT, entirely or partially completed, together with all unused materials supplied by the CITY on or before the 15th day following termination of the CONTRACT. C. In the event of such termination, the CONSULTANT shall be paid for services performed prior to receipt of the written notice of termination. The CITY shall make final payment within sixty(60)days after the CONSULTANT has delivered to the CITY a detailed invoice for services rendered and the documents or work product generated by the CONSULTANT under the CONTRACT. D. If the remuneration scheduled under this contract is based upon a fixed fee or definitely ascertainable sum,the portion of such sum payable shall be proportionate to the percentage of services completed by the CONSULTANT based upon the scope of work. E. In the event this CONTRACT is terminated, the CITY shall have the option of completing the work, or entering into a CONTRACT with another party for the completion of the work. F. If the CITY terminates this CONTRACT for cause and/or if the CONSULTANT breaches any provision of this CONTRACT, then the CITY shall have all rights and remedies in law and/or equity against CONSULTANT. Venue for any action or dispute arising out of or relating to this CONTRACT shall be in Brazoria County, Texas.The laws of the State of Texas shall govern the terms of this CONTRACT. The prevailing party in the action shall be entitled to recover its actual damages with interest, attorney's fees,costs and expenses incurred in connection with the dispute and/or action. CONSULTANT and CITY desire an expeditious means to resolve any disputes that may arise between under this CONTRACT. To accomplish this,the parties agree to mediation as follows: If a dispute arises out of or relates to this CONTRACT,or the breach thereof,and if the dispute cannot be settled through negotiation, then the parties agree first to try in good faith, and before pursuing any legal remedies, to settle the dispute by mediation of a third party who will be selected by agreement of the parties. SECTION VI—ENTIRE AGREEMENT This CONTRACT represents the entire agreement between the CITY and the CONSULTANT and supersedes all prior negotiations, representations, or contracts, either written or oral. This CONTRACT may be amended only by written instrument signed by both parties. SECTION VII—COVENANT AGAINST CONTINGENT FEES The CONSULTANT affirms that he has not employed or retained any company or person,other than a bona fide employee working for the CONSULTANT to solicit or secure this CONTRACT, and that he has not paid or agreed to pay any company or person,other than a bona fide employee, any fee,commission,percentage brokerage fee,gift,or any other consideration,contingent upon or resulting from the award or making of the CONTRACT.For breach or violation of this clause, the CITY may terminate this CONTRACT without liability,and in its discretion,may deduct from the CONTRACT price or consideration, or otherwise recover, the full amount of such fee, commission,percentage brokerage fee,gift,or contingent fee that has been paid. SECTION VIII-SUCCESSORS AND ASSIGNS This CONTRACT shall not be assignable except upon the written consent of the parties hereto. (FNI) conducted flow monitoring as part of Pearland's Wastewater Master Plan Update. FNI evaluated inflow and infiltration (I/I) throughout the City of Pearland (City's) collection system and identified basins with high I/I. Multiple basins within the Barry Rose Water Reclamation Facility(WRF)service area were identified for future Sanitary Sewer Evaluation Study(SSES)projects. The City asked FNI for a proposal for an SSES and Rehab Design (Project) in the BR-03 and BR-04 basins. This project was requested to include rehabilitation(rehab)design phase services for BR- 03 and BR-04, as well as a portion of the 'Old Town' district between FM 518 and East Walnut Street. The study areas for this Project are shown on Figure 1. The sewer lines in the BR-03 and BR-04 basins were constructed between 2001 and 2007,making this a relatively'new'area where the SSES approach could help to prevent potentially unnecessary basin-wide rehab of wastewater assets. SSES(Phase 1)-The approach of the SSES phase of this Project identifies sources and causes of inflow and infiltration (I/I) in pipes and manholes and develops proposed rehab recommendations with planning level construction cost estimates. The goal of this SSES is to provide targeted manhole and pipe rehab recommendations to reduce I/I in the collection system. It should be noted that the proposed CCTV and manhole inspections are not-to-exceed quantities and will be utilized based on the results of the targeted flow monitoring (Task B) and discussions with City staff. Rehab Design (Phases 2-5) - The Rehab Design phases of this Project include the design for rehabilitation of defects anticipated to be identified in the sewer system, for pipes 15-inch and under only, in BR-03 and BR-04 to be documented in the proposed SSES Tech Memo as well as the rehab for the Old Town district between FM 518 and East Walnut as shown on Figure 1. The design scope is described in more detail in the attached Exhibit A. Project Kickoff Meeting Conduct a project kickoff meeting with the City to review project scope, goals, project team members and schedule. FNI will provide the City with a data request memorandum identifying data needs. The meeting will include discussion of the following: • Scheduling and project coordination • Key City personnel for field work coordination • Information and data needs from the City A2. Monthly Progress Reports Throughout the project, monthly status updates will be submitted that summarize progress and document upcoming tasks. The monthly status updates will outline any upcoming key decisions which will require input from or discussion with the City. A3. Data Collection FM will coordinate with City staff to collect data as specified in the data request memorandum. A4. Additional Project Coordination Meetings:Up to Three(3) In addition to technical,task-related meetings,FNI will be available for up to three(3)additional project meetings with the City to review progress,discuss data needs, and any topics of special concern. A5. Field Coordination: Up to Two (2)Field Visits In addition to technical,task-related meetings, FNI staff will perform up to two(2)field visits to verify field work progress and coordinate/monitor SSES field work activities. A6. Preliminary Flow Monitor Locations and Sub Basin Delineation FNI will obtain and analyze the City's latest GIS network. FNI will select preliminary locations for targeted flow monitoring and delineate corresponding sub basins in GIS. A7. Flow Monitor Field Inspections FNI will conduct field inspections of the selected flow monitor locations to confirm suitability for flow monitoring. Items to be investigated include accessibility, hydraulic conditions, and debris depth. FNI will notify City staff of any sites that require cleaning prior to flow monitoring. Targeted Flow Monitoring and Rain Gauge Data Collection FNI will conduct sewer flow monitoring at selected locations for forty-five(45)consecutive days. Up to 11 flow monitors shall be used for targeted flow monitoring. Flow monitors shall be calibrated prior to installation and maintained routinely during the field monitoring period. Temporary rain gauges will also be installed to obtain storm event intensity and duration information. Rain gauges shall be calibrated prior to installation. The subconsultant proposal for the flow monitoring is provided as Exhibit B. A9. Flow Monitor Data Analysis and Sub Basin Inflow and Infiltration(I/I)Ranking FNI will evaluate the flow monitor and rainfall data. Hydrographs and flow depth plots will be created for each flow monitor site and will include the observed rainfall intensities. The discrete I/I within each of the sub basins will be calculated, and the sub-basins will be ranked according to I/I. GIS mapping will be created to show the I/I results by sub basin. A10. Proposed Sub Basins for SSES Field Activities FNI will select sub basins for SSES field activities (Task C). Multiple sub basins will be selected based on a set of factors that could include: • Quantity of I/I calculated in Task B4(I/I ranking) • Shallow sewer pipes at a greater risk of sanitary sewer overflows • Existing infrastructure capacity for wet weather peak flow conveyance The number of sub basins selected for field activities will be determined by the I/I results (Task A9)and the not-to-exceed quantities shown in Table A. GIS mapping will be created to show the selected sub basins for SSES field activities. All. Meeting—Discuss Flow Monitoring Results and Proposed Sub Basins for SSES Field Activities FNI will meet with City staff to discuss the results of the targeted flow monitoring and sub basin I/I rankings. The proposed sub basins for SSES field activities will be presented, along with selection criteria. FNI will solicit staff comments. City of Pearland Scope for Sanitary Sewer Evaluation Study(SSES)and Rehab Design TASK B: SSES FIELD ACTIVITIES AND REHAB IMPROVEMENT RECOMMENDATIONS FNI will conduct SSES field activities in the agreed upon sub basins from Task B6. The purpose of these field activities is to identify specific pipe and manhole defects contributing to inflow and infiltration (I/I)in the collection system and to develop rehab recommendations to mitigate this I/I. These rehab recommendations will be the basis for the rehab design (Phases 2-5) of this project. SSES field activities shall consist of smoke testing, CCTV,and manhole inspections up to the quantities listed in Table 1. FNI will provide mapping of the field inspection study area and review access,schedule,public notification,and other relevant considerations for field work with City staff. B2. Smoke Testing FNI will smoke test the recently rehabbed lines and manholes in the BR-04 Basin,shown in purple on Figure 1. The smoke testing will be performed at a unit cost as shown in Table 2 and on the attached Proposal for Sewer Evaluation Services in Pearland, TX included as Exhibit C. A subconsultant markup will be added to this unit cost. The purpose of this smoke testing will be to confirm the rehabbed lines and manholes are free from defects and identify any additional (private side) defects such as laterals or cleanout caps. Additional smoke testing (up to 20,000 LF) may be carried out in the study area as agreed upon by FNI and City staff. Public notification will be provided in English and Spanish and communication will be maintained with residents and customers throughout the smoke testing process. Closed-Circuit Television(CCTV)of Gravity Lines FNI will perform cleaning(up to three passes)and conduct CCTV on the selected gravity sanitary sewer lines in the sub basins, up to 33,000 linear feet. The CCTV will be coded for defects and observations according to NASSCO PACP standards. The City will provide the following: • Access to the manholes (including any required uncovering) and any required flow diversion,bypass pumping, and operation of lift stations. • A site for local disposal of sludge • A means of providing water such as a mobile meter or fire hydrant hookup Manhole Inspections FNI will conduct inspections of the sanitary sewer manholes in the sub basins, up to 210 manholes. The manhole inspections will be coded for defects and observations according to NASSCO MACP standards. SSES Results QC and Analysis and Rehab Improvement Recommendations FNI will conduct a quality control (QC) review of the SSES field investigation results and analyze the data, and provide mapping and/or tabular summary data as appropriate. FNI will develop rehab improvement recommendations for identified defects on public wastewater system assets, with the goal of reducing I/I in the collection system and associated excessive surcharging and overflows. Planning level construction cost estimates will be developed for the rehab recommendations. Exhibit B Proposed Scope of Work ADS Environmental Service("ADS")will provide a temporary flow monitoring study to collect data at as out lined in the fee schedule options below. It will be performed in three phases as set forth below: Phase I —Mobilization I) Kick-off Meeting. Phase I will bcgin with a kick-off meeting between representatives of the Client and ADS. The purpose of the kick-off meeting is to discuss project scope, establish lines of communication,set milestones,and set the project schedule. 2) Site Locations. Site selection,identification and location of flow monitors and rain gauge. 3) Site lnvestit;ations. Once the installation sites have been determined,ADS field crew(s) will perform site investigations. ADS will utilize a standard 2-person field crew for fieldwork and comply with Federal standards for confined-space entry. The proposed flow monitoring location will be located,inspected,and verified for hydraulic suitability. ADS will also check for debris in the manhole that could impact data quality and coordinate any required cleaning efforts with the Client or operator. ADS field crews will look for evidence and signs of erratic flow patterns. ADS will also investigate adjacent manholes in order to identify the best monitoring locations. 4) Site Reports & Safety I'lan. Site reports will be generated upon completion of the site investigations. The site reports will include a sketch of the general location, physical characteristics and diameters of the proposed monitoring locations, manhole depths, and flow measurements. A "Site Safety Plan" will also be completed as part of the site investigation phase of the project;this will include comments pertinent to the monitoring location such as any special traffic or safety issues. Final site locations to be approved by the Client. 5) Euulnment. ADS will utilize the ADS®Model 80007'"flow monitor during the course of this project. A typical monitor installation will include an ultrasonic depth sensor that will be mounted in the invert of the pipe; a redundant pressure depth sensor mounted at the invert;and a Doppler velocity sensor also mounted at or near the invert. 6) Monitor Activation. Once installed,the monitors will be activated and set to take readings at 5-minute intervals. ADS Field crews will take manual depth readings with a ruler and velocity readings with a portable, instantaneous velocity meter in order to confirm the monitor is collecting accurate data based on the actual existing hydraulic conditions at each location. Phase lI—Flow& Rainfall Monitoring I) Data Collection and Equipment Maintenance. Flow data will be collected wirelessly daily. At sites that will not communicate wirelessly field crews will collect flow data on a twice weekly basis for the first week of the monitoring period and weekly thereafter.ADS is an ISO 9001 certified company and has proprietary internal quality procedures for all fieldwork. During the course of the project and as part of ADS's quality control program, Page 52 of 555 City Council Regular Meeting - May 24 2021 Agenda Item #B. the field manager will also visit each location and reconfirm that the monitor is in proper working condition.ADS will service the meters twice per month,as may be required.This includes cleaning depth and velocity sensors, confirmations as needed, and checking an installation to make sure that the ring is secure in the pipe. The ADS data analyst will also review the data on a regular basis throughout the monitoring period. 2) Demobilization. Field crews will continue data collections and confirmations (as necessary)until the end of the monitoring period. Once authorized,crews will immediately begin removing the flow monitors and deliver final data to the data analyst. Phase III — Final Report & PRISM Data Delivery 1) Data Review. Upon completion of the monitoring period, a trained ADS Data Analyst will edit and finalize the data. The data analyst will directly calculate flow using the continuity equation from recorded depth and average velocity data. Flow quantities as determined by the continuity equation will be plotted. The analyst will also utilize scatter plots(depth vs.velocity readings)both to verify monitor accuracy. 2) PRISM.ADS PRISM web-based data collection,analytics and reporting software will be used throughout the duration of the project.Access will be granted to both CONSULTANT and CITY personnel. A web-based training program will be conducted to instruct the project team in use. This will provide access to collected data on a as needed basis. i.e CONSULTANT/CITY can access and download to a csv file or Access database as required. 3) Data Delivery and Final Report. ADS will provide a Final Electronic version I/I Report to the Engineer within 30 days of the end of the monitoring period (and any approved extensions). The Final Report will present a summary of all field and office activities, results of analyses, supporting data and documentation, conclusions, and recommendations. The data deliverables will include: • Final flow data in electronic format (hydrographs including Rain, Velocity, Depth, Qfinal) • Finalized site reports for monitored manholes • A Technical Memorandum that discusses field data collection (including all field installation forms)and RDII analysis The report will summarize findings in tabular, graphical,and narrative formats. Design storm curves(Q:I)will be developed to enable the Engineer to predict peak flow conditions based on design storms. Additional technical information to be provided includes the following: • Hydrographs indicating the dry weather and wet weather flow rates • Actual peak hourly flow vs.in-situ capacity for each measured pipe location. RDII(Rain Dependent Infiltration/Inflow). • RDII(Rain Dependent Infiltration/Inflow). NOTE: ADS's flow monitors are capable of providing very accurate and precise(repeatable)flow data. However,under some complex hydraulic conditions such as frequent backwater,surcharging,reverse flows, and complex bends in the flow path leading to and from the associated manhole in which the flow monitor is placed,the accuracy of the data is diminished. It is important that the Client understand that ADS's temp flow monitoring equipment is some of the best available in capturing flow data in complex hydraulic situations,but that accuracy may be compromised in locations immediately upstream of pump stations or other such locations where the above listed hydraulic conditions can sometimes be persistent. CONSULTANT or other SUB-CONSULTANT Responsibilities: CONSULTANT will perform the following functions in connection with this Project: I) Access to the site of work with sufficient area for placement of personnel and equipment, including all right-of-way and ramps, if required. This includes, but is not limited to, exposing manholes, clearing easements and/or constructing roads or ramps suitable for truck/van,if necessary. 2) Pay all local licenses and permits fees,if required. 3) Assist in obtaining and complying with any special permits. 4) Any information concerning bypasses,overflows,base flows,critical surcharge areas,and maintenance habits.
