CIVIL SERVICE COMMISSION
MINUTES OF A REGULAR MEETING OF THE CIVIL SERVICE COMMISSION FOR THE
CITY OF PEARLAND, TEXAS, HELD ON JANUARY 13, 2011 AT 6:00 P.M. IN THE
HUMAN RESOURCES CONFERENCE ROOM OF PEARLAND CITY HALL, 3519
LIBERTY DRIVE, PEARLAND TEXAS.

CALL TO ORDER. At 6:01 p.m.
2011-01 Discuss and Approve Minutes for the July 29, 2010 meeting. Phil
Cessac made a motion to accept the minutes as presented, and James
Gilbert seconded. MOTION CARRIED
2011-02 Discuss and Elect Commission Chairperson. James Gilbert made the
motion to re-elect Tom Hodges to the same position he currently holds
as Chairperson and Phil Cessac seconded. MOTION CARRIED
2011-03 Discuss and Elect Commission Vice-Chairperson. Phil Cessac made the
motion to elect James Gilbert Vice Chairperson of the Commission and
Tom Hodges seconded. MOTION CARRIED
2011-04 Report on Police Appointment Process. Captain Ron Fraser reported on
the department’s progress since the last civil service examination. He
stated that the test date was originally scheduled for January2011 but
City Manager Bill Eisen asked it to be move up therefore the test was
administered November 20, 2010.

Approximately 188 people registered for the test and 133 showed to
take the test. Of the 133 who tested, 112 passed the written
examination and 109 people showed for the physical ability test (PAT).
Of the 109 showing for the PAT, 81 passed. Captain Fraser explained
that hiring non-certified individuals would not be prudent since they
would not be able to attend for a couple of months due to the next
academy not starting until March 2011, therefore they implemented the
new local rule that allows them to give preference to certified
applicants. He indicated that this was announced after the PAT and this
may have resulted in the fact that 56 background packets were
returned.
Captain Fraser said that the department has six (6) people scheduled for
polygraphs next week and they will interview all who pass it the
following week. Commissioner Cessac indicated that it sounded like
there were a good number of certified people testing and Captain Fraser
confirmed. Captain Fraser also indicated that some of them were
certified people, some who had been laid off due a reduction in force
(RIF) from other agencies like Galveston and some for the cadet
program. He said the City of Pasadena is still in a hiring freeze.
Commissioner Gilbert asked if there was a residential distance
requirement for applicants. Captain Fraser indicated not for
employment but that there was one for the “take home vehicle”
program. After some discussion the consensus was that the distance
requirement to participate in the “take home vehicle” program was
approximately ten (10) miles. Captain Fraser said that they hope to
begin filling positions in February and that they had eight (8) open
positions when the test was administered but now have ten (10)
openings. He then spoke of Mike Johnson’s retirement and
Commissioner Gilbert stated that he and Officer Johnson had been
volunteer firefighters together many years ago. Commissioner Cessac
congratulated the department for a job well done involving the bank
robbery they thwarted on New Year’s Eve. Captain Fraser indicated that
it was thanks to the efforts of many officers including but not limited to
Assistant Chief Johnny Spires, Officer Trey Du Rant, Officer Todd Ritz and
Officer Cecil Arnold.
The meeting was adjourned the meeting at 6:12 p.m.
