2009-08-19 CIVIL SERVICE COMMISSION REGULAR MEETING MINUTES CITY OF PEARLAND CIVIL SERVICE COMMISSION MINUTES OF A REGULAR MEETING OF THE CIVIL SERVICE COMMISSION FOR THE CITY OF PEARLAND, TEXAS, HELD ON AUGUST 19, 2009 AT 5:30 P.M. IN THE HUMAN RESOURCES CONFERENCE ROOM LOCATED AT 3519 LIBERTY DRIVE, TEXAS. CALL TO ORDER. The meeting was called to order at 5:28p.m. Those in attendance included James Gilbert, Tom Hodges, Phil Cessac, Captain Ron Fraser and Bonita Hall. 2009-07 Introduction of New Director. The Commission members read through the resume of Bonita Hall. Ms. Hall outlined her professional municipal history for the Commissioners including previous employment with civil service cities. Member Cessac made the motion to appoint Bonita J. Hall Civil Service Director and Vice Chair Hodges seconded. MOTION CARRIED 2009-08 Discuss and Consider Approval of Minutes of January 27, 2009. Chairman Gilbert opened the discussion by indicating that the members had copies of the minutes from the January 2009 meeting. Vice Chair Hodges made the motion to accept the minutes as presented and Chairman Gilbert seconded. MOTION CARRIED. 2009-09 Report on Entry Level Police Examination held August 1, 2009. Ms. Hall began the discussion by explaining that the City received 185 applicants registered for the test; 90 people actually tested on August 1, 2009; 52 of those tested passed with a score of 70 or above; 44 of the 52 passed the physical ability test and Captain Fraser finished by stating that 29 of the 44 returned their background packets by the deadline. There was discussion about the reason people would not return the packets after testing, how many positions were opened (8) and if we could fill the current openings with the 29 who returned their packets. Captain Fraser indicated that while he is hopeful past experience indicates the current will be exhausted before all of the positions are filled. Captain Fraser went on to explain the City’s hiring process, including the various tests/interviews the applicants must pass and/or complete, the FTO program, and the differences between the process for those who are certified and those not certified. 2009-10 Discuss and Consider revising the Local Civil Service Rules. Ms. Hall began the discussion by stating she would like to revise the rules so they are better aligned with Chapter 143 of the Local Government Code. This will make it easier for all concerned to utilize both when considering a particular issue. Vice Chair Hodges asked if there was something specific and Ms. Hall directed the members to section of the local rules that outlined how ties are broken for entry level examinations. There was discussion about several items when Chairman Gilbert asked Ms. Hall for clarification on her request. Ms. Hall stated it was not her intent to make changes at the present meeting but rather was asking permission to begin the review process and the permission to bring to the Commission suggestions for changes at which time the Commission may consider all or a portion of them. With that Member Cessac made the motion to have Bonita Hall review the local rules and to submit any suggested changes to the Commission for approval. Vice Chair Hodges seconded.
